Salary of state employees in 2020

The indexation of public sector salaries is part of Vladimir Putin's 2012 election program. The main document is Presidential Decree No. 597, sometimes called “Order 597 of the President: Roadmap 01/01/2018”. Then, in May, immediately after taking office, the head of state issued 11 decrees that dealt with raising the salaries of civil servants and other state employees. Then the President promised to raise salaries by 2020, primarily for teachers and doctors.

Salaries are increased primarily for those state employees who are subject to the Decrees of the President:

Salary increases are phased in. Finally:

  • for university teachers and doctors (health workers with higher education), the salary level should be at least 200% of the average salary in the region;
  • for middle and junior medical staff and social workers, the salary level should not be lower than the average salary in the region.

Unfortunately, not all categories of state employees fell under the "May decrees". It is obvious that there are quite a lot of those who have not been raised salaries. Therefore, officials promised not to bypass them and also to index their salaries. So, in accordance with the law "On federal budget for 2020 and for the planning period of 2020 and 2021”, it is planned to increase the salaries of state employees (see the table below for indexation rates).

Increasing the salaries of state employees from 01/01/2019

It should be noted that some state employees will have to increase salaries regardless of indexation. Indeed, from January 1, it is planned to increase the minimum wage (increasing the minimum wage), which will affect the salaries of junior and middle-level personnel with secondary education. From 01/01/2019, the minimum wage is 11,280 rubles. This increase in salaries will affect approximately 1.6 million people in the public sector.

Regional decisions to increase salaries for state employees

Decree of the Government of the Russian Federation dated December 28, 2012 No. 2599-r obliges the governments of the constituent entities of the Russian Federation to adopt orders on their regional "road maps" in which to prescribe specific figures for each year to increase salaries. Thus, the roadmap for the Sverdlovsk region to increase wages 2020 stated that the level of the average salary of social workers should be at least 100 percent of the average monthly salaries in the Sverdlovsk region. And the Government allocated an additional 2.9 billion rubles from the federal treasury to raise salaries for state employees in 2020 in the Krasnoyarsk Territory so that regional allowances and the northern coefficient could be taken into account.

At the end of the year, regional authorities traditionally prepare appropriate decisions regarding salary increases for the next year. For example, in the Lipetsk region, deputies decided to raise the salaries of state employees who are not subject to May decrees by 10% in 2020.

Uchitelskaya Gazeta published statistics on the average wages of school teachers in Moscow, the data provided by the publication are based on official figures from the Moscow Department of Education. The department analyzed salaries in 590 educational institutions, and the statistics turned out to be quite interesting.

Despite the fact that the salaries of teachers in Moscow are decent, if we look at the big picture, we can see that in some schools salaries differ by 20%.

So, for example, in school No. 1518, the average monthly salary last year was 115 thousand 289 rubles, and the share of teachers whose earnings exceed 60 thousand was 100% of the entire teaching staff. Approximately the same picture at school No. 1252, where teachers receive 109 thousand 679 rubles. But not everyone receives salaries above 60 thousand, but only 98% of the total number of teachers.

The average salary at school No. 2036 is 97 thousand 356 rubles, all teachers receive more than 60 thousand. AT general education school No. 625, on average, representatives of one of the most respected professions earn 86 thousand 923 rubles, all earn more than 60 thousand.

At school No. 1552, teachers earn about 75 thousand rubles, the earnings of 95% of teachers exceed 60 thousand.

And, finally, the most modest, but nevertheless, objectively worthy average salary at school No. 1708. There, teachers receive 69 thousand 177 rubles, more than 60 thousand receive 84% of teachers.

Head of the Department of Education of the city of Moscow Isaac Kalina has repeatedly noted that the approach used in the formation of the average wage in the capital is one of the most efficient and fair in the country.

“It is important that the funding vector be directed to the student, something that is now incorporated in the Moscow education system. When I hear about the accounting approach to education, there is no soul, then just no, per capita funding, each soul is supported by funding, and without the support of funding, the soul is always bad. This is a human, humanitarian approach,” emphasized Kalina.

At the moment, in Moscow schools, 50% of the least paid teachers receive wages sufficient to provide themselves with a comfortable standard of living.

According to the statistics provided by the territorial authority Federal Service state statistics in Moscow, the average salary in the capital in the III quarter amounted to 69 thousand 847 rubles. And the head of the department of economic policy and development of Moscow Vladimir Efimov in October, he announced that the average salary for 2017 should be 63 thousand rubles.

By the way, the same Mosgorstat cites the average salary in the field of education in the capital in October, it amounted to 77 thousand 294 rubles, which significantly exceeds the average salary in Moscow.

As you know, a school teacher is a rather broad concept that combines several specialties. Therefore, teachers receive different salaries, depending on many conditions, from a specific position to the specifics of the region and the status of the school. However, the procedure for calculating salaries and allowances for employees of Russian public schools is general, so it can be used, in particular, when calculating the salary of a teacher primary school.

Components of wages

The salary of teachers consists of:

  • base part;
  • compensatory;
  • incentive payments;
  • premiums.

In ordinary schools, where there are no correction classes and other special conditions, the calculation of the teacher's salary depends on the number of lessons and the number of students. It also takes into account extracurricular workload, for example, checking homework, fulfilling the duties of a class teacher and so on. There are also coefficients depending on the experience of the teacher and the category of his qualification.

Compensation payments are provided if the teacher works at night, in dangerous conditions, in particular, with chemical reagents. Incentive payments are included in the premiums and are intended to reward the teacher for the good performance of students in passing exams, the victory of students in olympiads, the introduction of new didactic teaching materials and other accomplishments. However such bonus cannot exceed 60% of salary. Bonuses for teachers are carried out according to the principle of other budgetary institutions: quarterly and annual bonuses are paid, and a certain amount is accrued by the holidays.

The salaries of teachers must undergo annual indexation, which amounted, for example, in 2016 to 7%.

How is the salary of a high school teacher calculated?

Today, there are several electronic online programs for calculating the salaries of teachers on the Internet. These programs, of course, require data verification, but on average they are able to suggest how to calculate the teacher's salary. Calculations can also be done manually.

First, you need to take the base rate (20 hours a week for elementary school) salary, which today is 3000-3500 rubles. Increasing coefficients can be applied to the base rate if the teacher:

  • teaches in the village (0.25);
  • in a correctional institution (0.2);
  • in a boarding school for orphans (0.2);
  • in a boarding school (0.15);
  • has skills in teaching local dialects, for example, the Chechen language (0.15).

The available coefficients are added to it:

  • for the teacher's higher education;
  • qualification category;
  • honorary title (up to 0.2);
  • work experience;
  • the presence of a scientific degree (10% for a candidate's and 20% for a doctoral dissertation);
  • status educational institution(lyceum or gymnasium), which gives a surcharge of 0.15.

The management of an educational institution has the right to set coefficients for the complexity of the discipline being taught. These payments are made from the funds of the school itself, so the state does not regulate them.

Other types of payments are added to the base rate. So how to calculate the salary of a primary school teacher?

Approximate calculation of the real income of a primary school teacher with secondary qualifications

To make it clear to a person what to expect from work in primary school, an approximate calculation can be made. The data obtained is relevant at the beginning of 2017. To determine the salary, we take the following data:

  • average work experience (from 5 to 10 years), which gives + 10% to the salary;
  • the first category (coefficient 1.5);
  • complete higher pedagogical education, for which an allowance in the amount of a third of the base rate is due;
  • the alleged teacher allegedly works in a regular school and does not have additional merit in the form of honorary titles and academic degrees;
  • schools set coefficients for the complexity of subjects, but there is no such allowance for an ordinary elementary school teacher;
  • for excellent leadership primary school paid 15% of the salary;
  • another 10% is due to compensate for the time spent checking notebooks;
  • exactly the same amount is paid to the head of the study room, which is usually available to the primary school teacher.

As a result of the calculation it turned out the amount of 10115.88 rubles. It is on such income that a person who wants to work in an elementary school should be guided.

Average salary of teachers

As can be seen, the basic salary at school still falls short of the regional averages. Nevertheless, in our time, regional incentive programs are being implemented, under which bonuses are paid to teachers. This allows us to significantly bring the size of teacher salaries closer to the average. In addition, regular mandatory bonuses, which in general serve as a good addition to the basic salary, cannot be ignored.

The new law on teacher salaries in 2017 is an innovation that, for one reason or another, is already in place at the present time. That is why each of us knows enough about this law and must unquestioningly comply with each item. As you know, the average wage of an employee should be such an amount that would not be lower than the subsistence minimum. If this condition is not met, then this will be considered a gross violation of the above law and the employer will be held responsible for this. We will analyze the details in this article.

What changes await us

Why did the government decide that the new salary law in 2017 is so necessary for the citizens of the country? Most likely, this happened due to the fact that there are statistics, thanks to which you can find out the approximate salary arrears. So, if we turn to the statistics, we can name an almost exact figure - three and a half billion rubles. And this is far from the limit, because it is also known that every month this figure increases by 240 million rubles. If this continues further, it can be assumed that already at the beginning of next year, this amount will increase to four billion rubles, which will have a deplorable effect on the country's budget. That is why this law entered into force already in 2016, and will continue to function successfully in the seventeenth.

What actions will be taken to prevent an increase in this amount? Let's figure it out:

  1. The list of responsibilities of employers will be increased, which will give employees more rights and opportunities. This paragraph says that the salaries of workers will no longer go missing, as happened before for some “unknown” reasons;
  2. From now on, workers will have a number of guarantees, which will significantly affect the observance of their rights. That is, now there is much less chance that the rights of employees of any company will be infringed - also a very good plus for an ordinary citizen;
  3. In addition, the responsibility of each employer to employees will be tightened. This is done solely so that employers understand what punishment they can receive if they do not comply with the law. Nobody wants responsibility, so it will be respected!

Now we should move on to the rights that will be received by employees immediately after the entry into force of the new 2017 teacher salary law. So, this number of rights is quite large and every employee should know them:

  • Wages must be paid every half month. If this paragraph is not fulfilled, then the employer will be held liable and he will have to pay a fine. But, if such a situation repeats several times, then this person may completely lose his position;
  • The deadline for an employee to apply to the court for violation of any clause of the rules of an employment contract has been changed. With the advent of 2017, each employee will have every right to go to court within a year to resolve the issue with the boss once and for all;
  • Increasing the list of powers of inspectors working in this area;
  • Fines will be significantly increased for violation of any of the specified clauses in the employment contract and, of course, in this law;
  • If the employer for some reason did not pay the salary to the employee, then the fine for such a violation will be at least one hundred thousand rubles.

And this is not all the conditions that must be met by the employer. In addition, do not forget that employees must also unquestioningly comply with each item of the rules specified in the contract. Otherwise, responsibility may await them!
