Correspondence and part-time forms of education

Full-time and part-time masters at KFU can study in just one specialty: "Management" at the faculties of IUEF and GSB. Such training will cost 102 thousand rubles for each year.

The competition for training in master's programs is held on the basis of applications from citizens based on the results of entrance examinations .

In the application, the incoming personal signature records the fact of familiarization with the license for the right to conduct educational activities and the certificate of state accreditation and annexes to them in the chosen field of study, with the Charter of KFU, with the Rules for Admission to KFU, with the Internal Regulations. To organize and conduct entrance examinations for training in master's programs, the composition of the examination and appeal commissions is approved.

For master's programs, applications are accepted from persons who have a state document on higher professional education at various levels. Obtaining education for the first time in the main educational programs of higher professional education at various levels is not considered as obtaining a second higher professional education:

Acceptance of documents from persons entering the 2nd and subsequent courses is carried out by semesters: from June 20 to July 15; from January 1st to February 10th.

The number of budget places for admission of students to the second and subsequent courses in the field of study or specialty is determined by KFU as the difference between the budget places for admission to the first year in this field of study or specialty of the corresponding year of admission and the actual number of students studying in the areas of training or specialties of the corresponding course .

For the second and subsequent courses, applications are accepted from persons who have a state-recognized diploma of incomplete higher professional education, an academic certificate of the established form or a state-recognized document of higher professional education.

For persons entering KFU (including in the order of transfer and restoration), attestation tests are carried out by deriving an average score in all subjects or subjects of general professional and special cycles, by interviewing or testing knowledge of the program material for previous years of study. The form of attestation is determined at a meeting of the attestation commission, depending on the availability of a competition and the previous academic performance of the person who submitted the application.

Persons with a secondary vocational education are admitted to KFU without entrance examinations based on the results of a professionally oriented interview for admission to study in an abbreviated undergraduate program of the relevant profile.
ADMISSION FOR SECOND HIGHER EDUCATION AND PARALLEL TRAINING PROGRAMS

Reception of documents from persons with higher education and those wishing to receive a second higher education begins on June 20 and ends on August 1.

Persons with higher professional education and wishing to obtain a second specialty (profession) are admitted to KFU without entrance examinations based on the results of a professionally oriented interview for places with payment of tuition fees in excess of the admission control figures within the number determined by the license. Interviews are held from 5 to 10 August.

Upon admission to the simultaneous parallel development of two main educational programs in the areas of training or specialties of higher professional education (in one or different universities), the original state document on education upon enrollment is presented to the applicant of his choice for the educational program in which he will study as a student . These rules for admission to study in educational programs of higher education - programs for the training of scientific and pedagogical personnel in graduate school (hereinafter referred to as the Rules) determine the procedure for admitting citizens of the Russian Federation, foreign citizens and stateless persons (hereinafter referred to as applicants) to the federal state autonomous educational institution of higher education "Kazan (Volga) Federal University" (hereinafter - KFU, university) for training in educational programs of higher education - programs for the training of scientific and pedagogical personnel in graduate school (hereinafter postgraduate programs), including the features of conducting entrance examinations for people with disabilities.

1.2. These Admission Rules are developed on the basis of the legislation of the Russian Federation in the field of education, including:

Federal Law No. 273-FZ of December 29, 2012 “On Education in the Russian Federation”;

1.3. KFU announces admission to study in postgraduate programs (hereinafter referred to as admission to study) in accordance with the license to carry out educational activities in the relevant areas of higher education training - programs for the training of scientific and pedagogical personnel in graduate school (hereinafter referred to as areas of training) in full-time and part-time forms of study .

1.4. For admission to postgraduate programs, the Admissions Committee for Postgraduate Studies (hereinafter - the Admissions Committee) is organized. The composition, powers and procedure for the activities of the Admissions Committee is determined by the regulation on it. The chairman of the selection committee of KFU is the rector of KFU. The Chairman of the Admissions Committee appoints the Executive Secretary of the Admissions Committee, who organizes the work of the Admissions Committee, as well as the personal reception of applicants, their legal representatives, authorized persons.

1.5. Persons with at least a higher education (specialist or master's degree) are allowed to master KFU postgraduate programs.

The applicant submits a document on education and qualifications, certifying the education of the appropriate level (hereinafter referred to as the document of the established form):

A document on education and qualifications established by the federal executive body responsible for the development of state policy and legal regulation in the field of education, or the federal executive body responsible for the development of state policy and legal regulation in the field of healthcare, or the federal an executive authority that performs the functions of developing state policy and legal regulation in the field of culture, sample;

A state document on the level of education and qualifications received before January 1, 2014;

Document on education and qualifications of the sample established by the federal state budgetary educational institution of higher professional education “Moscow State University named after M.V. Lomonosov" (hereinafter - Lomonosov Moscow State University) and the federal state budgetary educational institution of higher professional education "St. Petersburg State University" (hereinafter - St. Petersburg State University), or a document on education and qualification of the sample, established by decision of the collegial management body of the educational organization, if the specified document is issued to a person who has successfully passed the state final certification;

A document on education and qualifications issued by a private organization carrying out educational activities on the territory of the Skolkovo innovation center, or provided for by Part 3 of Article 21 of the Federal Law of July 29, 2017 No. amendments to certain legislative acts of the Russian Federation” by organizations carrying out educational activities on the territory of the innovative scientific and technological center;

A document (documents) of a foreign state on education and qualifications, if the education indicated in it is recognized in the Russian Federation at the level of the corresponding higher education (not lower than a specialty or master's degree) (hereinafter - a document of a foreign state on education).

1.6. Admission to training is carried out on the first course. Education in postgraduate programs at KFU is carried out in full-time and part-time forms of education.

1.7. Admission to study in postgraduate programs is carried out on the spot within the framework of the control figures for the admission of citizens to study at the expense of the budgetary appropriations of the federal budget established by the Ministry of Education and Science of the Russian Federation (hereinafter referred to as the target figures, budget appropriations) and to the places under education agreements concluded under admission to study at the expense of individuals and (or) legal entities (hereinafter referred to as contracts for the provision of paid educational services). As part of the enrollment target figures, an enrollment quota for targeted training is allocated (hereinafter referred to as the target quota).

1.8. Admission to training is carried out according to the following conditions for admission to training (hereinafter referred to as the conditions for admission) with a separate competition for each set of these conditions:

Separately for the parent organization, and in its branches;

Separately for full-time and part-time forms of education;

Separately for postgraduate programs depending on their focus (profile): for each area of ​​study or for each postgraduate program (a set of postgraduate programs) within the area of ​​study (for various postgraduate programs, admission to study can be carried out in different ways);

Separately within the framework of the target figures and under contracts for the provision of paid educational services;

Separately for places within the target quota and for places within the target figures minus the target quota (hereinafter referred to as the main places within the target figures).

1.9. Admission to postgraduate programs is based on the results of entrance examinations conducted by KFU.

1.10. To consider invalid Rules for admission to study in educational programs of higher education - programs for the training of scientific and pedagogical personnel in the graduate school of the Federal State Autonomous Educational Institution of Higher Education "Kazan (Volga Region) Federal University" dated March 14, 2018 No. 0.1.1.67-08 / 77 .

2.1. When applying for postgraduate studies in full-time and part-time forms of study to places within the control figures, for full-time studies for study under contracts for the provision of paid educational services, the following terms are established:

2.3. Admission to study is carried out on the basis of an application for admission, which is submitted by the applicant with the application of the necessary documents (hereinafter, respectively - the documents required for admission).

2.4. An applicant may authorize a trusted person to carry out actions in respect of which these Rules establish that they are performed by an applicant and which do not require the personal presence of an applicant (including submitting documents required for admission to CFU, recall these documents). The authorized person performs the indicated actions upon presentation of a power of attorney issued by the applicant and executed in the manner established by the legislation of the Russian Federation to carry out the relevant actions.

2.5. When visiting KFU and face-to-face interaction with KFU officials, an applicant (trustee) presents the original identity document.

2.6. Acceptance of documents required for admission is carried out in the buildings of KFU, as well as in the buildings in which the branches are located.

2.7. The documents required for admission are submitted (sent) to the university in one of the following ways:

Represented by an applicant or a trusted person to the university;

They are sent to the university through public postal operators. Documents are sent by letter to the address: Russia, 420008, Kazan, st. Kremlevskaya, 18, Federal State Autonomous Educational Institution of Higher Education "Kazan (Volga) Federal University" (FGAOU HE KFU), Admissions Committee for Postgraduate Studies of KFU;

Sent in electronic form, signed with an enhanced qualified electronic signature, to the address: [email protected].

2.8. If the documents required for admission are submitted to the university by the applicant or authorized representative, the applicant or authorized representative is issued a receipt for the acceptance of documents.

2.9. In the case of sending the documents required for admission through public postal operators or in electronic form, these documents are accepted if they entered the university no later than the deadline for accepting documents established by these Admission Rules.

2.10. The University posts on the official website a list of persons who have submitted the documents required for admission, indicating information about admission or refusal to accept documents (in case of refusal, indicating the reasons for refusal).

2.11. In the application for admission to training, the applicant indicates the following information:

Surname, name, patronymic (if any);

date of birth;

Information about citizenship (lack of citizenship);

Details of an identity document (including an indication of when and by whom the document was issued);

Information about the document of the established form, which is submitted in accordance with paragraph 1.5 of these Rules;

The conditions of admission specified in paragraph 1.8 of these Rules, according to which the applicant intends to enroll in training, indicating the priority of enrollment for various conditions of admission;

Information about the need to create special conditions for the applicant during entrance examinations due to his disability (indicating the list of entrance examinations and special conditions);

Information about the intention to take entrance examinations remotely (indicating the list of entrance examinations and the place of their delivery);

Information about the presence or absence of individual achievements in the applicant, the results of which are taken into account when applying for training in accordance with these Rules (in the presence of individual achievements - indicating information about them);

Information about the presence or absence of the applicant's need to provide a place to live in a hostel during the period of study;

Postal address and (or) e-mail address (at the request of the applicant);

The method of returning documents submitted by applicants for admission to training (in case of non-admission to training and in other cases established by these Rules).

2.12. In the application for admission, the following facts are recorded with the assurance of the personal signature of the applicant:

1) familiarization of the applicant (including through public information systems):

With a copy of the license for educational activities (with an attachment);

With a copy of the certificate of state accreditation (with an attachment) or with information about the absence of the specified certificate;

With the date (dates) of completion of the acceptance of the document of the established form;

With the admission rules approved by the university, including the rules for filing an appeal based on the results of entrance examinations;

2) the applicant's consent to the processing of his personal data;

3) familiarization of the applicant with information about the need to indicate in the application for acceptance of reliable information and submit original documents;

4) the applicant does not have a postgraduate (adjuncture) diploma or a candidate of science diploma - upon admission to field studies within the control figures;

5) the obligation to submit a document of the established form no later than the day the acceptance of the document of the established form is completed (if the applicant did not submit the specified document when applying for admission).

2.13. When applying for admission, the applicant submits:

Identification document(s), citizenship;

A document of the established form (the applicant may, when applying for admission, not submit a document of the established form; at the same time, the applicant indicates in the application for admission the obligation to submit the specified document no later than the day the acceptance of the document of the established form is completed);

If it is necessary to create special conditions during entrance examinations - a document confirming disability (the specified document is accepted if its validity period expires no earlier than the day the application for admission is submitted; if the document does not indicate its validity period, then the document is valid for a year, starting from date of issue);

Documents confirming the individual achievements of the applicant, the results of which are taken into account when applying for training in accordance with these Rules (submitted at the discretion of the applicant);

Other documents (submitted at the discretion of the applicant);

4 photos (3x4) of the applicant.

2.14. A document of a foreign state on education is submitted with a certificate of recognition of a foreign education, except for the following cases in which the submission of this certificate is not required:

When submitting a document of a foreign state on education, which corresponds to part 3 of article 107 of Federal Law No. 273-FZ;

When submitting a document of a foreign state on education, which is recognized by the KFU independently in the manner established by it;

When submitting a document on education that meets the requirements of Article 6 of the Federal Law of May 5, 2014 No. 84-FZ “On the Peculiarities of Legal Regulation of Relations in the Sphere of Education in Connection with the Admission of the Republic of Crimea to the Russian Federation and the Formation of New Subjects in the Russian Federation - the Republic of Crimea and the federal city of Sevastopol” and on amendments to the Federal Law “On Education in the Russian Federation”; at the same time, the applicant submits a document (documents) confirming that the applicant is one of the persons specified in Article 6 of Federal Law No. 84-FZ.

2.15. Applicants may submit originals or copies of documents submitted for admission. Certification of copies of these documents is not required.

2.16. The application for admission is submitted in Russian, documents made in a foreign language - with a translation into Russian, certified in the manner prescribed by the legislation of the Russian Federation. Documents received in a foreign state shall be submitted legalized in accordance with the procedure established by the legislation of the Russian Federation, or with an apostille (except for cases when, in accordance with the legislation of the Russian Federation and (or) an international agreement, legalization and affixing of an apostille are not required).

2.17. The University returns the documents to the applicant if the applicant submitted the documents required for admission in violation of these Rules (except for the case when the specified violation does not apply to all the conditions of admission specified in the application for admission).

2.18. The University has the right to verify the accuracy of the information specified in the application for admission, and the authenticity of the submitted documents. When conducting this audit, CFU has the right to apply to the relevant state information systems, state (municipal) bodies and organizations.

2.19. The applicant has the right at any stage of admission to study to withdraw the documents submitted for admission to study by submitting an application for the withdrawal of documents in one of the ways specified in paragraph 2.7 of these Rules. Persons who withdraw documents are eliminated from the competition. CFU returns the documents to the indicated persons.

3.1. When enrolling in one educational program, the list of entrance examinations, the grading scale and the minimum number of points cannot differ when enrolling in the parent organization and branches, when enrolling in various forms of education, as well as when enrolling in places within the target quota, to the main places within the target figures and to places under contracts for the provision of paid educational services.

3.2. Entrance tests are conducted in Russian.

3.3. Applicants take the following entrance examinations:

A special discipline corresponding to the direction (profile) of the postgraduate program (hereinafter referred to as the special discipline);

Foreign language;

Philosophy.

3.4. The list of entrance examinations for each direction of training until October 01 of the year preceding admission is posted on the official website of KFU on the Internet in the "Admission Committee" section.

3.5. Entrance examination programs are formed in accordance with the requirements of federal state educational standards of higher education for specialist's programs and (or) master's programs.

3.6. Entrance examinations are conducted in oral or written form.

3.7. The level of knowledge of the applicant is assessed by the examination committee. Each entrance test is assessed separately.

3.8. In agreement with the Department of Education of KFU and the chairman of the examination committee, entrance examinations can be conducted using remote technologies.

The entrance test using remote technologies is carried out in real-time video mode on an individual basis. The test schedule is placed in the manner and terms established by these Rules.

3.9. The maximum amount of points that an applicant can receive in one exam is 100. The minimum number of points confirming the successful completion of the entrance test (hereinafter referred to as the minimum number of points) for each entrance test is 40 points (satisfactory).

3.10. The minimum score cannot be changed during admission.

3.11. One entrance test is conducted simultaneously for all applicants or at different times for various groups of applicants (including as the indicated groups are formed from among the persons who submitted the documents necessary for admission).

3.12. For each group of applicants, one entrance test is conducted on one day. At the request of the applicant, he may be given the opportunity to take more than one entrance test on one day (if the University has such an opportunity).

3.13. The applicant passes each entrance test once.

3.14. Persons who have not passed the entrance examination for a good reason (illness or other documented circumstances) are re-admitted to the entrance examination in another group or on a reserve day (if possible in accordance with the schedule of entrance examinations).

3.15. During the entrance examinations, their participants and persons involved in their conduct are prohibited from carrying and using means of communication. Participants of entrance examinations cannot carry and use reference materials and electronic computers.

3.16. If an applicant violates these Rules during the entrance examinations, the authorized officials of the university have the right to remove him from the place of the entrance examination with the drawing up of an act of removal.

3.17. The results of the entrance examination are documented in a protocol, which records the questions of the examiners to the applicant. A separate protocol is kept for each applicant. Entrance examination protocols are kept in the applicant's personal file.

3.18. The results of the entrance examination are announced on the official website of KFU in the relevant section and at the information stand no later than three working days from the date of the entrance examination.

After the announcement of the results of the written admissions test, the applicant (trustee) has the right to familiarize himself with his work (with the work of the applicant) on the day the results of the written entrance examination are announced or during the next working day.

3.19. Persons who received less than the minimum number of points at any entrance test, did not pass the entrance test without a good reason (including those removed from the place of the entrance test), re-admitted to the entrance test and did not pass the entrance test, are eliminated from the competition. The University returns the documents to the indicated persons.

3.20. When returning the submitted documents through public postal operators, the documents are returned only in the part of the original documents.

3.21. Citizens with disabilities and people with disabilities take entrance examinations in the order taking into account the peculiarities of psychophysical development, individual capabilities and health status (hereinafter referred to as individual characteristics) of such applicants.

4.1. According to the results of the entrance examination, the applicant (trustee) has the right to file an application with the Appeal Commission about the violation, in the opinion of the applicant, of the established procedure for conducting the entrance examination and (or) disagreement with the assessment of the results of the entrance examination.

4.2. The composition of the Appeal Commission is approved before the start of the entrance examinations by order of the rector.

4.3. The appeal is submitted by one of the methods specified in paragraph 2.7 of Section 2 of the Rules.

4.4. During the consideration of the appeal, compliance with the established procedure for conducting the entrance examination and (or) the correctness of the assessment of the results of the entrance examination is checked.

4.5. The appeal is filed on the day of the announcement of the results of the entrance examination or within the next business day. An appeal for violation of the established procedure for conducting an entrance test can also be filed on the day of the entrance test.

4.6. Consideration of the appeal is carried out no later than the next working day after the day of its submission.

4.7. The applicant (trustee) has the right to be present during the consideration of the appeal.

4.8. After consideration of the appeal, the Appellate Commission decides to change the assessment of the results of the entrance examination or leave the specified assessment unchanged.

4.9. The decision of the appeal commission drawn up in the minutes is brought to the attention of the applicant (trustee). The fact of familiarization of the applicant (trustee) with the decision of the appeal commission is certified by the signature of the applicant (trustee).

4.10. For each appeal statement, the chairman of the appeal commission or his deputy approves the personal composition of the members of the appeal commission who are entrusted with the consideration of this application. Examiners who took the oral examination or checked the written work cannot take part in the consideration of the appeal.

4.11. The Appeal Commission has the right to leave the grade unchanged, change it to a higher or lower one, but has no right to recommend a re-examination.

5.1. Applicants for training have the right to submit information about their individual achievements, the results of which are taken into account when applying for training. Accounting for the results of individual achievements is carried out by accruing points for individual achievements as an advantage with an equal number of points for all entrance tests.

5.2. The applicant submits documents confirming the receipt of individual achievements.

5.3. Accounting for the results of individual achievements in the form of points is carried out according to the following criteria:

Publications on the topic of the chosen scientific direction in publications indexed in the international citation and analytical databases Web of Science and Scopus - 3 points for each publication;

Grant for the implementation of research work on the topic of the chosen scientific direction: as a leader - 3 points, as an executor - 2 points;

Publications on the topic of the chosen scientific direction in publications included in the list of peer-reviewed scientific publications recommended by the Higher Attestation Commission for the publication of the main scientific results of dissertations (“list of the Higher Attestation Commission”), as well as copyright certificates for inventions, patents - 2 points for each publication, copyright certificate or patent ;

Articles, texts, abstracts of reports on the topic of the chosen scientific direction, published in the proceedings of international or all-Russian scientific symposiums, conferences, seminars - 1 point for each publication;

Diplomas, diplomas, certificates of winners of international and all-Russian scientific competitions, student olympiads and creative festivals, the topics of which correspond to the direction of training (scientific specialty) in graduate school - 1 point for each diploma;

Certificate of education and qualification with honors - 1 point.

6.1. Based on the results of the entrance examinations, the University forms a separate list of applicants for each competition. The list of applicants does not include persons who scored less than the minimum number of points based on the results of one or more entrance examinations.

6.2. Persons with a higher number of points scored in the entrance examinations are enrolled in graduate school. The maximum amount of points scored in 3 entrance tests is 300 points. With an equal number of points scored, persons with a higher score in a special discipline are enrolled. With an equal number of points scored for all entrance examinations, persons with individual achievements are enrolled, which are taken into account by the selection committee in accordance with section 5 of these Rules.

6.3. Accounting for the results of individual achievements is carried out by summing up the points awarded based on the results of the submitted (confirmed) individual achievements, approved by the minutes of the meeting of the Admissions Committee.

6.4. Control over the reliability of the information provided on individual achievements is the responsibility of the Admissions Committee. Copies of documents confirming individual achievements are verified with the originals when submitted to the Admissions Committee. The applicant is responsible for providing false data.

6.6. In the lists of applicants, the following information is indicated for each applicant:

The amount of competitive points;

The number of points for each entrance test;

Number of points for individual achievements;

Availability of the original document of the established form (statement of consent to enrollment) (submitted in accordance with clause 1.5 of the Procedure);

6.7. Lists of applicants are posted on the official website of KFU and on the information stand and are updated daily (no later than the beginning of the working day) until the issuance of the relevant orders for admission.

6.8. The University sets the end date for the acceptance of a document of the established form, no later than which applicants submit:

For admission to places within the control figures - the original document of the established form;

For admission to places under contracts for the provision of paid educational services - the original document of the established form or a statement of consent to enrollment with a certified copy of the specified document or a copy of the specified document with the presentation of its original for certification of the copy by the selection committee.

On the day of completion of the acceptance of these documents, they are submitted to the University no later than 18:00.

6.9. Applicants who have submitted the original document of the established form (statement of consent to enrollment) in accordance with paragraph 8.8 of Section 8 of these Rules are subject to enrollment. Enrollment is carried out in accordance with the ranked list until the specified number of places is filled.

6.10. Unfilled (vacated before the completion of enrollment) places within the target quota are added to the main places within the control figures for the same admission conditions.

6.11. Enrollment in places under contracts for the provision of paid educational services is carried out after enrollment in places within the control figures or regardless of the terms of enrollment in places within the control figures.

6.12. Enrollment ends before the start of the academic year. The University returns documents to persons not enrolled in studies.

6.13. Deadlines for the completion of acceptance of the original document of the established form or statements of consent to enrollment in accordance with paragraph 2.2 of section 2 of these Rules, as well as the timing of the issuance of orders for enrollment, are established by order of the rector of KFU.

Information on the deadlines for the completion of acceptance of the original document of the established form or statements of consent to enrollment in accordance with Section 2 of the Rules, as well as the timing of the issuance of orders for enrollment is posted on the official website of KFU on the Internet in the "Admission Committee" section.

6.14. Orders for admission to training are posted on the day of their publication on the official portal of KFU and on the information stand and must be available to users of the official website within 6 months from the date of their publication.

7.1. KFU conducts admissions for targeted training within the target quota in the areas of training included in the list approved by the Decree of the Government of the Russian Federation dated February 11, 2019 No. 186-r.

7.2. The admission quota for targeted training is established by the Government of the Russian Federation.

7.3. Admission to targeted training is carried out if there is an agreement on targeted training concluded between the applicant and the body or organization specified in Part 1 of Article 71.1 of the Federal Law of December 29, 2012 No. 273-FZ "On Education in the Russian Federation" (hereinafter referred to as the customer of targeted training) , in accordance with the regulation on targeted training and the standard form of an agreement on targeted training, approved by Decree of the Government of the Russian Federation dated March 21, 2019 No. 302.

7.4. When applying for admission to targeted training, the applicant submits, in addition to the documents specified in paragraph 2.13 of these rules, a copy of the target training agreement certified by the target training customer, or an uncertified copy of the specified agreement with the presentation of its original. Admission to targeted training in the interests of state security is carried out if KFU has information about the concluded target training agreement received from the relevant federal state body that is the customer of targeted training, and without submitting a copy of the targeted training agreement to applicants.

7.5. In the list of applicants for places within the target quota, information about the customers of targeted training is indicated.

7.6. The list of applicants for admission and the list of applicants for places within the target quota do not include information related to admission to targeted training in the interests of state security.

7.7. Enrollment in places within the target quota of persons whose training is carried out in the interests of state security is issued by a separate order (orders), which is not subject to placement on the official website of KFU and at the information stand.

8.1. Foreign citizens and stateless persons have the right to receive higher education at the expense of budget allocations in accordance with international treaties of the Russian Federation, federal laws or the quota for education of foreign citizens and stateless persons established by the Government of the Russian Federation (hereinafter referred to as the quota for the education of foreign citizens), as well as at the expense of individuals and legal entities in accordance with agreements on the provision of paid educational services.

8.2. Admission to study within the quota for the education of foreign citizens is carried out in accordance with the directions of the federal executive body, which performs the functions of developing state policy and legal regulation in the field of education. Admission to study within the quota for the education of foreign citizens is carried out by a separate order (orders) of the Kazan Federal University.

8.3. Foreign citizens and stateless persons who are compatriots living abroad have the right to receive higher education on an equal basis with citizens of the Russian Federation, provided that they comply with the requirements provided for by Article 17 of the Federal Law of May 24, 1999 No. 99-FZ “On State Policy of the Russian Federation in respect of compatriots abroad” (hereinafter referred to as Federal Law No. 99-FZ).

8.4. When submitting the documents required for admission, a foreign citizen or stateless person indicates in the application for admission the details of an identity document or a document proving the identity of a foreign citizen in the Russian Federation or the identity of a stateless person in the Russian Federation in accordance with Article 10 of the Federal Law dated July 25, 2002 No. 115-FZ “On the Legal Status of Foreign Citizens in the Russian Federation” (hereinafter referred to as the identity document of a foreign citizen), and submits, in accordance with paragraph 1.5 of section 1 of these Rules, the original or a copy of the identity document, citizenship, or an identity document of a foreign citizen.

8.5. A foreign citizen or a stateless person who is a compatriot living abroad submits, in addition to the documents specified in Section 2 of these Rules, originals or copies of the documents provided for in paragraph 6 of Article 17 of Federal Law No. 99-FZ.

8.6. Foreign citizens who enter training on the basis of international agreements submit, in addition to the documents specified in section 2 of these Rules, documents confirming their assignment to the number of persons specified in the relevant international agreements.

8.7. Admission of foreign citizens and stateless persons to study in educational programs containing information constituting a state secret is carried out only within the quota for the education of foreign citizens in compliance with the requirements provided for by the legislation of the Russian Federation on state secrets.

Information on the start and end dates for the acceptance of documents required for admission, the timing of entrance examinations

Deadlines for admission to study under the programs of scientific and pedagogical personnel in the graduate school of KFU in the 2020/2021 academic year:

  • June 22 to July 31, 2020 - acceptance of documents for graduate school;
  • from August 10 to August 30, 2020 - conducting entrance examinations;
  • September 4, 2020 - placement on the official website of the KFU and on the information stand of the Admissions Committee of the KFU by name list of persons whose enrollment may be considered by the Admissions Committee of the KFU for each area of ​​training, indicating the amount of points scored for all entrance examinations;
  • September 7, 2020 - completion of acceptance of original documents of the established sample from applicants;
  • September 14, 2020 - issuance of orders for admission to budgetary places;
  • September 18, 2020 - Completion of the submission by applicants of information on the consent to enrollment upon admission to study at places under contracts for the provision of paid educational services.
  • September 30, 2020 - issuing orders for admission to places under contracts for the provision of paid educational services.

Applicants take the following entrance tests (arranged in order of priority when ranking the lists of applicants):

Grading scale and the minimum number of points confirming the successful completion of the entrance test

Entrance tests are evaluated by the examination committee on a hundred-point system. Each entrance test is assessed separately. The minimum number of points confirming the successful completion of the entrance test is 40 (satisfactory). In this regard, the following compliance scale is established: excellent (80-100 points), good (60-79 points), satisfactory (40-59 points) in increments of 5 points.

  • Individual achievements are taken into account if they correspond to the chosen direction of training in graduate school;
  • Publications in publications indexed in the international citation and analytical databases Web of Science and Scopus - 3 points for each publication;
  • Grant for research work: as a leader - 3 points, as an executor - 2 points;
  • Publications in publications included in the list of peer-reviewed scientific publications recommended by the Higher Attestation Commission for the publication of the main scientific results of dissertations (“list of Higher Attestation Commission”), as well as copyright certificates for inventions, patents - 2 points for each publication, copyright certificate or patent;
  • Articles, texts, abstracts of reports published in the proceedings of international or all-Russian scientific symposiums, conferences, seminars, monographs, teaching aids - 1 point for each publication;
  • Diplomas, diplomas, certificates of the winner of international and all-Russian scientific competitions, exhibitions, student olympiads and creative festivals - 1 point for each diploma (diploma);
  • Higher education diploma with honors - 1 point.
