ensuring the protection of the population and economic facilities from the negative effects of water through engineering protection structures;
development and modernization of the system of state monitoring of water bodies. The implementation of measures to develop the water management complex is advisable within the framework of the federal target program, since these measures:
are among the priorities for the formation of target programs, and their implementation makes it possible to improve the quality of life of the population and the quality of the environment, guarantee the protection of the population and economic facilities from natural and man-made emergencies, and ensure the energy and food security of the Russian Federation;
relate to issues at the federal level, their implementation largely falls within the competence of a number of federal executive bodies of the Russian Federation due to the fact that most water bodies and all the largest hydraulic structures are in federal ownership;
are intersectoral and interdepartmental in nature;
cannot be resolved within one year and require significant amounts of budget funding;
are complex in nature, and their successful implementation will have a significant positive impact on increasing the efficiency of business entities in industries that use water resources (energy, water transport, agricultural sector, fisheries, housing and communal services).
The Program's activities are to be financed from the federal budget, budgets of the constituent entities of the Russian Federation, local budgets and extra-budgetary sources.
In the event of a reduction in the volume of funding for activities from the budgets of the constituent entities of the Russian Federation, the projected volumes of co-financing of these Program activities from the federal budget will be reduced proportionally.
To achieve the set goals and solve problems within the framework of the Program implementation, it is planned to carry out a set of measures in the following areas:
construction of new reservoirs and reconstruction of hydraulic structures of existing reservoirs to create additional regulatory capacities and increase water yield in areas experiencing a shortage of water resources (including reservoirs for seasonal and long-term flow regulation);

restoration and environmental rehabilitation of water bodies, including small rivers;

In the field of forest resources
The implementation of the main directions of state policy in the field of use, conservation, defense and reproduction of forests is carried out within the framework of the state program of the Russian Federation "Forestry Development" for 2013 - 2020 (approved by Decree of the Government of the Russian Federation of April 15, 2014 N 318).
The main goals of the Russian Ministry of Natural Resources in the field of forest resources are: increasing the efficiency of use, conservation, protection and reproduction of forests, ensuring the stable satisfaction of public needs for resources and beneficial properties of forests while ensuring the preservation of the resource-ecological potential and global functions of forests.

1.2. The department is the successor to the Department of Ecology and Natural Resources Management Voronezh region and inspections for the protection, control and regulation of the use of wildlife and their habitats in the Voronezh region.
1.3. The department is functionally subordinate to the Deputy Chairman of the Government of the Voronezh Region.

1.4. The Department in its activities is guided by Constitution of the Russian Federation, federal constitutional laws, federal laws, decrees and orders of the President of the Russian Federation, other regulatory legal acts of government bodies of the Russian Federation, Charter Voronezh region, laws of the Voronezh region, decrees of the governor of the Voronezh region, other regulatory legal acts of state authorities of the Voronezh region, as well as these Regulations.
1.4.1. When exercising its powers, the Department ensures the priority of goals and objectives to promote the development of competition in product markets in the areas of environmental management and subsoil use.

1.5. The department has the rights of a legal entity, has its own forms, stamps, a seal with the image of the coat of arms of the Voronezh region, has an independent balance sheet and budget, can acquire and exercise property and non-property rights on its own behalf, bear responsibilities, act as a plaintiff, defendant, third party and interested party in the courts.
1.6. The Department is assigned office premises and property of the Voronezh region with the right of operational management.
1.7. The regulations on the Department are approved and amended by decree of the government of the Voronezh region.
1.8. The structure of the Department is approved by a resolution of the government of the Voronezh region in agreement with the authorized federal executive authorities in accordance with current legislation.
1.9. The costs of maintaining the Department are financed from the regional budget funds provided for financing the executive bodies of state power of the Voronezh region, as well as from subventions from the federal budget provided for the execution of powers transferred by the Russian Federation, the execution of which is entrusted to the Department.
1.10. Officials of the Department carrying out supervisory functions in the field of environmental protection, in accordance with the legislation of the region, are state inspectors of the Voronezh region in the field of environmental protection.
