For what merits is the status of "Honorary Worker" awarded?

The title of "Honorary Worker of the General Educational Sphere" is awarded to teachers for a twelve-year period of continuous work and special achievements in their field.

  • preparation of winners of regional olympiads for participation in regional and global competitions;
  • creation of author's educational methods, scientific programs, feature articles and other materials.

Attention! Upon retirement, an honorary worker can apply for the status of "Veteran of Labor" and receive all the privileges due to this category of citizens, provided that he has earned the "Golden Badge".

Compensation for honorary employees

It should be noted that the salary of a teacher depends on many factors, including experience and position, category and skill level. Industry honorary titles entitle applicants to an additional cash bonus. Its size is determined at the regional level and approved by local acts of the educational institution.

Contracts establishing the amount of the premium:

  • collective agreement;
  • payment statement;
  • labor contract.

The local authorities themselves determine the level of additional payments for award bearers, on average, the following percentages are set:

Honorary worker and labor veteran, what is the connection?

The presence of the status of "Honorary Worker", and in the future the mark "Golden Badge of Distinction of the Ministry of Education and Science of the Russian Federation" entitles the teacher to the title of "Veteran of Labour". 1.4. Medal of K.D. Ushinsky are awarded to citizens of the Russian Federation from among pedagogical workers and figures in the field of pedagogical sciences (as a rule, doctors of pedagogical sciences) who have made a significant contribution:

in the development of questions of the theory and history of pedagogical sciences;

in improving the methods of teaching and educating the younger generation, the cultural and moral development of the individual;

1.6. The honorary title "Honorary Worker of Education of the Russian Federation" is awarded to:

employees of organizations engaged in educational activities for basic educational programs, additional educational programs;

persons holding public positions of a constituent entity of the Russian Federation, civil servants of a constituent entity of the Russian Federation, employees of state bodies of a constituent entity of the Russian Federation and subordinate organizations operating in the field of education;

persons replacing municipal positions, municipal employees, employees of bodies local government and subordinate organizations operating in the field of education.

The award is made for:

1.7. The honorary title "Honorary Worker of Science and Technology of the Russian Federation" is awarded to:

employees of scientific organizations;

employees of organizations engaged in educational activities on educational programs of higher education, whose job responsibilities include scientific activity;

persons holding public positions of the Russian Federation, federal civil servants and employees of the Ministry of Education and Science of Russia, Federal Service for Supervision in Education and Science, Federal Agency for Youth Affairs;

federal civil servants and employees of other federal state bodies;

employees of organizations subordinate to the Ministry of Education and Science of Russia;

persons holding public positions of a constituent entity of the Russian Federation, civil servants of a constituent entity of the Russian Federation, employees of state bodies of a constituent entity of the Russian Federation and subordinate organizations operating in the scientific, scientific and technical field;

persons holding municipal positions, municipal employees, employees of local self-government bodies and organizations subordinate to them, operating in the scientific, scientific and technical field.

The award is made for:

significant merits and achievements in the field of scientific and scientific and technical activities;

1.8. The honorary title "Honorary Worker in the Sphere of Education of Children and Youth of the Russian Federation" is awarded to:

employees of organizations engaged in activities in the field of education, guardianship and guardianship of minors, social support and social protection of students in educational organizations, youth policy;

persons holding government positions in the Russian Federation, federal civil servants and employees of the Russian Ministry of Education and Science, the Federal Service for Supervision in Education and Science, the Federal Agency for Youth Affairs;

1.9. The badge "For mercy and charity" is awarded to citizens of the Russian Federation, foreign citizens, stateless persons.

The award is made for:

systematic material and non-material charitable assistance in organizing and holding events for children and youth;

personal financial and other assistance to organizations engaged in educational activities in the development of their material and technical base and the provision of material support to individual students and pupils;

personal material and non-material participation in the development and practical implementation of evidence-based support programs for socially vulnerable children and youth.

1.10. The Certificate of Honor of the Ministry of Education and Science of the Russian Federation (hereinafter referred to as the Certificate of Honor) is awarded to:

employees of organizations operating in the field specified in paragraph 1.3 of this Regulation;

persons holding government positions in the Russian Federation, federal civil servants and employees of the Russian Ministry of Education and Science, the Federal Service for Supervision in Education and Science, the Federal Agency for Youth Affairs;

federal civil servants and employees of other federal state bodies;

employees of organizations subordinate to the Ministry of Education and Science of Russia;

persons holding public positions of a constituent entity of the Russian Federation, civil servants of a constituent entity of the Russian Federation, employees of state bodies of a constituent entity of the Russian Federation and subordinate organizations operating in the field specified in clause 1.3 of this Regulation;

persons holding municipal positions, municipal employees, employees of local governments and organizations subordinate to them, carrying out activities in the field specified in clause 1.3 of this Regulation.

The award is made for:

significant achievements in the field of education;

significant achievements in the field of scientific, scientific and technical activities;

significant achievements in the field of education, guardianship and guardianship of minors;

significant achievements in the field of social support and social protection of students;

significant achievements in the field of youth policy;

many years of conscientious work;

efficient and impeccable state civil service, municipal service.

1.12. Candidates for awarding departmental awards must simultaneously meet the following requirements:

at least 20 years in the field of pedagogical sciences, including 3 years in the organization (body) presenting for the award - for awarding the K.D. Ushinsky;

at least 20 years in the field of psychological sciences, including 3 years in the organization (body) submitting the award - for awarding the L.S. Vygotsky;

at least 15 years in the relevant field of activity specified in paragraph 1.3 of these Regulations, including 3 years in the organization (body) submitting the award - for conferring the honorary titles "Honorary Worker of Education of the Russian Federation", "Honorary Worker of Science and Technology of the Russian Federation", "Honorary worker in the field of education of children and youth of the Russian Federation";

at least 3 years in the organization (body) presenting for the award - for awarding the Honorary Diploma of the Ministry of Education and Science of Russia;

the paragraph became invalid on July 21, 2017 - Order of the Ministry of Education and Science of Russia dated June 19, 2017 N 567.

In the event of liquidation (abolition) of an organization (body) or reorganization of an organization (body) with the transfer of rights and obligations (functions and powers) to another legal entity, the length of service (service) of the candidate is retained and is considered continuous when determining his compliance with the requirements for length of service (service) in the organization (body) submitting the application;

1.12.2. The presence of professional merits in the relevant field of activity (information on incentives and awards for effective and conscientious labor (service) activities);

1.12.4. No unresolved disciplinary action.

II. The procedure for submitting a departmental award

2.1. The decision to initiate an application for awarding a departmental award is made by the team at the place of main work (service) of the person presented for awarding, and is considered by the collegial body of the organization (body) (board, scientist, scientific, scientific and technical, pedagogical council, general meeting of the team) (with the exception of the persons specified in , , , , of these Regulations). The type of departmental award is determined taking into account the degree and nature of the merits of the person presented for the award and these Regulations.

2.2. Awarding departmental awards is carried out in the following sequence.

The honorary title "Honorary Worker in the Sphere of Education of the Russian Federation", the honorary title "Honorary Worker of Science and Technology of the Russian Federation", the honorary title "Honorary Worker in the Sphere of Education of Children and Youth of the Russian Federation" are assigned to employees (employees) who were previously awarded a Certificate of Honor. The exception is employees whose experience in the established field of activity is more than 20 years.

Medal of K.D. Ushinsky, L.S. Vygotsky are awarded to employees who were previously awarded an honorary title by the Ministry of Education and Science of Russia.

When presenting for awarding the badge "For Mercy and Charity" and the Certificate of Honor, the above sequence does not apply.

2.3. The number of persons presented for the award may be:

no more than one person per year from an organization (body) with a total staffing of less than 200 people;

no more than one person per year from every 200 employees (employees) for the organization (bodies) with a total staffing of over 200 people.

When presented by an authority executive power of the constituent entity of the Russian Federation, which manages in the area specified in paragraph 1.3 of this Regulation (hereinafter referred to as the executive authority), documents on awarding employees of organizations that are under the jurisdiction of the constituent entities of the Russian Federation, the number of persons submitted for awarding is determined from total number working in organizations (bodies) subordinate to him in a constituent entity of the Russian Federation.

In the event of the anniversary date of the organization (body), which should be considered 50 years, 55 years and every subsequent five years from the date of the formation of the organization (body), the number of persons presented for awarding may double. In this case, it is necessary to provide information from the organization (body) on the date of formation.

2.4. When submitting several candidates for awarding, the application for awarding (hereinafter referred to as the application) is drawn up in a general list.

2.5. The application is drawn up on an award sheet, the recommended sample of which is given in the appendix to these Regulations (hereinafter referred to as the award sheet). The award list must indicate the specific merits of the candidate, information about his personal contribution to the field of activity of the organization (body) or the Ministry of Education and Science of Russia.

The award list must be accompanied by: a certificate of the total number of full-time employees working in the organization (body); decision of the collegial body of the organization representing the employee for rewarding (with the exception of the persons specified in paragraphs three - four of clause 1.6, paragraphs three - four of clause 1.7, paragraphs three - four of clause 1.8, paragraphs three - four of clause 1.10, paragraphs three - four of clause 1.11 of this Regulation).

To the award list presented for awarding the medal K.D. Ushinsky or L.S. Vygotsky, an additional list of published works indicating the publisher, date of publication, and the number of printed sheets is attached.

2.6. Submissions for awarding departmental awards are made by:

Minister of Education and Science of the Russian Federation or Deputy Ministers of Education and Science of the Russian Federation;

heads or deputy heads of other federal state bodies;

senior officials of the constituent entities of the Russian Federation;

heads of executive authorities of the constituent entities of the Russian Federation exercising management in the area specified in paragraph 1.3 of this Regulation;

heads of scientific organizations, organizations engaged in educational activities, and other organizations subordinate to the Ministry of Education and Science of Russia.

2.7. Organizations engaged in educational activities, scientific and other organizations (bodies) subordinate to the Ministry of Education and Science of Russia send documents on awarding their employees, including employees of their branches, directly to the Ministry of Education and Science of Russia.

2.8. Branches of organizations engaged in educational activities, scientific and other organizations subordinate to the Ministry of Education and Science of Russia send documents on awarding to the parent organization, which, if the candidate meets the requirements of this Regulation, sends them to the Ministry of Education and Science of Russia.

2.9. Organizations engaged in educational activities, scientific and other organizations (bodies) under the jurisdiction of other federal bodies state power, send documents on awarding to the federal government body according to jurisdiction, which, if the candidate meets the requirements of this Regulation, sends them with his application to the Ministry of Education and Science of Russia.

2.10. Organizations engaged in educational activities, scientific and other organizations that are under the jurisdiction of the constituent entities of the Russian Federation send documents on awarding to the executive authority of the constituent entities of the Russian Federation that manages in the area specified in clause 1.3 of this Regulation (hereinafter referred to as the executive authority).

The executive authority collegially considers the submitted documents and, if the candidate meets the requirements of this Regulation, sends an application to the Ministry of Education and Science of Russia with the decision of the collegial body, which indicates the surname, name, patronymic (if any), presented (s) for the award, his (their) position , place and length of service in the established field of reference and in the organization (body). When submitting for assignment honorary title the date of awarding the Certificate of Honor is indicated. When presented for awarding the medal K.D. Ushinsky or L.S. Vygotsky, the date of awarding the honorary title is indicated. The submission also indicates information on the number of employees and employees in the constituent entity of the Russian Federation in the relevant field of competence of the Ministry of Education and Science of Russia.

2.11. Private educational organizations, private scientific or other organizations send award documents to the Ministry of Education and Science of Russia.

2.12. Documents on awarding the persons specified in paragraphs three - four of clause 1.6, paragraphs three - four of clause 1.7, paragraphs three - four of clause 1.8, paragraphs three - four of clause 1.10, paragraphs three - four of clause 1.11 of this Regulation, are submitted by the heads of structural divisions of the Ministry of Education and Science of Russia or the head of the Federal Service for Supervision in Education and Science, the Federal Agency for Youth Affairs, the Deputy Minister of Education and Science of the Russian Federation in charge of awarding issues, or the Minister of Education and Science of the Russian Federation.

2.13. On the basis of the submitted documents, the Ministry of Education and Science of Russia, within 90 days, makes a decision to award the candidate with a departmental award, or refuse to award the candidate with a departmental award, or to change the type of award to which the person is presented.

Applications for awarding persons presented for awarding departmental awards, in respect of which the Minister of Education and Science of the Russian Federation or the Deputy Minister of Education and Science of the Russian Federation in charge of awarding issues, decided to refuse the award, or submitted in violation of the requirements of this Regulation, are subject to return to 90 days from the date of their receipt, indicating the reason.

III. The procedure for awarding departmental awards

3.1. The awarding of a departmental award is issued by order of the Ministry of Education and Science of Russia.

3.2. The awarding of a departmental award is carried out in a solemn atmosphere, as a rule, at the place of work (service) of the recipient no later than 6 months after the issuance of the award order.

3.3. Copies of orders of the Ministry of Education and Science of Russia on awarding, as well as badges and certificates for them, Certificates of Honor are issued by proxy to representatives of organizations (bodies) that presented the employee (employee) for awarding, provided that the departmental award is not presented by the Minister of Education and Science of the Russian Federation or Deputy Ministers of Education and Science of the Russian Federation.

3.4. The awarding of the next departmental award for new merits is possible not earlier than two years after the previous awarding.

3.5. An entry about the award is made in the work book of the recipient of the departmental award.

3.6. Repeated awarding of one type of departmental award is not made.

3.7. In cases of loss of a departmental award or certificate to it, the Ministry of Education and Science of Russia issues a certificate confirming the fact of the award. Duplicate departmental awards are not issued.

3.8. Registration of persons awarded with departmental awards is carried out by the Ministry of Education and Science of Russia.

IV. Description of departmental awards (badges for departmental awards)

4.1. Medal K.D. Ushinsky has the shape of a regular circle with a diameter of 27 mm, a thickness of 2 mm, with a convex side on both sides 0.5 mm high and 1 mm wide.

On the front side of the medal there is a direct relief-graphic chest image of K.D. Ushinsky. Along the circumference of the medal, in the lower part - a relief inscription capital letters"KONSTANTIN USHINSKY", in the center on the left side of the image of K.D. Ushinsky - "1824", to the right of the image - "1871".

On the reverse side in the center - in raised capital letters in four lines the inscription "FOR MERITS IN THE FIELD OF PEDAGOGICAL SCIENCES", below - a laurel branch.

The medal is connected with an eyelet and a ring to a quadrangular block 25 mm by 15 mm in size, covered with a white silk moiré ribbon 20 mm wide. In the middle of the tape are two vertical transverse blue stripes 3 mm wide, separated by a white stripe 1 mm wide. The side edges of the tape are bordered with a blue strip 1 mm wide.

4.2. Medal L.S. Vygotsky has the shape of a regular circle with a diameter of 27 mm with a convex rim on both sides 0.5 mm high and 1 mm wide.

1.3. A petition for awarding insignia is initiated by the collegium, council of an educational institution (organization), scientific council, pedagogical council, team meeting or other collegiate body at the place of main work of the person presented for the award.
Registration procedure required documents for awarding and the procedure for their submission are determined by these Regulations.
1.4. Employees of non-state educational institutions (organizations) and scientific organizations may be awarded badges of distinction in accordance with the procedure established by these Regulations if they have a certificate of state accreditation.
1.5. Employees of educational institutions (organizations) and scientific organizations that are under the jurisdiction of other ministries and departments may be awarded badges of distinction in accordance with the procedure established by these Regulations if there is a petition from the relevant ministry or department.
1.6. Badges of distinction can be awarded to employees of enterprises, institutions, organizations under the jurisdiction of other ministries and departments, for permanent and active assistance educational institutions (organizations) and scientific organizations in the education and upbringing of children and youth and the development of the material and technical base of institutions (organizations) of education and science.
1.7. Awarding with distinctions is made on the basis of the order of the Ministry of Education and Science of Russia. An appropriate entry is made in the work book and personal file of the employee indicating the date and number of the award order.
1.8. The awarding of insignia and the corresponding certificates to them is carried out in a solemn atmosphere at the place of work of the awarded.
1.9. Persons awarded with badges of distinction enjoy benefits and advantages in the manner and cases established by the legislation of the Russian Federation and these Regulations.
1.10. Repeated awarding of the same insignia is not allowed.
1.11. Rewarding with the next badge of distinction for new merits is possible no earlier than two years after the previous award.
1.12. The insignia is worn on the right side of the chest below the state awards.
1.13. In cases of loss of an insignia or certificate to it under circumstances where it was not possible to prevent the loss, duplicates may be issued to the recipients in agreement with the Ministry of Education and Science of Russia.
An application for issuing a duplicate badge of distinction is initiated at the request of the educational institution (organization) or scientific organization awarded by the leadership, the education management body of the constituent entity of the Russian Federation or the youth policy body after checking the circumstances of the loss of the badge of distinction if there is a copy of the award document.

Institutions and organizations that are not subordinate to the youth policy authorities of the Russian Federation or education authorities send materials agreed with the executive authorities of the constituent entity of the Russian Federation for awarding to the ministry (department) by subordination with subsequent submission to the Russian Ministry of Education and Science.
An application for awarding a badge to employees of a municipal authority for youth policy and education management, representatives of Russian and interregional public associations is submitted to the authority for youth policy of a constituent entity of the Russian Federation.
Award materials for employees of bodies for youth policy of the constituent entities of the Russian Federation, representatives of regional public associations are submitted directly to the Ministry of Education and Science of Russia.
8.4. Persons awarded with a badge and working in institutions subordinate to youth policy and education authorities may be given a monthly incentive bonus of up to 20 percent inclusive of the official salary at the expense of the institution.

IX. The procedure for awarding a badge
"For the development of research work of students"

9.1. The badge "For the development of research work of students" (hereinafter referred to as the badge) is awarded to teachers, researchers, students, young scientists, employees of educational authorities of the constituent entities of the Russian Federation, and other employees of educational institutions (organizations) and scientific organizations, for:
a significant contribution to the organization of research work of students (SRWS) of the university (faculty);
active participation in research work;
successes in scientific and technical creativity and social and creative activities.
9.2. An application for awarding a badge is drawn up on an award sheet of the established form (Appendix No. 1), printed on a PVEM or a typewriter, signed by the head of the institution (organization), chairman of the collegial body and certified with a seal. If the head of an institution (organization) is presented for awarding, the award sheet is signed by his deputy. The characteristics of the employee should reflect his specific merits, achievements and successes, revealing the essence and degree of these merits.
9.3. An application for awarding a badge is submitted to the Ministry of Education and Science of Russia.
9.4. Persons awarded with a badge and working in institutions (organizations) may be given a monthly incentive bonus in the amount of up to 15 percent inclusive of the official salary at the expense of the institution (organization).

X. Procedure for awarding a badge
"For Mercy and Charity"

10.1. The badge "For mercy and charity" (hereinafter referred to as the badge) is awarded to employees of educational institutions (organizations) and scientific organizations, regardless of their organizational and legal forms and forms of ownership, educational authorities, other organizations and departments that contribute to the preservation and development of the education system, behind:
introduction of innovative forms of education of children and youth and their connection with practical charitable activities;
systematic work related to holding events with children and youth (competitions, festivals, competitions, exhibitions, reviews, olympiads, etc.) organized by the Ministry of Education and Science of Russia, education authorities;
constant and active assistance to educational institutions in the development of their material and technical base and the provision of material support to individual students and pupils and educational institutions (organizations);
significant success in the organization and improvement of educational activities, the creation of humanistic educational systems in educational institutions;
development of evidence-based support programs for socially vulnerable children and youth.
10.2. The badge is awarded to employees:
preschool educational institutions, general educational institutions, special (correctional) educational institutions for students, pupils with developmental disabilities, institutions for orphans and children left without parental care (legal representatives), institutions of additional education with work experience in these institutions of at least 12 years;
educational institutions of primary, secondary, higher and postgraduate professional education with at least 15 years of work experience in these institutions;
educational authorities, as well as other organizations and departments that contribute to the preservation and development of the education system.
10.3. An application for awarding a badge is drawn up on an award sheet of the established form (Appendix No. 1), printed on a PVEM or a typewriter, signed by the head of the institution (organization), chairman of the collegial body and certified with a seal. If the head of an institution (organization) is presented for awarding, the award sheet is signed by his deputy. The characteristics of the employee should reflect his specific merits, achievements and successes, revealing the essence and degree of these merits in the scientific, pedagogical, educational, educational and methodological fields of activity.
10.4. An application for awarding a badge for each candidate is sent to a higher organization according to the subordination of the institution (organization):
educational institutions (organizations) of federal subordination, Russian and interregional public associations - in the Ministry of Education and Science of Russia;
educational institutions (organizations) of municipal subordination and regional public organizations- to the education management body of the constituent entity of the Russian Federation with their subsequent submission to the Ministry of Education and Science of Russia;
institutions and organizations that are under the jurisdiction of other ministries and departments - to the appropriate management bodies by subordination with their subsequent submission to the Ministry of Education and Science of Russia.

XI. The procedure for awarding the Honorary Diploma

11.1 The Certificate of Honor of the Ministry of Education and Science of the Russian Federation (hereinafter referred to as the Certificate of Honor) is awarded to employees of ministries and departments, educational authorities, youth policy authorities, educational institutions (organizations) and scientific organizations, regardless of their organizational and legal forms and forms of ownership, organizations , forming research and production complexes of science cities of the Russian Federation, employees of enterprises, organizations, ministries and departments for:
great and fruitful work on the training, retraining and advanced training of specialists and scientific and pedagogical personnel;
introduction of new technologies, forms and methods of education into the educational and upbringing processes, ensuring the unity of education and upbringing, the formation of the intellectual, cultural and moral development of the individual;
development scientific research on topical issues of fundamental and applied science, including education, achievements in regional, federal, international educational and scientific and technical programs and projects, implementation of regional interuniversity programs in priority areas of science, technology and culture;
success in the practical training of students and pupils, in the development of their creative activity and independence;
significant progress in studies and training;
constant and active assistance to educational institutions (organizations) in the practical training of highly qualified specialists, the development of the material and technical base of educational institutions (organizations).
11.2. Certificates of honor are awarded to employees with at least 5 years of work experience in the relevant field.
11.3. An application for awarding a Certificate of Honor is drawn up on an award sheet of the established form (Appendix No. 1), printed on a PVEM or typewriter, signed by the head of the institution (organization), chairman of the collegiate body and certified with a seal. If the head of an institution (organization) is presented for awarding, the award sheet is signed by his deputy. The characteristics of the employee should reflect his specific merits, achievements and successes, revealing the essence and degree of these merits in the scientific, pedagogical, educational, educational and methodological fields of activity
11.4. An application for awarding a Certificate of Honor for each candidate is sent to a higher organization according to the subordination of the institution (organization):
educational institutions (organizations) of municipal subordination - to the education management body of the constituent entity of the Russian Federation with subsequent submission to the Ministry of Education and Science of Russia of an extract from the decision of the board of the education management body indicating the last name, first name, patronymic of the person nominated for the award, position, place and length of service in the education system;
11.5 Applications for awarding the Certificate of Honor to employees of the educational authorities of the constituent entities of the Russian Federation are submitted to the Ministry of Education and Science of Russia.
