1.1. These rules for admission to training in educational programs higher education - programs for training scientific and pedagogical personnel in graduate school (hereinafter - the Rules) determine the procedure for admitting citizens of the Russian Federation, foreign citizens and stateless persons (hereinafter - applicants) to the federal state autonomous educational institution of higher education "Kazan (Privolzhsky) federal university» (hereinafter referred to as KFU, university) for training in educational programs of higher education - programs for training scientific and pedagogical personnel in graduate school (hereinafter referred to as postgraduate programs), including the specifics of conducting entrance tests for people with disabilities.

1.2. These Admission Rules have been developed on the basis of the legislation of the Russian Federation in the field of education, including:

Federal Law of December 29, 2012 No. 273-FZ “On Education in the Russian Federation”;

1.3. KFU announces admission to postgraduate programs (hereinafter referred to as admission to study) in accordance with the license to implement educational activities in the relevant areas of higher education training - programs for training scientific and pedagogical personnel in graduate school (hereinafter referred to as areas of training) in full-time and part-time forms of study.

1.4. To conduct admissions to postgraduate programs, a Postgraduate Admissions Committee (hereinafter referred to as the Admissions Committee) is organized. The composition, powers and procedures of the Admissions Committee are determined by its regulations. The chairman of the KFU admissions committee is the rector of KFU. The Chairman of the Admissions Committee appoints an executive secretary of the Admissions Committee, who organizes the work of the Admissions Committee, as well as the personal reception of applicants, their legal representatives, and proxies.

1.5. Persons with at least a higher education (specialist's or master's degree) are allowed to study KFU postgraduate programs.

The applicant submits a document on education and qualifications certifying education at the appropriate level (hereinafter referred to as a document of the established form):

A document on education and qualifications established by the federal executive body exercising the functions of developing state policy and legal regulation in the field of education, or the federal executive body exercising the functions of developing state policy and legal regulation in the field of healthcare, or the federal body executive power, carrying out the functions of developing state policy and legal regulation in the field of culture, sample;

A state-issued document on the level of education and qualifications received before January 1, 2014;

A document on education and qualifications issued by a private organization carrying out educational activities on the territory of the Skolkovo innovation center, or as provided for in Part 3 of Article 21 of the Federal Law of July 29, 2017 No. 216-FZ “On innovative scientific and technological centers and on introducing amendments to certain legislative acts of the Russian Federation" by organizations carrying out educational activities on the territory of the innovative scientific and technological center;

A document (documents) of a foreign state on education and qualifications, if the education indicated in it is recognized in the Russian Federation at the level of the corresponding higher education (not lower than a specialty or master's degree) (hereinafter referred to as the document of a foreign state on education).

1.6. Admission to training is carried out for the first year. Postgraduate programs at KFU are carried out in full-time and part-time forms of study.

1.7. Admission to postgraduate programs is carried out locally within the framework of the target figures for the admission of citizens to study at the expense of budgetary allocations from the federal budget established by the Ministry of Education and Science of the Russian Federation (hereinafter referred to as the target figures, budgetary allocations) and locally under educational agreements concluded with admission to study at the expense of individuals and (or) legal entities (hereinafter referred to as agreements on the provision of paid educational services). As part of the admission target numbers, an admission quota for targeted training is allocated (hereinafter referred to as the target quota).

1.8. Admission to training is carried out according to following conditions admission to study (hereinafter referred to as the conditions for admission) with a separate competition for each set of these conditions:

Separately for the parent organization and its branches;

Separately for full-time and part-time forms of study;

Separately for postgraduate programs depending on their focus (profile): for each area of ​​training or for each postgraduate program (a set of postgraduate programs) within the area of ​​training (for different postgraduate programs, admission to studies can be carried out in different ways);

Separately within the framework of control figures and under contracts for the provision of paid educational services;

Separately into places within the target quota and into places within the target quota minus the target quota (hereinafter referred to as the main places within the target quota).

1.9. Admission to postgraduate programs is carried out based on the results of entrance examinations conducted by KFU.

1.10. The Rules for admission to study in educational programs of higher education - programs for training scientific and pedagogical personnel in graduate school of the Federal State Autonomous Educational Institution of Higher Education "Kazan (Volga Region) Federal University" dated March 14, 2018 No. 0.1.1.67-08/77 shall be considered invalid .

2.1. When accepting admission to postgraduate programs for full-time and part-time study at places within the target numbers, for full-time study for training under contracts for the provision of paid educational services, the following terms are established:

2.4. The applicant may grant the authorized person the authority to carry out actions in respect of which these Rules establish that they are carried out by the applicant, and which do not require the personal presence of the applicant (including submitting documents required for admission to the KFU, recalling these documents). The authorized person carries out these actions upon presentation of a power of attorney issued to the applicant and executed in the manner established by the legislation of the Russian Federation to carry out the relevant actions.

2.5. When visiting KFU and face-to-face interaction with KFU officials, the applicant (authorized representative) presents the original identification document.

2.6. Reception of documents required for admission is carried out in the buildings of KFU, as well as in the buildings in which the branches are located.

2.7. Documents required for admission are submitted (sent) to the university in one of the following ways:

Represent themselves as an applicant or authorized representative to the university;

Information about the need to create special conditions for the applicant when conducting entrance tests in connection with his disability (indicating the list of entrance tests and special conditions);

Information about the intention to take admissions tests remotely (indicating the list of admissions tests and the place where they will be taken);

Information about the presence or absence of individual achievements of the applicant, the results of which are taken into account when applying for training in accordance with these Rules (if there are individual achievements, indicating information about them);

Information about whether or not the applicant needs a place to live in a dormitory during the period of study;

Postal address and (or) email address (at the request of the applicant);

Method for returning documents submitted by applicants for admission to study (in case of non-admission to study and in other cases established by these Rules).

2.12. The following facts are recorded in the application for admission, certified by the applicant’s personal signature:

1) familiarization of the applicant (including through Information Systems public use):

With a copy of the license to carry out educational activities (with attachment);

With a copy of the certificate of state accreditation(with an attachment) or with information about the absence of the specified certificate;

With the date(s) of completion of acceptance of the document of the established form;

With the admission rules approved by the university, including the rules for filing an appeal based on the results of entrance examinations;

2) the applicant’s consent to the processing of his personal data;

3) familiarizing the applicant with information about the need to indicate in the application for admission reliable information and submit original documents;

4) the applicant does not have a diploma of completion of postgraduate study (postgraduate studies) or a diploma of a candidate of sciences - upon admission to local training within the target figures;

5) the obligation to submit a document of the established form is not later in the day completion of acceptance of a document of the established form (if the applicant did not submit the specified document when submitting an application for admission).

2.13. When submitting an application for admission, the applicant submits:

Identification document(s), citizenship;

A document of the established form (the applicant may not submit a document of the established form when submitting an application for admission; in this case, the applicant indicates in the application for admission the obligation to submit the specified document no later than the day the acceptance of the document of the established form is completed);

If it is necessary to create special conditions during entrance examinations - a document confirming disability (the specified document is accepted if its validity expires no earlier than the day the application for admission is submitted; if the document does not indicate its validity period, then the document is valid for a year, starting from date of issue);

Documents confirming the individual achievements of the applicant, the results of which are taken into account when applying for training in accordance with these Rules (submitted at the discretion of the applicant);

Other documents (submitted at the discretion of the applicant);

4 photographs (3x4) of the applicant.

2.14. A document of a foreign state on education is presented with a certificate of recognition of a foreign education, with the exception of the following cases in which the presentation of this certificate is not required:

When presenting a document from a foreign state on education that complies with Part 3 of Article 107 of Federal Law No. 273-FZ;

When presenting a document from a foreign state on education, which is recognized by the KFU independently in the manner established by it;

When submitting a document on education that meets the requirements of Article 6 of the Federal Law of 05.05.2014 No. 84-FZ “On the peculiarities of legal regulation of relations in the field of education in connection with the admission of the Republic of Crimea to the Russian Federation and the formation of new entities within the Russian Federation - the Republic of Crimea and the federal city of Sevastopol" and on amendments to the Federal Law "On Education in the Russian Federation"; in this case, the applicant submits a document (documents) confirming that the applicant is one of the persons specified in Article 6 of Federal Law No. 84-FZ.

2.15. Applicants may submit originals or copies of documents submitted for admission. Certification of copies of these documents is not required.

2.16. The application for admission is submitted in Russian, documents written in a foreign language - with a translation into Russian, certified in the manner established by the legislation of the Russian Federation. Documents received in a foreign country are presented legalized in the manner established by the legislation of the Russian Federation, or with an apostille (except for cases where, in accordance with the legislation of the Russian Federation and (or) an international treaty, legalization and apostille are not required).

2.17. The University returns documents to the applicant if the applicant has submitted the documents required for admission in violation of these Rules (except for the case where the said violation does not apply to all admission conditions specified in the application for admission).

2.18. The University has the right to verify the accuracy of the information specified in the application for admission and the authenticity of the submitted documents. When conducting this inspection, the KFU has the right to contact the relevant state information systems, state (municipal) bodies and organizations.

2.19. The applicant has the right at any stage of admission to study to withdraw documents submitted for admission to study by submitting an application for withdrawal of documents in one of the ways specified in paragraph 2.7 of these Rules. Persons who withdraw documents are eliminated from the competition. KFU returns the documents to the specified persons.

3.1. When admitted to study in one educational program, the list of entrance tests, the grading scale and the minimum number of points cannot differ when admitted to study at the parent organization and to branches, when admitted to various forms of study, as well as when admitted to places within the target quota, to the main places within the target figures and to places under contracts for the provision of paid educational services.

3.2. Entrance tests are conducted in Russian.

3.3. Applicants take the following entrance tests:

A special discipline corresponding to the focus (profile) of the postgraduate program (hereinafter referred to as the special discipline);

Foreign language;

Philosophy.

3.4. The list of entrance examinations for each field of study before October 1 of the year preceding admission is posted on the official KFU website on the Internet in the “Admissions Committee” section.

3.5. Entrance test programs are formed in accordance with the requirements of federal government educational standards higher education in specialty programs and (or) master's programs.

3.6. Entrance tests are conducted orally or in writing.

3.7. The applicant's level of knowledge is assessed by the examination committee. Each entrance test is assessed separately.

3.8. In agreement with the Department of Education of KFU and the chairman of the examination committee, entrance tests can be conducted using remote technologies.

The admissions test using remote technologies is carried out via video communication in real time on an individual basis. The test schedule is posted in the manner and terms established by these Rules.

3.9. The maximum amount of points that an applicant can receive in one exam is 100. The minimum number of points confirming successful completion of the entrance test (hereinafter referred to as the minimum number of points) for each entrance test is 40 points (satisfactory).

3.10. The minimum number of points cannot be changed during admission.

3.11. One entrance test is carried out simultaneously for all applicants or at different times for different groups of applicants (including as these groups are formed from among those who have submitted the documents required for admission).

3.12. For each group of applicants, one entrance test is conducted on one day. At the request of the applicant, he may be given the opportunity to take more than one entrance test on one day (if the University has such an opportunity).

3.13. The applicant takes each entrance test once.

3.14. Persons who have not passed the entrance test for a valid reason (illness or other documented circumstances) are re-admitted to take the entrance test in another group or on a reserve day (if there is an appropriate opportunity in accordance with the entrance test schedule).

3.15. During the entrance examinations, their participants and persons involved in their conduct are prohibited from carrying and using communication means. Participants in entrance examinations may not carry or use reference materials and electronic computer technology.

3.16. If an applicant violates these Rules during the admissions tests, authorized officials of the university have the right to remove him from the site of the admissions test and draw up an act of removal.

3.17. The results of the entrance test are documented in a protocol, which records the examiners’ questions to the applicant. A separate protocol is kept for each applicant. Protocols for admission to entrance examinations are stored in personal file incoming

3.18. The results of the entrance test are announced on the official website of KFU in the appropriate section and on the information stand no later than three working days from the date of the entrance test.

After the announcement of the results of the written entrance test, the applicant (trusted representative) has the right to familiarize himself with his work (with the work of the applicant) on the day the results of the written entrance test are announced or during the next working day.

3.19. Persons who received less than the minimum number of points in any entrance test and did not pass the entrance test without good reason(including those removed from the site of the admissions test), those re-admitted to take the admissions test and those who did not pass the admissions test are eliminated from the competition. The university returns the documents to the specified persons.

3.20. When returning submitted documents through public postal operators, the documents are returned only to the extent of the original documents.

3.21. Citizens with disabilities and people with disabilities take entrance tests in a manner that takes into account the characteristics of psychophysical development, individual capabilities and health status (hereinafter referred to as individual characteristics) of such applicants.

4.1. Based on the results of the admissions test, the applicant (trusted representative) has the right to submit to the appeal commission a statement of violation, in the applicant’s opinion, of the established procedure for conducting the admissions test and (or) disagreement with the received assessment of the admissions test results.

4.2. The composition of the appeal commission is approved before the start of entrance examinations by order of the rector.

4.3. The appeal is submitted in one of the ways specified in clause 2.7 of section 2 of the Rules.

4.4. During the consideration of the appeal, compliance with the established procedure for conducting the admissions test and (or) the correctness of the assessment of the results of the admissions test is checked.

4.5. The appeal is submitted on the day the results of the entrance test are announced or during the next working day. An appeal about a violation of the established procedure for conducting an admissions test can also be filed on the day of the admissions test.

4.6. The appeal is considered no later than the next working day after the day it was filed.

4.7. The applicant (trustee) has the right to be present during the consideration of the appeal.

4.8. After considering the appeal, the appeal commission decides to change the assessment of the entrance test results or leave the specified assessment unchanged.

4.9. The decision of the appeal commission, documented in the protocol, is brought to the attention of the applicant (authorized representative). The fact that the applicant (authorized person) has become familiar with the decision of the appeal commission is certified by the signature of the applicant (authorized person).

4.10. For each appeal application, the chairman of the appeal commission or his deputy approves the personal composition of the members of the appeal commission who are entrusted with the consideration of this application. Examiners who took the oral examination or checked the written work cannot take part in the consideration of the appeal.

4.11. The appeal commission has the right to leave the grade unchanged, change it to a higher or lower one, but does not have the right to recommend a re-examination.

5.1. Applicants for training have the right to provide information about their individual achievements, the results of which are taken into account when applying for training. The results of individual achievements are taken into account by awarding points for individual achievements as an advantage with an equal number of points for all entrance examinations.

5.2. The applicant submits documents confirming receipt of individual achievements.

5.3. The results of individual achievements in the form of points are taken into account according to the following criteria:

Publications on the selected topic scientific direction in publications indexed in the international citation and analytical databases Web of Science and Scopus - 3 points for each publication;

Grant for carrying out research work on the topic of the chosen scientific direction: as a leader - 3 points, as an executor - 2 points;

Publications on the topic of the chosen scientific direction in publications included in the list of peer-reviewed scientific publications recommended by the Higher Attestation Commission for the publication of the main scientific results of dissertations (“the Higher Attestation Commission list”), as well as copyright certificates for inventions, patents - 2 points for each publication, copyright certificate or patent ;

Articles, texts, abstracts of reports on the topic of the chosen scientific direction, published in the proceedings of international or all-Russian scientific symposia, conferences, seminars - 1 point for each publication;

Diplomas, diplomas, certificates of winners of international and all-Russian scientific competitions, student Olympiads and creative festivals, the topics of which correspond to the focus of training (scientific specialty) in graduate school - 1 point for each diploma;

Document on education and qualifications with honors - 1 point.

6.1. Based on the results of entrance examinations, the University creates a separate list of applicants for each competition. The list of applicants does not include persons who have scored less than the minimum number of points based on the results of one or more entrance examinations.

6.2. Persons with more than high quantity points scored in entrance examinations. The maximum sum of points scored in 3 entrance examinations is 300 points. If the number of points scored is equal, persons with a higher score in the special discipline are enrolled. If the number of points scored in all entrance examinations is equal, persons with individual achievements are enrolled, which are taken into account by the admissions committee in accordance with Section 5 of these Rules.

6.3. The results of individual achievements are taken into account by summing up the points awarded based on the results of submitted (confirmed) individual achievements, approved by the minutes of the meeting of the Admissions Committee.

6.4. Control over the reliability of the information provided about individual achievements rests with the Admissions Committee. Copies of documents confirming individual achievements are checked against the originals when submitted to the Admissions Committee. The applicant is responsible for providing false information.

6.6. The lists of applicants indicate the following information for each applicant:

Sum of competition points;

Number of points for each entrance test;

Number of points for individual achievements;

Availability of the original document of the established form (statement of consent to enrollment) (submitted in accordance with clause 1.5 of the Procedure);

6.7. Lists of applicants are posted on the official KFU website and on the information stand and are updated daily (no later than the beginning of the working day) until the relevant orders for enrollment are issued.

6.8. The University sets the deadline for accepting documents of the established form, no later than which applicants submit:

For enrollment in places within the control numbers - the original document of the established form;

For enrollment in places under agreements for the provision of paid educational services - the original document of the established form or a statement of consent to enrollment with the attachment of a certified copy of the specified document or a copy of the specified document with the presentation of its original for certification of the copy by the admissions committee.

On the day the receipt of these documents is completed, they are submitted to the University no later than 18:00.

6.9. Applicants who have submitted the original document of the established form (statement of consent to enrollment) are subject to enrollment in accordance with clause 8.8 of Section 8 of these Rules. Admission is carried out in accordance with the ranked list until the established number of places is filled.

6.10. Unfilled (vacated before enrollment is completed) places within the target quota are added to the main places within the target numbers for the same admission conditions.

6.11. Enrollment in places under contracts for the provision of paid educational services is carried out after enrollment in places within the target numbers or regardless of the timing of enrollment in places within the target numbers.

6.12. Enrollment ends before the start date school year. The University returns documents to persons not enrolled in studies.

6.13. The deadline for accepting the original document of the established form or applications for consent to enrollment in accordance with paragraph 2.2 of Section 2 of these Rules, as well as the deadline for issuing orders for enrollment, are established by order of the KFU Rector.

6.14. Orders for enrollment in studies are posted on the day of their publication on the official KFU portal and on the information stand and must be available to users of the official website within 6 months from the date of their publication.

7.1. KFU conducts admissions for targeted training within the target quota in areas of training included in the list approved by Decree of the Government of the Russian Federation dated February 11, 2019 No. 186-r.

7.2. The admission quota for targeted training is established by the Government of the Russian Federation.

7.3. Admission to targeted training is carried out in the presence of an agreement on targeted training concluded between the applicant and the body or organization specified in Part 1 of Article 71.1 of the Federal Law of December 29, 2012 No. 273-FZ “On Education in the Russian Federation” (hereinafter referred to as the customer of targeted training) , in accordance with the regulations on targeted training and the standard form of an agreement on targeted training, approved by Decree of the Government of the Russian Federation of March 21, 2019 No. 302.

7.4. When submitting an application for admission to targeted training, the applicant submits, in addition to the documents specified in paragraph 2.13 of these rules, a copy of the contract on targeted training, certified by the customer of the targeted training, or an uncertified copy of the specified contract with the presentation of its original. Admission to targeted training in the interests of state security is carried out if the KFU has information about the concluded agreement on targeted training received from the relevant federal government body that is the customer of the targeted training, and without submitting a copy of the contract on targeted training to the applicants.

7.5. The list of applicants for positions within the target quota includes information about the customers of the target training.

7.6. The list of persons who submitted applications for admission and the list of applicants for places within the target quota do not indicate information related to admission to targeted training in the interests of state security.

7.7. Enrollment into places within the target quota of persons whose training is carried out in the interests of state security is formalized by a separate order (orders), which is not subject to posting on the official KFU website and on the information stand.

8.1. Foreign citizens and stateless persons have the right to receive higher education at the expense of budgetary allocations in accordance with international treaties of the Russian Federation, federal laws or the quota for the education of foreign citizens and stateless persons established by the Government of the Russian Federation (hereinafter referred to as the quota for the education of foreign citizens), as well as at the expense of individuals and legal entities in accordance with agreements on the provision of paid educational services.

8.2. Admission to study within the quota for education of foreign citizens is carried out in accordance with the directions of the federal executive body, which carries out the functions of developing state policy and legal regulation in the field of education. Enrollment for studies within the quota for education of foreign citizens is carried out by a separate order (orders) of the KFU.

8.3. Foreign citizens and stateless persons who are compatriots living abroad have the right to receive higher education on an equal basis with citizens of the Russian Federation, subject to their compliance with the requirements provided for in Article 17 of the Federal Law of May 24, 1999 No. 99-FZ “On public policy of the Russian Federation in relation to compatriots abroad” (hereinafter referred to as Federal Law No. 99-FZ).

8.4. 8.6. Foreign citizens who enroll in studies on the basis of international treaties, submit, in addition to the documents specified in Section 2 of these Rules, documents confirming their inclusion among the persons specified in the relevant international treaties.

8.7. Admission of foreign citizens and stateless persons to study in educational programs containing information constituting state secret, is carried out only within the quota for the education of foreign citizens in compliance with the requirements provided for by the legislation of the Russian Federation on state secrets.
