Inefficient universities

Every year, the Ministry of Education and Science monitors the effectiveness of universities. When checking, it analyzes:

  • educational activities (competitive scores for the Unified State Examination and DWI);
  • research activities (income from its conduct);
  • financial and economic activity;
  • the percentage of employment of graduates during the first year after graduation;
  • salary teaching staff;
  • the number of brought students (for branches);
  • additional indicators (availability of teachers with high qualifications, titles, etc.).

If a university falls behind the norm in four or more indicators, it is recognized as inefficient. Such institutions have nine months to correct the situation. The weakest universities are threatened with reorganization or deprivation of their licenses.

Where does the "left" come from?

There are other questions as well. Obviously, it should be aimed at improving quality, and not at reducing quantity. One of the main arguments of the authorities is that it is economically unjustified to have so many universities. There are more of them than students. After all, 5-6 years ago we had 1.5 million school graduates, last year - 730 thousand.

But won't it work like with? In the 90s, when the birth rate in the country fell to a record low level, kindergartens were massively closed, the premises were sold, rented out. And today the reverse process has begun: for 2007-2011. the birth rate has grown by almost 20%, there is a catastrophic shortage of places in the gardens, as a result, they are building new ones, trying to return and repair the old ones. But these kids will go to universities in 10-15 years. Will we start building the required number of institutions again?

According to published data, the number of inefficient universities subject to reorganization, in Russian capital was 49. The list included the Stolypin Humanitarian Institute, the Institute of Business and Economics, the National Institute of Design, the Fashion Industry Institute, the Humanitarian Prognostic Institute, the Institute of Business Career and others.

In St. Petersburg, based on the results of the monitoring, 12 organizations will be reorganized. In particular, the published list included the Academic Institute for Humanitarian Education, the National Open Institute, the Smolny Institute Russian Academy education, the Institute of Television, Business and Design, the Baltic Institute for the Humanities and others. Note that all of the listed organizations are non-governmental.

In addition, it became known that the optimization of activities will be carried out in 26 Russian universities. Three of them are located in the Central Federal District - Kaluga State University. In total, according to the results of monitoring in 2013, 373 organizations - universities and their branches were recognized as ineffective. In total, 934 state and non-state universities and 1,478 branches took part in the monitoring conducted by officials.

The obligation to monitor the performance of educational institutions of higher education was normatively enshrined in the Federal Law of December 29, 2012 No. 273-FZ “On Education in Russian Federation”, at the order of the Government of the Russian Federation dated December 30, 2012 No. 2620-r “Changes in industries social sphere aimed at improving the efficiency of education and science” and in Decree of the Government of the Russian Federation dated August 5, 2013 No. 662 “On Monitoring the Education System”.

Experts point out that non-state higher educational institutions mostly require reorganization. Among them are the Kirov Institute of Foreign Languages, the Orenburg Institute of Economics and Culture, the Perm Institute of Humanities and Technology, the Samara Institute of Management, East Siberian Institute Economics and Law, Kursk Road Institute, Sochi Institute of Economics and Information Technologies, Institute of Practical Psychology and Psychoanalysis (Moscow), Moscow School of Economics - Financial Institute, National Institute of Design (Moscow).

Earlier it was reported that the following state universities: Volga Institute of Economics, Pedagogics and Law, Volgograd state institute of Arts and Culture, Serebryakov Volgograd Conservatory, Kursk Academy of State and Municipal Service, Arctic State Institute of Arts and Culture, Novocherkassk State Ameliorative Academy.

The Ministry of Education and Science emphasized that when monitoring the effectiveness, specialists assessed the human resources potential of the university, the publication activity of teachers, the total scientific research, logistics, employment of graduates. Also, when assessing financial support, the average salary of teachers in relation to the average salary in the region was also taken into account.

“In the overwhelming majority of universities recognized as inefficient, average salary teachers significantly falls short of the indicator for the region, and in some cases it is only 10-15%,” said Deputy Minister of Education Alexander Klimov.

When assessing staffing educational process the ratio between the number of teachers and students was analyzed.

According to Klimov, “it turned out that in some universities, in fact, not training is carried out, but the streaming issuance of diplomas, there are several dozen students per teacher.”

The high-ranking official also noted that a large share of the teaching load in inefficient universities, as a rule, is performed by freelance teachers.

Last year, 541 state universities participated, some of the private ones also provided information about themselves, but no one had the right to force them to do so. As a result, almost 30 universities were recognized as inefficient.

In the meantime, the Russian Union of Rectors has already begun to form a nationwide network of counseling centers to support teachers and students of those universities that are planned to be optimized or reorganized based on the results of monitoring in 2013. This was announced today, January 13, in the press service of the PCP. As explained in the press service, “councils of rectors federal districts and regions of Russia coordinately determine university platforms where specialists in the field of law, financial activities and social protection will provide psychological and informational support to employees and students of universities in the event of the termination of the activities of higher educational institutions based on the results of the past monitoring of effectiveness.

They also emphasized that it is necessary that in the conditions of reorganization "each member of the student and teaching corporations understand their role and prospects in the new university." In addition, the counseling centers will monitor the observance of the rights of students and faculty during the reorganization - to inform the Russian Ministry of Education and Science and quickly jointly resolve emerging contradictions.

A proposal for a list of educational organizations on the basis of which coordination centers will be created is formed by the Union of Rectors on the basis of instructions from the Russian Ministry of Education and Science and will be submitted for approval on January 24 of this year.

— There are two minimum guarantees: that the university has state accreditation and a license for the right to conduct educational activities. If there is only a license and no accreditation, then the university can conduct educational activities, but does not enjoy benefits, and you can, for example, be drafted into the army. Therefore, if you think that you need the knowledge that this particular university will give you, you should be prepared for the risk of getting into the army. But upon graduation, you will not receive a state diploma anyway. Such universities often guarantee that they will pass state accreditation during the period of your study. But this must be treated with great caution. No one can guarantee passage. This is a very long and laborious procedure, and the decision is made not by an official, but by the accreditation board at our service, consisting of representatives of universities, the public, the association of employers, etc. There are fifty people in total, and even I don’t know how they will vote.
- If there are no guarantees, then how to reduce the risk?
— It is necessary to carefully approach the conclusion of an agreement with the university. If they tell you that they guarantee the passage of accreditation, let them write it down in the contract. At least you will have a reason, if this does not happen, to sue for non-compliance with the terms of the contract. In addition, advertising should definitely alert you, such universities always give very wide advertising and promise unrealizable things. For example, higher education for three years. We get a bachelor's degree in four years, a specialist - in five years. If it's evening or distance learning the deadline is extended for another year. It can't be shorter. The next thing to watch out for is the low cost. According to our calculations, a year of study in the humanities, that is, low-cost specialties, costs about $1200-1500. If lower, you need to ask where the rest of the money comes from. After all, the university may have sponsors. And finally, do not be too lazy to talk with graduates of your chosen university: where did they get a job, what difficulties did they have after that with diplomas.
— What about drafting into the army?
- IN state universities the deferment from the army is granted simply because you are a full-time student. In non-state - only if you are studying at an accredited educational program. Here you have to be very careful when entering. In addition to the certificate of accreditation, the university also has an appendix to it. It is written there, according to what curricula the university is accredited - for all or not. If only for some, you can be taken into the army, and students from neighboring faculties or even groups will not be touched.
Do students care?
- Girls are not yet taken into the army, but if they study at correspondence department, then they should be prepared for the fact that they will not have benefits when paying for vacations for the session. And finally, all students - both girls and boys - must understand that they will have a non-state diploma.
- So what?
- Graduates with such diplomas often think for the first time about what they were given instead of a diploma of higher education when going to work abroad. There is such a procedure - nastrification, that is, the recognition of a diploma obtained in one country, suitable for another country. But even if there is a country that is ready to recognize the diploma of an unaccredited Russian university, it will not be able to do this. According to international rules, nastrification is preceded by the legalization of a diploma. It will be easier for the winners and prize-winners of district and regional Olympiads, that is, the fourth (held in seven federal districts) and third (held in the subjects) stages of the All-Russian Olympiad, to take exams. Upon admission to Moscow State University, their victory in the Olympiad will be counted as the highest score in the exam in the relevant subject. Let me explain with an example: the one who takes third place at the Moscow City Olympiad automatically gets the highest score in this subject at the entrance exam. The remaining tests the applicant will have to pass. If a student won or became a prize-winner of two or even three Olympiads, and all of them corresponded to the exams for some faculty, they are counted as entrance. And it may happen that according to the results of the Olympiads, the young man has already entered. Two more Olympiads were equated to the third stage: "Lomonosov" and national project"Conquer Sparrow Hills". But the winners of these Olympiads have already been determined, and now we can only talk about participation in these Olympiads for next year.

A significant innovation this year is that an applicant can apply to several faculties at the same time. Moreover, it is enough to pass the exams once. This year, Moscow has joined the USE experiment, so admission to half of our faculties is regulated by slightly different rules: the faculties that were included in the experiment (economic and managerial profile) will count the Russian language exam only as the result of the USE. The only alternative for these faculties is that the results of the interdisciplinary Olympiad held at the HSE in May 2005 can be used as an exam. The winners of this Olympiad will be enrolled out of competition, its winners will be credited with the results in one or more subjects (at their choice). One more thing is connected with the results of the Olympiad: when entering the HSE, it is possible to count the results of various rounds of the All-Russian Subject Olympiads. The winners of the fourth and fifth, final rounds of subject Olympiads can enter a number of our faculties without exams. The same applies to the winners of the Moscow City and Moscow Regional Olympiads. But the winners of regional olympiads in some subjects (for example, in mathematics, economics, a foreign language, etc.), who received the highest score in the corresponding subject, may not take this subject in July, but simply participate in the competition.

The competition is held separately for each of the faculties and forms of education (budgetary or paid). That is, already when submitting documents, each applicant must immediately determine their future specialty and form of study. When applying for state-funded places, the following are counted: the results of entrance exams; the results of the interview for medalists and persons who graduated with honors from secondary vocational schools; the results of testing the winners of the competition of the all-Russian youth program "Step into the Future", the final conference of the program "Step into the Future. Moscow", the final conference of the Russian youth program "Cosmonautics"; results of the winners of the district stage of the Moscow Regional Olympiad MSTU. Bauman in mathematics and physics; USE results, corresponding to positive assessments when recalculated into the MSTU grading system. This year there is an opportunity to take entrance examinations in a mixed form. If an applicant passed, for example, the Russian language in the Unified State Examination, then with us he can only take physics and mathematics. But it is not possible to submit documents with the results of the Unified State Exam for all specialties. The paid form of education counts: the results of the relevant entrance exams; the results of paid testing conducted at MSTU. 50% of entrance exams are held in USE form. The list of specialties for which entrance exams are taken in the form of the Unified State Exam is annually approved by the rector. Their current list can be found on the university website (www.rudn.ru.— "Power"). But the usual form of entrance examinations for the other 50% of specialties has also been preserved.
We accept applicants both on a budgetary and commercial basis of education. For those who decide to study for money, it is enough not to receive an unsatisfactory grade upon admission, showing a minimum level of knowledge. Screening "contract" is in the learning process.
This year, without entrance exams to RUDN University, all the winners and prize-winners who applied to us will enter all specialties of the university All-Russian Olympiads. In addition, we plan to accept winners of regional Olympiads out of competition for target places - this decision was made by the RUDN University Academic Council last year. Separately, a targeted reception is carried out from the autonomies of the Russian Federation. According to its results, students from the subjects of the federation are enrolled. We had about 200 of them last year. Gold and silver medalists, as in other universities, have the right to pass one exam. If it is passed on "excellent", the applicant becomes a student.

How the competition jumps
It becomes more and more difficult to predict the competition for one or another specialty over time, which is perfectly demonstrated by the example of Moscow State University*.
