As part of the instructions approved by the President of the Russian Federation following the meeting State Council dated March 14, 2016 before the authorities local government the task was to ensure the development complex schemes organization of traffic in the territories municipalities by December 1, 2018.

Responsible for this order are the highest officials (heads of the highest executive bodies state power) subjects Russian Federation.

At the same time, the draft federal law “On the organization of traffic in the Russian Federation and on amendments to certain legislative acts” currently being considered in the State Duma raises the organization of traffic (ODD) as a separate type of activity to a higher level and establishes its basic principles. . It provides for the mandatory development and execution of documents on ODD for state authorities and local self-government. In particular, the draft law spells out the date by which it is necessary to develop integrated traffic management schemes - December 31, 2018, and from January 1, 2019, officials are held responsible for the absence of CSODD.

Thus, the administrations of local self-government bodies - municipal districts, urban districts, urban and rural settlements - have one year to complete this work.

What is KSODD and why is it needed?

An integrated traffic management scheme is a set of technically, economically and environmentally sound organizational and engineering planning measures coordinated with strategic planning documents and aimed at ensuring road safety, streamlining and improving traffic conditions. Order of the Ministry of Transport of the Russian Federation dated March 17, 2015 No. 43 “On Approval of the Rules for the Preparation of Projects and Schemes for the Organization of Road Traffic” establishes the following requirement: “in order to form integrated solutions on ODD in the territory of one or several municipalities or their parts having common border, the development of KSODD is being carried out. This document defines the content and rules for the implementation of KSODD.

The tasks to be solved in the framework of the development of KSODD are:

  • streamlining and improving the traffic conditions of vehicles, pedestrians and other road users on the road network (UAS);
  • promotion bandwidth UDS and the effectiveness of its use;
  • elimination of centers of accidents;
  • reduction of economic losses in the implementation of road traffic;
  • reducing the negative impact of road transport on environment;
  • organization of parking space;
  • optimization of the movement of ground urban passenger transport by means of ODD.

Work on the KSODD includes collecting information on the current transport situation, analyzing the prospects for the development of the urban environment and developing proposals for the development of the road network, such as the introduction of one-way traffic, the arrangement of dedicated lanes for public transport, the development of cycling infrastructure and pedestrian traffic, the arrangement of parking spaces and other measures that contribute to creation of a convenient and productive transport system.

The object of research is always the road network for which the ranking is carried out. The work of urban passenger transport, the intensity of traffic on the main road network, the composition and density of the traffic flow are analyzed. Main tool used in XODD is mathematical modeling; software products such as PTV Visum, Aimsun, MATSim and others are used for its implementation. An intermediate result of macro-modeling is the development of a correspondence matrix - the distribution of movements on the territory of the municipality (MO) by direction. The accuracy of the results obtained is determined by the completeness of the provided data on the socio-economic situation of municipalities and the conducted sociological research.

Based on data on the spatial distribution and volumes of traffic flows, a traffic intensity forecast is made - a model of transport demand and transport supply. In the simulation model, various scenarios are calculated and optimal solutions for the development of transport infrastructure are identified.

For most settlements, micro-modeling of the main transport hubs is also performed, their number can reach several dozen. Modeling of traffic and pedestrian flows at the level of individual objects allows you to determine the impact of the arrangement of the studied section of the network on traffic flows, to assess the conditions of movement of a particular node. Software for simulation micromodeling - AnyLogic, PTV Vissim, Aimsun.

To plan the budget and estimate the deadline for the implementation of the CSODD, it is necessary to determine the purpose of the work and the main tasks to be solved, calculate the required amount of field data collection and the principles of office processing. In order to perform an assessment before drafting the terms of reference, specialists in many municipalities require consultations to determine the state of the competitive environment in the market for these services. The terms of reference for KSODD should be as individualized as possible, since the scope and scope of work vary significantly depending on the design area and the needs of the customer.

The work can be performed for one or more municipalities with a common border, or parts of them with a total population of over 10 thousand inhabitants. The term for the development of KSODD ranges from 3 months to 1 year or more, based on the tasks set, the size of the settlement and the specifics of the territory.

In accordance with Order No. 43, the complex scheme is valid for at least 15 years, or for the duration of the strategic planning documents, while the adjustment is provided for at least once every 5 years. As a rule, the work is based on the Program for the Integrated Development of Transport Infrastructure (ICTI) already adopted in the MOD. At the same time, for small settlements and municipal districts, it is logical to combine these works. The PCRT, in turn, must be developed within six months from the date of approval of the master plan of the corresponding settlement, in accordance with clause 5.1 of Art. 26 of the Civil Code of the Russian Federation of December 29, 2004 No. 190-FZ.

It is important for customers to remember that KSODD is not only a formality that their superiors require them to complete, but also work of great practical value. Also, administrations should be ready to financially provide for the activities that are envisaged in the integrated scheme. Moreover, high-quality work will help to avoid unjustified expenses and allocate funds for relatively inexpensive activities that will most effectively meet the needs of a particular municipality.

In the priority project "Safe and high-quality roads", approved by the Presidium of the Council under the President of the Russian Federation for strategic development and priority projects dated November 21, 2016, it is planned to update and approve strategic documents, including KSODD, in in full to 02.07.2018. The implementation of activities for the 38 largest agglomerations of Russia, incorporated in the project, without the adoption of this document will be ineffective.

Proper use of this tool will make it possible to pursue a transport policy in the interests of the local population, for example, to introduce restrictions on transit traffic flows, or to optimize their route and composition. Another positive effect of the development of KSODD is the possibility of updating regional and local regulations. The work carried out will help to identify contradictions and discrepancies between existing normative documents current situation and make additions and amendments to them.

So, KSODD is necessary both in small settlements, since it allows them to save their modest budgets, and in large agglomerations, as it helps to resolve the often difficult transport situation. I wish all relevant departments to receive by 2019 not a formal, useless document, but a well-functioning integrated ODD scheme.

At present, the task of working out schemes for organizing the road process is an important direction in the development of the road and transport situation of the city (district) in the future. On the this moment the degree of implementation is about 50%, and by 2018 it is planned to cover the entire transport network of the metropolis.

The limited territory affects the development and improvement of the quality of life of people. The growth in the number of vehicles also has a negative effect - the cost part of the expended financial, human, material resources increases, negative impact on the environment. The growing discrepancy between the needs of society and its capabilities affects the definition of the main direction for the development of urban infrastructure in terms of transport and, in particular, the organization of traffic.

The Integrated Traffic Management Scheme (KSODD) involves bringing to the current form and creating traffic management projects (TODD), taking into account the statistics of accidents on sections of the city's road network, organizing parking spaces, revising local traffic light modes and pedestrian safety (sidewalk posts and pedestrian crossings), inventory of existing parking spaces, including in courtyards.

An integrated scheme for organizing traffic is currently an important direction in the development of the road and transport situation of a city (district) in the future. High-quality and efficient organization of traffic at the level of individual regions and municipalities is an important factor in the economic and social development throughout the country as a whole.

Designed to be an effective means of improving the quality of life, individual vehicles have become one of the main causes threatening the sustainable functioning of the urban transport ecosystem. An attempt to solve the problem by financial investments in the development of the road network does not give the expected effect. The reason for the lack of objective markers for assessing the demand for transport services and, as a result, for quantitative assessment of the efficiency of the functioning of the transport system as a whole is the uncertainty of the system for assessing the quality of traffic organization.

Transport systems should ensure the quality of life and the development of cities and territories, so their detailed study is an important and always relevant task. Our actions are based on: theoretical and mathematical methods of linear programming, tools mathematical statistics and probability theory.

The reliability of scientific provisions and conclusions is confirmed practical application theoretical developments, including those implemented in application software packages (PTV Vision VISUM, PTV Vision VISSIM), which were acquired by us, a large amount of experimental and field studies. I. General provisions


1. An integrated traffic management scheme (hereinafter - KSODD) is a project document in the form of a graphic part and explanatory note to it, containing a set of interrelated scientifically based systemic measures to improve the organization of the movement of transport and pedestrian flows on the street and road network of the urban district of the city of Voronezh for the long term.

2. KSODD was developed in development of the master plan of the city district of Voronezh (approved by the decision of the Voronezh City Duma of December 19, 2008 N 422-II), as well as in accordance with the basic principles and strategic directions of the socio-economic development of the urban district of Voronezh and its transport systems for the future until 2017 and beyond.

3. Road traffic in the urban district of the city of Voronezh is carried out on the basis of the development, approval and subsequent implementation of the measures provided for by the KSODD for a specified period (until 2017).

4. KSODD is implemented within the boundaries provided by the Law Voronezh region dated October 27, 2006 N 87-OZ "On the administrative-territorial structure of the Voronezh region and the procedure for changing it."

5. The estimated period for the implementation of the KSODD is determined by the technical documentation - 2017 (inclusive). The following stages of its implementation are established as part of the KSODD:

The first stage - 2012 - 2013;

The second stage - 2014 - 2015;

The third stage - 2016 - 2017.

6. Scientifically based activities within the framework of the KSODD for the estimated period can be used for development and implementation in the urban district of the city of Voronezh policy documents on the organization and provision of road safety in the planning, reconstruction and development of the road network, the development of traffic management projects, the sustainable development of transport and its infrastructure, the formation accessible environment for all population groups.

An integrated scheme for the organization of traffic (KSODD) is currently an important direction in the development of the road and transport situation of the city (district) in the future. Our organization performs these works using the latest software package PTV VISUM Expert "BN" and PTV VISSIM "B" (The basis of the software package is the most predictable micro and macro modeling). Transport systems should ensure the quality of life and the development of cities and territories, such as districts, regions, and therefore their detailed theoretical consideration is an important and urgent task. Of primary interest are technologies and algorithms for assessing the territory of cities (territories), in terms of their ability to satisfy the existing transport demand. It is territorial restrictions that determine the opportunities for development and improvement of the quality of life of people.

Increased transport offer in a particular area, especially in the center big city, leads to negative effects - the costly part of the expended financial, human, material resources increases, the negative impact on the environment increases. The need for motorized movement cannot be fully met. The accumulating imbalance of the needs and opportunities of the community in the arrangement of the habitat determines the main directions of the urban planning policy of large post-industrial cities. Individual transport, designed to be an effective means of improving the quality of life, on the contrary, is one of the main reasons causing a crisis in the sustainable functioning of the urban environment. Serious financial injections into the development of the network of streets and roads do not give a positive effect. The lack of a coordinate system for assessing the quality, as well as the efficiency of the functioning of urban transport systems, is explained, in particular, by the lack of reliable tools for assessing the demand for transport services, which will allow quantitative assessments of the effectiveness, for example, of the costs of the transport system, the needs of society and the degree of their satisfaction subject to restrictions.

1. Identify the features of the transport system as part of the communicative (information) system of society and assess its impact on the quality of life of the population.

2. Develop a methodology for transport analysis of the territory and transport behavior of residents.

3. To identify and evaluate the patterns of the transport behavior of the resident, as well as the state and conditions of traffic on the city's road network.

The subject of the study is the theoretical and practical foundations for creating a cost-effective, safe, environmentally sustainable transport system. The theoretical and methodological basis of the work was a systematic analysis of the object of study based on the use of a formalized approach at each stage: from setting a problem to obtaining specific applied results and calculations.
