Salary increase for teachers of additional education c. Average salaries of teachers according to Rosstat. Reductions among teachers

This year, public sector employees are concerned about one question: will wages increase, in particular, teachers in 2018? Latest news they say there will be an increase. But most likely only within the indexing.

What determines the salary of a teacher in a school?

  1. From experience - the longer a person works, the more he gets.
  2. From the region - in the central region or regions with a harsh climate, teachers receive more than in the southern and northwestern federal districts.
  3. From classroom management.
  4. From timely professional development.

The salary of a teacher consists of 4 components:

  • basic (lessons, extra classes, checking notebooks, etc.),
  • stimulating (for the use of new teaching methods and high student performance),
  • compensatory (for work in special conditions, for example, with chemicals or correction class)
  • and premium.

But over the past few years, no matter how much the workload on teachers has increased, the salary has remained virtually unchanged.

The fate of the decree of 2012

In 2012 President Russian Federation A decree was signed on a systematic increase in wages for public sector employees in the period from 2012 to 2018. According to the decree, the income of school teachers should increase by 200%. The increase was planned to be carried out not at a time, but gradually, but at such a pace as to achieve the goals set by 2018.

The crisis that began in 2014 resulted in a massive budget deficit and the impossibility of even a small increase in wages for all state employees without exception. But the program has not been curtailed, the presidential decree cannot be canceled, its implementation allegedly continues. Although, of course, for the remaining year of salaries for teachers from 10-12 thousand to 30-36 thousand rubles. they will not raise it, because the state budget does not have enough funds for this.

Indexing

Indexation is an increase in wages in accordance with the general level of inflation (price increases) in the country in a ratio of 1:1. That is, if inflation was 12%, then the increasing coefficient of salary and salary will be 12%. True, in 2015 indexation was canceled, and in 2016 it was carried out only partially. The reason for this government structures called the crisis state of the country's economy, in particular, the lack of the required amount of financial resources.

But thanks to indexation, the salary of teachers in Russia will still grow in 2018. It doesn't grow much. On average, the figure will be about 6%, i.e. 1200 rub. with a salary of 20,000 rubles. It's difficult to call such an increase large, although, according to the government, it will cover the inflationary increase in prices for basic products and utilities.

Scatter factor and new ranks

In 2018, the salary of school teachers will depend not only on seniority and indexation, but also on the dispersion coefficient. It is assumed that the income of ordinary teachers and school management will be determined in a ratio of 1:4, i.e., if the salary of a young teacher is 15 thousand rubles, then the director will receive a maximum of 60 thousand rubles. How the income of other workers will be calculated is not yet clear.

In addition to the spread coefficient, from 2018 the salary of teachers will depend on new positions, or titles:

  • teacher (a person who has just come to work and has not yet received additional education or advanced training, he only teaches children);
  • senior teacher (the second stage of a career consisting in writing curricula, programs for the development of disciplines and correctional work);
  • lead teacher (his job will include coordinating the actions of other teachers and organizing educational process). Salary and additional salary increases will also depend on the position.

The introduction of new positions, according to the developers of the project, will help make the teaching profession a "career ladder" for young professionals. Increasing the popularity of the profession is one of the main tasks of all innovations in the field of pedagogy. But whether they justify themselves, it will be clear only after a certain time.

You can get positions with an increase in work experience and the passage of additional and mandatory certifications and training programs for teachers. It is worth noting here that in 2018 it is also planned to introduce paid “exams” for school teachers, which will allow them to confirm their professional suitability and demand higher salaries from management. However, for now, this project of the Academy of Education of the Russian Federation is under development, and it remains unclear whether it will bring positive results if implemented.

Forecasts for 2018

It is impossible to say with certainty how teachers' salaries will change next year. Most likely, it will slightly increase along with the influx of new personnel.

By the way, about frames. Rumors about the reduction of teaching staff are just rumors. No one plans to reduce the already small ranks of qualified teachers, because this will only further reduce the prestige of the profession.

Economist. Experience in leadership positions in the manufacturing industry. Date: October 23, 2018. Reading time 8 min.

The salaries of teachers at all levels will be increased by 6% from the beginning of 2019, which will cost the budget additional subsidies of 109,077.8 million rubles. After indexing teachers' salaries high school will reach 44,760 rubles, teachers teaching at universities - 93,000 rubles, preschool teachers - 34,700 rubles. Since 2013 salary teaching staff increased by 40-117%. Further growth of salaries by 5.4-6.6% annually is planned for the next 3 years.

Will there be a salary increase for teachers in 2019?

Teachers, regardless of the field of activity, belong to the category of "May state employees", that is, their salaries are regulated and controlled at the government level. This is due to the catastrophically low incomes of teachers, especially young professionals, the outflow of professional workers from the industry, and the decrease in the prestige of the profession itself.

The order to systematically increase the income of teachers was first given by the President of the country V.V. Putin. in May 2012, according to which, by 2018, salaries should increase to 100% of the average regional income for:

  • school teachers;
  • teachers and masters of educational institutions of professional education;
  • teachers working with orphans.

In addition, wages should not be lower than 100% of the average salary in the field of education in the region, and teachers of additional education - 100% of teachers' income.

For 6 years, the salaries of the teaching staff were indexed at the federal and regional levels, which made it possible to achieve high rates across the country. But if we consider nominal wages at the level of regions and municipal entities, the picture is not so rosy.

Most vivid examples run-up of earnings in federal and municipal educational institutions are:

  1. Income from labor activity school teachers. So, in the Nenets autonomous region Arkhangelsk region salary in the region - 101,681 rubles. and even in a rural school Yamalo-Nenets District- 113,826 rubles. Whereas in Dagestan a teacher receives 21,389 rubles, and in rural schools in the Kostroma region. ‒ 24,051 rubles
  2. Remuneration of teachers of the university. In relative terms, income levels range from 137 to 270%. Taking into account the regional coefficients, the run-up in physical terms is even more striking: for example, in Ugra, top-level teachers are paid 162,932 rubles, and in the Ivanovo region at a municipal university - 45,419 rubles.

Such a range of indicators is explained not only by the regional level of income of the population, but also by the inability of some subjects to provide high salaries to state employees.

In order to maintain the achieved indicators, the government is forced to subsidize the regions. Therefore, the proposal of the Ministry of Education and Science in March 2018 to increase all teachers or school teachers, in particular, wages up to 150%, remained without support.

However, in May, the President recommended that teachers' incomes be kept at achieved level and prevent their decline against the background of an increase in the minimum wage and the growth of the well-being of Russians. The presidential decrees are reflected in the draft budget for 2019, which clearly reflects whether there will be a salary increase for teachers.

The bill provides for a systematic plan for the period from 2019 to 2021, including the salaries of educators, teachers and teachers of universities and colleges.

How much will the salary increase

According to explanatory note to the draft budget, the salary of teachers in 2019 should increase by 6%. For these purposes, appropriations in the amount of 109 billion rubles will be required. To keep incomes at the same level and raise salaries, subsidies will be increased by 16.1% compared to last year. Such calculations were provided by the Accounts Chamber to the State Duma for adoption. federal budget.

In addition, a further increase in the remuneration of educators, teachers, teachers of the middle and higher levels is also laid down:

  • by 5.4% in 2020, which will require 120 billion rubles;
  • by 6.6% in 2021, which will require additional allocations in the amount of about 134 billion rubles.

First of all, the increase will affect teachers of federal educational institutions. Similar steps must be taken in the constituent entities of the Russian Federation. Moreover, the amount of salary growth may be more than the recommended 6%.

By the end of October 2018, in most regions, projects should be considered or local budgets approved, after which it will be clear how much teachers' salaries will increase in regional and municipal schools and other educational institutions.

When will there be a raise

Many traditionally tie the recalculation of teachers' salaries to September 1. Indeed, from the beginning school year frequently increased by local level. So, in, and in St. Petersburg, wages were increased by 4,000 rubles.

However, the target increase for 2019 is planned from the beginning of the calendar year, that is, teachers should receive wages in a new way already at the end of January. But this does not exclude repeated recalculations throughout the year, for example, by September 1 or Teacher's Day. But teachers usually receive such “gifts” from local authorities.

What is the average salary of teachers

The remuneration system for teachers provides for the use, in addition to salaries, incentive payments and other allowances. Moreover, some increases are distributed at the discretion of the management. educational institution. Often, teachers, in order to earn a decent salary, work for 1.5-2 rates. Even for two specialists with the same education and specialty, the actual salary can differ significantly. Teachers have already adapted to the new working conditions and complex system payroll.

But information about average earnings does not reflect the real picture. In addition, the increase will directly affect salaries and allowances tied to tariffs. Therefore, the actual wages after recalculation may increase by different amounts.

The size of average salaries will approach the values indicated in the table.

Teaching is a noble and necessary profession. The first teacher is remembered, if not by everyone, then by many for sure. In turn, the teacher remembers each student who pretty much spoiled his nerves. How much does a teacher get, and how is a teacher's salary calculated?

Base salary calculation

Teachers' hard work is paid in three ways: base salary, flat rate, or student hourly wages. Base salary - a method when bonuses are added to the base salary for checking notebooks, conducting electives, the number of students, the number of students who won olympiads, and others.

  • teacher salary;
  • special payments, which include deviations in working conditions from the norm, the presence of supervised classes as a class teacher, the assigned category, holding meetings with students' parents, the need to check notebooks, work on educational and methodological materials, office management;
  • incentive payments (this block includes rewards for the results achieved based on the results of participation in regional and regional olympiads, the success of passing a unified state exam and the absence of facts of deviant behavior among children).

Fixed rate payroll

How to calculate the teacher's salary according to the so-called "All Inclusive" method? This methodology is based on the official salary at the rate of 36 hours of work of the teacher, as well as incentive payments. Incentive payments, as in the first case, are the same. It also takes into account the application of new solutions and approaches in the field of education, the implementation of particularly important management tasks. Work experience is of great importance.

Apprentice hourly wage

Accountants in many regions of Russia, including Moscow or the Kaliningrad region, are thinking about how to calculate a teacher's salary based on hours worked. In this case, the concepts of the basic and stimulating parts remain, based on the ratio of 70% to 30%. The base part takes into account the load, the number of students. Carrying out research work, participating in conferences and competitions, developing educational and methodological material become the main factors for an accountant who thinks about the question of how to calculate a teacher's salary.

primary school teacher salary

Working with children from 6 to 10 years old is interesting, but nevertheless difficult. At this age, the child first encounters the world of seriousness and responsibility. The task of the teacher is not to harm the child's curiosity, craving for knowledge, to help the child become more diligent, attentive and responsible. How is a teacher's salary calculated if the opportunities to participate in major regional and regional events are reduced to a minimum, and the junior high school student is still far from exams?

The main variables in the calculation will be the hourly rate approved by the director of the educational institution, the number of hours worked, the number of children who are taught by the teacher and the percentage of the allowance, depending on the category of the teacher.

Foreign language teachers and salaries

Today it is fashionable and even necessary to teach foreign languages, because this is a direct path to success and decent earnings, as well as the possibility of free travel. It is easy to imagine how the salary of a teacher is calculated and what it consists of. in English.

Provided that, for objective reasons, the school management does not have the opportunity to give an additional load to the teacher, he is guaranteed a salary at the same level as if he had assumed additional duties. In this case, there is a good opportunity to help the student learn the material in a foreign language and prepare him for participation in English Olympiads.

How is the salary of English teachers calculated? Just like other teachers. The advantage of teaching English is that a teacher can always earn extra money by tutoring.

Teacher payroll accounting

The teacher's salary is calculated as a product base rate per hour (in this case, the academic hour is taken), the number of hours worked and the percentage of the allowance for the assigned qualification.

The qualification of a teacher includes education and work experience, as well as the results of attestations passed. The higher the qualification, the higher the teacher's income.

The recommended billing frequency is once a year, with the exception of curricula, according to which the hourly load is set in half a year. The volumes of loads are coordinated at the beginning of the first and second academic semesters. Based on curricula and developed educational programs the hourly workload of each teacher is calculated and multiplied by the wage rate. Cases when one teacher replaces another are paid additionally. The remuneration of a teacher should remain at the same level if his workload has been reduced for reasons beyond his control.

Billing must be done at the end of the school year before the teachers go on vacation. The rules establish that informing employees about tariffing should take place no later than two months before the date of entry into force.

Teacher payroll

Talk about the salaries of public sector employees does not stop. From TV screens, the public always hears only that the next increase in wages is planned or has already been put into effect. Despite this, the public sector is in constant search of workers.

How to calculate the salary of a teacher in order to attract the attention of young people to this profession in demand on the labor market. For the purpose of solving this issue new wage systems are introduced periodically. The latest system changes came into effect on January 1, 2017.

In the case when a teacher starts work in the middle of the year, the calculation of the average salary is carried out according to the following scheme: the established rate per hour is multiplied by the total volume of the teacher's workload and divided by the number of full months left until the end of the school year. The calculation of wages for an incomplete month is based on the hours actually worked.

How is a teacher's salary calculated under the new system

It assumes the establishment of the base part of wages at the level of 70% in the general structure, the remaining 30% will fall on the compensatory and incentive parts. Also, in order to equalize incomes, it is proposed to cancel the reduction coefficients for teachers without higher education.

The regulation on the remuneration of teachers, which prescribes how the salary of a teacher is calculated, should contain the following main points:

  • definitions of the concept and rates of official salaries of specialists;
  • hourly wage rates;
  • determination of the structure of compensation payments;
  • determining the structure of incentive payments;
  • making payments based on tariffs;
  • set hourly wages;
  • inclusion of replacement hours of other teachers in additional payments.

Salaries of teachers in Moscow and the Moscow region

The level of salaries in Moscow is much higher than regional indicators. Delays are also rare for Moscow teachers, compared to their counterparts in the regions. The only negative point for a teacher from Moscow is the delay in indexing.

From the way a teacher's salary is calculated in Moscow, one can see differences in the calculation of salaries for teachers in the capital and for his colleagues from the Moscow region. For example, an accountant of an educational institution in Moscow will apply the “Student-hour” methodology, in the Moscow Region they will take the “Basic salary +” methodology as a basis.

Uchitelskaya Gazeta published statistics on the average wages of school teachers in Moscow, the data provided by the publication are based on official figures from the Moscow Department of Education. The department analyzed salaries in 590 educational institutions, and the statistics turned out to be quite interesting.

Despite the fact that the salaries of teachers in Moscow are decent, if we look at the big picture, we can see that in some schools salaries differ by 20%.

So, for example, in school No. 1518, the average monthly salary last year was 115 thousand 289 rubles, and the share of teachers whose earnings exceed 60 thousand was 100% of the entire teaching staff. Approximately the same picture at school No. 1252, where teachers receive 109 thousand 679 rubles. But not everyone receives salaries above 60 thousand, but only 98% of the total number of teachers.

The average salary at school No. 2036 is 97 thousand 356 rubles, all teachers receive more than 60 thousand. AT general education school No. 625, on average, representatives of one of the most respected professions earn 86 thousand 923 rubles, all earn more than 60 thousand.

At school No. 1552, teachers earn about 75 thousand rubles, the earnings of 95% of teachers exceed 60 thousand.

And, finally, the most modest, but nevertheless, objectively worthy average salary at school No. 1708. There, teachers receive 69 thousand 177 rubles, more than 60 thousand receive 84% of teachers.

Head of the Department of Education of the city of Moscow Isaac Kalina has repeatedly noted that the approach used in the formation of the average wage in the capital is one of the most efficient and fair in the country.

“It is important that the funding vector be directed to the student, something that is now incorporated in the Moscow education system. When I hear about the accounting approach to education, there is no soul, then just no, per capita funding, each soul is supported by funding, and without the support of funding, the soul is always bad. This is a human, humanitarian approach,” emphasized Kalina.

At the moment, in Moscow schools, 50% of the least paid teachers receive wages sufficient to provide themselves with a comfortable standard of living.

According to the statistics provided by the territorial authority Federal Service state statistics in Moscow, the average salary in the capital in the III quarter amounted to 69 thousand 847 rubles. And the head of the department of economic policy and development of Moscow Vladimir Efimov in October, he announced that the average salary for 2017 should be 63 thousand rubles.

By the way, the same Mosgorstat cites the average salary in the field of education in the capital in October, it amounted to 77 thousand 294 rubles, which significantly exceeds the average salary in Moscow.

The current crisis has hit hard on the country's financial reserves. Given this fact, the government is now calculating how much the increase in the salaries of state employees will cost. Let's find out if teachers' salaries will be increased.

It is clear that the country has a budget deficit, so one cannot count on a significant increase. At the same time, the government is aware of its responsibility and therefore refuse to increase the social. does not plan standards.

Teachers will not succeed without salary increase

It should be noted that school teachers in modern Russia have never been able to boast of high salaries. With the onset of the crisis, their position became even more unenviable. This has led to a decrease in the prestige of the teaching profession, and this is already a serious problem. After all, without new young teaching staff, it is hardly possible to talk about the rise of the country.

Everyone knows that it is the teacher who is at the origin of the birth of personality. With its help, any person begins his journey into the world of knowledge. Thanks to the patience, skill and talent of our teachers, new specialists in their field grow up.

On the other hand, it is not clear how all this can be achieved with the current state of education and teacher salaries. As you know, one must be born as a teacher, so one cannot scatter the most valuable personnel. It is necessary to correct the situation and improve the financial situation of teachers as soon as possible.

Today, according to Rosstat, the salary of teachers is 18-25 thousand rubles, and even less in small towns and villages. It is impossible to live on such a salary and, moreover, to inspire optimism and confidence in the future.

How will earnings change in 2017

The country's leadership understands the complexity of the situation and therefore decided to increase teachers' salaries by 150 percent by 2018. V. Putin mentioned this back in 2012. It is clear that no one guessed then that:

  1. a crisis will come;
  2. falling energy prices;
  3. sanctions against Russia.

However, there is a small ray of hope this year. The galloping rise in prices for everything and everything has been suspended. There was confidence that soon everything will return to normal. No wonder the budget for the next three years again includes wage indexation. Let's hope that already in 2017 the ice will break and the situation of teachers will improve. So far, it is safe to say that in 2017-19 teachers' salaries will increase by about five percent, that is, by the amount of inflation. A full recovery of the economy is not far off, and perhaps, indeed, by 2018, teachers' salaries will rise significantly.

Salary of teachers in Moscow

In the capital, the situation with teachers' salaries is the best. Here, teachers receive up to 70 thousand rubles for their work. In most schools, there are plenty of incentives to increase wages. These are additional hours in the subject, these are electives and the preparation of students for the Olympiad. Thanks to per capita funding, the situation in Moscow schools has improved significantly. Out of almost 2,000 schools, about 700 school complexes have been created. For example, one such school conglomerate may include several schools, a number of preschool institutions, and its number reaches several thousand. Hence the stimulating moments, high wages and good equipment. All this attracts talented personnel from the regions of the country. The results of such success were not long in coming. AT last years the number of high school graduates entering prestigious universities has sharply increased.

Position by regions

As you know, salaries in Russia vary greatly by region. The same is true of teacher salaries. Somewhere she caught up with the average for the subject, and somewhere far behind.

Teachers' salaries increase annually by about 6-7 percent per year. According to the Ministry responsible for education and science, the average salary of a teacher in the country has reached 33,000 rubles. The spread of income is very large: from 80 thousand rubles in the capital to 20 in the regions. Just a few years ago, such a salary was unthinkable. Basically, most teachers received 11-12 thousand rubles.

Here is what the salaries of teachers in Russian cities look like:

City Average salary in the region in rubles Average teacher salary in rubles
Moscow 58760 57780
St. Petersburg 38935 41725
Saratov 21280 21525
Kirov 20265 22045
Ivanovo 19750 23040
Bryansk 20240 23445
Pskov 20343 24430
Tver 23825 25690
Voronezh 22930 25930
Tula 24665 26060
Vladimir 21875 26795
Kaluga 26950 27600
Lipetsk 22315 27877
Kaliningrad 26010 28110
Krasnodar 25440 31435

And this is how the salary of teachers differs by region:

  • Dagestan - 17449 rubles;
  • Altai Territory - 20140 rubles;
  • Chechnya - 22080 rubles;
  • Mordovia - 19940 rubles;
  • Udmurtia - 24434 rubles;
  • Ingushetia - 25080 rubles;
  • Chuvashia - 26390 rubles;
  • Tatarstan - 33670 rubles;
  • Primorsky Krai - 41694 rubles;
  • Komi - 54200 rubles;
  • Kamchatka - 69480 rubles;
  • Chukotka - 76715 rubles;
  • Yamalo-Nenets district - 83175 rubles.

The question arises: "What is the reason for such a difference in the salaries of teachers in different regions of Russia?" According to experts from high school economy, the reason is that not all schools in the regions have switched to the normative per capita method of financing, not all subjects of the Russian Federation have yet created the relevant legislative acts. Hence the underfunding of the educational industry.

The modern model of assessing the teacher's work provides for the dependence of the teacher's income on his costs. In recent years, the procedure for calculating salaries has changed. Previously, a bare salary was taken into account in accordance with the tariff scale. At the moment, it is possible to take into account the individual abilities of the teacher. It is unfortunate that not all regions understand this, much less apply it. It turns out that in order to earn extra money, teachers "run" from school to school in the hope of getting extra hours of work.
