eyewitness impressions

According to eyewitnesses, living conditions for conscripts and contract workers are considered good. In the military camp there are old-style barracks, designed for 100 people. There are also cubicle dormitories with showers and a bathroom on the floor. In view of large numbers brigades of several companies can live in tent camps (there are two of them - on the territory of the unit and at the training ground).
The entire infrastructure is concentrated in a military camp known as the village of Kashirinsky, but there are no street names in it. Only the houses are numbered.
Not far from the military camp is the 225th training ground of the ground forces (Mount Pashina), where field firing is carried out for soldiers of such a unit as military unit 89547, combined arms and international exercises. In total, there are three training grounds where soldiers can be sent for exercises. In addition to the 225th, there is Azov and Zvezda. The soldiers live in tents heated by potbelly stoves. Near the landfills there is a water pool, there are often visiting guards. It is possible to take a soldier who is at the training ground on leave for the weekend by prior arrangement with the commander. Relatives leave a passport as collateral. Soldiers can stay at the training ground for up to 4 months.

Kubrick barracks

Recruits of military unit 89547 take the oath every Sunday, because the subdivision is quite large. After the oath, leave is allowed on the security of the parents' passports. For the rest of the service, soldiers are granted leave on weekends.
Soldiers eat in canteens. There are two of them in part. Food and dry rations are brought to the landfill. If the fighters spend the night in part, you can buy a snack in a chip. There is also a tea shop. Both in it and in stores they pay in cash and with a VTB-24 card. There are no ATMs in the village of Kashirinskoye, there is a cash desk for issuing money near the store, it is also a post office. Employees in a unit such as military unit 89547 can receive transfers from 15.00 to 17.00.

Combat training

In a few January days, two recruit soldiers died in the Chebarkul garrison. There is only one reason: bilateral pneumonia of particular severity. The public sounded the alarm, the parents of military personnel are now scared to death for their children. What is happening in the Chebarkul garrison? Why did the military allow this tragedy? How are the rest of the soldiers feeling? For answers to these questions, the Chelyabinsk Ombudsman Alexei Sevastyanov went to the tank and anti-aircraft missile brigades. Where they lived last days the deceased 19-year-old boys Andrei Glebov and Seryozha Karabatov, the correspondent of Vecherka also went.

Sanatorium without a single soldier's soul

Both military units are located on the territory of one large Chebarkul garrison.

We have nothing to hide, especially now, in the era of technology and the Internet, - says the head of the press service of the Central Military District, Colonel Yaroslav Rosshchupkin, - the soldiers now have smartphones, they write messages in social networks, we have an electronic reception on our website where you can complain. So what's the point? This garrison is one of the most prosperous in the district. And we ourselves admit that the situation with deaths is not normal, therefore we arrange checks and work together with you.

First of all, the arrivals were invited to assess the living conditions of the soldiers. It turns out that there are no notorious stuffy barracks with a mountain of bunk beds.

The guys live in the so-called quarters, consisting of four-bed rooms. The room is warm (25 degrees, and in the dryer for clothes and shoes - right up to 37) and cozy, the windows have double-glazed windows with cute curtains, good bedside tables and wardrobes. On the bedside tables are onions and garlic, designed to expel any infection. The air in the rooms is fresh, the beds are made perfectly - you can see your reflection on the floor.

By the way, a woman, a civilian civilian, is engaged in wet cleaning, the guys are exempted from these duties (according to the reforms). There is a small gym with a punching bag and all kinds of iron, as well as a tennis table. So, in general, these cubicles resemble a solid Soviet sanatorium. That's just without a single soldier's soul. " Guys in class", the military said with one voice. " Well, let it be”, - flashed through our heads.

Weak fighters or a fatal combination of circumstances?

The next stop on the route is the first-aid post of the anti-aircraft missile military unit. It is even warmer in this room than in the cockpits - according to the rules, it should be so. To date, there are ten children here with acute respiratory infections, but all of them are already at the stage of recovery.

At the slightest suspicion, we send a soldier to a mobile X-ray room, if the temperature exceeds 37 degrees - immediately fluorography, if necessary, hospitalization, - lists the therapist Alexander Yesin. - In case of sudden complications, the ambulance arrives at the unit in a maximum of 15 minutes. Understand: we have no reason to hide the epidemic of pneumonia! We are responsible for every case. This is the same as accusing me of negligence! Now is not the time when soldiers are not allowed to see doctors. All commanders understand that it is better to avoid future problems by taking care of subordinates in advance.

Every day the fighters undergo a medical examination. A doctor comes to them, measures the temperature, examines the skin, is interested in well-being. If necessary, medical assistance is provided immediately. However, if everything works so smoothly and quickly, the question arises: why do guys die?

Apparently, this is a fatal combination of circumstances, - the military doctor changes his voice, - I can say for sure that help was provided to Sergei Karabatov as soon as he turned to the first-aid post. Fluorography - on the same day, ambulance, hospital ... Most likely, already in the regional hospital, a viral infection joined the bacterial infection, which caused a sharp deterioration in the condition. Doctors fought for his life, did everything they could. In addition, one can only guess where he fell ill - on the day of the oath, the guy walked for a long time with his father around the city.

Meanwhile, doctors in uniform blame the weak immunity of recruits and poor physical fitness. This is what makes the infection spread so easily.

The number of conscripts with category “A” for health reasons, that is, the healthiest, inevitably falls by 5% every year, Anatoly Kalmykov, head of the medical service of the Central Military District, operates with figures. - At the same time, in each call, about 30% of the guys are smokers with an experience of 2 years! In addition, a passive lifestyle: almost everyone is obsessed with the Internet, only 10% of recruits are actively involved in sports.

However, despite the disappointing facts about our soldiers, doctors say that there is no epidemic of pneumonia in the garrison, there are too few sick people for this. According to Anatoly Kalmykov, in the seventh tank brigade today 39 people are ill with acute respiratory infections, 10 - with bronchitis, 17 soldiers with pneumonia in the regional hospital. As for the missile and anti-aircraft troops, there are even fewer here: seven people are with acute respiratory infections, four with bronchitis, three fighters are ill with pneumonia.

Trouble-free recruits

The soldier was shown to us after all. Yes, even those with whom Seryozha Karabatov served. About 30 guys, they were brought to the assembly hall straight from class. At the sight of a delegation with so many military leaders, the guys, as if on a string, straight and learned, saluted after the usual “at ease!” fell into chairs. Alexey Sevastyanov made an attempt to talk heart to heart with them, but the fighters were in no hurry to dump their problems. Even when all the commanders left the hall, only the ombudsman still broke the silence. At the same time, the guys did not look completely beaten and intimidated. Then the main question of Seryozha Karabatov, which worries everyone, was raised from the journalists. Among the fighters was his comrade. The guys are practically fellow countrymen, and therefore they communicated even before the oath in the company of young replenishment. Dima also suffered from pneumonia. Only he was more fortunate.

Apparently, a lot depends on the body, - says the recruit. - Seryozha was thin, obviously with a lack of body weight. How did he get into the army? Unclear. By the way, he didn’t have any special symptoms, just a slight cough. And then... I met him at the regional hospital when I myself came down with pneumonia. He was pale, weak, and had a high temperature. I recovered and went back to the unit. Then the commander said that he was getting worse and worse, worried. And then they announced to us. I could not believe, because I was cured, I thought: and he will be cured!

Dima believes that Sergei should not have joined the army at all. But after all, during the passage of the medical examination, they are not particularly eager to examine the guys. According to the recruit, everything is decided after the cherished - "Are there any complaints?". If there are none, the guy goes to serve. And then no one cares what kind of immunity there is and whether there are any undiagnosed diseases.

But the boy protects the military unit as best he can.

I thought it would be worse,” says the recruit. - When we arrived here, I was even surprised. The commander is good, they are fed for slaughter (for example, dishes are offered for lunch to choose from), we watch films on Sundays, and they let us go on layoffs with our parents. Health check every day, if it's minus five outside, we don't go out to the parade ground. The conditions here are very good.

A spoon of tar

However, Aleksey Sevastyanov believes that there are still problems in such a prosperous garrison.

But these problems are of a systemic nature, they cannot be solved in one day on the territory of one military unit, the commissioner concluded. For example, medical units lack the equipment to detect certain viruses, which are constantly changing and require different treatments. However, the prevention of the same pneumonia depends not only on medicine, it is also important that constant attention is paid to careless young people. In addition, there is also a human factor - the prosecutor's office opened criminal cases on the deaths of soldiers. For our part, we plan to continue to exercise strict supervision and respond to all complaints from the military.

Our delegation is leaving the Chebarkul garrison. The soldiers are returning from their studies to warm quarters. Life continues to thrive. But no matter how comfortable the Chebarkul garrison was, no matter how convincingly and accurately the military leaders spoke, complaining about the frail boys, no matter how the doctor felt sorry for the guys in his medical unit, the fact of the death of the guys remains a fact. And the guys will not return. This means that the very “systemic violations” need to be changed and eliminated. After all, our guys should not die in peacetime. Should not.

ACT
Commission visit to the military unit

04.02.2015 Chebarkul

Commission consisting of:
Shibanov Yury Nikolaevich - Deputy Chief of Staff of the Commissioner for Human Rights in the Chelyabinsk Region,
Kovalev Aleksey Alexandrovich - Assistant Commissioner for Human Rights in the Chelyabinsk Region,
Prikhodkina Valeria Yurievna - member of the public monitoring commission of the Chelyabinsk region,

On February 4, 2015, in connection with the death of a military conscript in / unit 89547, Gudelev Mikhail Sergeevich visited military unit 89547 stationed in the Chebarkul garrison of the Chelyabinsk region.

When visiting the Chebarkul garrison, representatives of the UPC and the PMC of the Chelyabinsk region were present: Deputy Commander of the Central Military District (CMD) for educational work Poletuchy S.N., First Deputy Military Prosecutor of the CMD Ashikhin S.V., Acting Military Prosecutor of the Chebarkul garrison Shamsutdinov K.R. , Head of the military-investigative department for the Chebarkul garrison M.Sh.

During the inspection, the staff of the HRC and the POC visited the headquarters of the military unit 89547, where they met with the above-mentioned representatives of the Central Military District, the prosecutor's office, the VSO, and the command of the unit. During the conversation, it was established that upon the death of Private Gudelev M.S. carried out: from the side of the command service check; on the part of the prosecutor's office, a check on the safety of life and health of military personnel and the military investigation department is conducting a preliminary investigation in a criminal case against the platoon commander of the first motorized rifle company Gorodner A.A., who was charged under paragraphs "a" and "c" h .3 st. 286 of the Criminal Code of the Russian Federation (abuse of official powers, committed with the use of violence or with the threat of its use and with the infliction of grave consequences) in relation to the deceased Gudelev M.S. and p. "a" Art. 286 of the Criminal Code of the Russian Federation in relation to another soldier, Private Kh.

According to the participants of the meeting, the grounds that the death of Private Gudelev M.S. occurred as a result of a murder, not suicidal actions, no, although all versions of what happened will be checked during the preliminary investigation. In particular, such a conclusion can be drawn when studying Gudelev’s email correspondence with friends, where he writes, “that after the shooting he found a cartridge, cleaned it of prints and hid it in the barracks, in case everything was enough, but the weapon is still often received.”

In addition, the command reported that from January 2 to January 4, 2015, Gudelev was on leave, in connection with the arrival of his parents on the occasion of his mother's birthday, after the departure of his parents from January 5 to 7, 2015, he was in the medical unit, due to illness ORZ, he came to the company healthy, did not complain about anything. The daily physical examinations of the platoon servicemen did not reveal any signs of beatings on Gudelev and his colleagues.

Also during the meeting, it was established that Senior Lieutenant Gorodner A.A. he commands a platoon for only a month and a half, before being drafted into the RF Armed Forces, under a contract, he served in the Main Federal Penitentiary Service of the Russian Federation in the Chelyabinsk Region, although he has a higher military education (he graduated from a tank school). Prior to this, for a long time, the junior sergeant acted as a platoon commander - a conscripted serviceman who knows more about the state of the platoon than an officer.

In addition, the WCO went to court with a petition for the election of the accused Gorodner A.A. preventive measures - detention, but the Magnitogorsk garrison military court denied this petition, this decision was not appealed on appeal.

Further, the commission went to the first motorized rifle company, where a conversation was held with the military personnel on the call of the platoon, where Gudelev M.S. served. All soldiers are dressed and shod in uniform, uniforms are new. As a result of the survey, no complaints about living conditions were received. Cell phones are not taken away from anyone, they have the opportunity to contact their parents on weekends, and in an emergency even on weekdays.
There are information boards with hotlines, telephones of the military prosecutor's office, doctors, etc., as well as an internal telephone that you can call. They are engaged in physical training, combat training and the study of the General Military Regulations of the Armed Forces of the Russian Federation. According to the soldiers, there were no cases of hazing, except for those cases of hazing by Senior Lieutenant Gorodner A.A. to the deceased Gudelev M.S. and private Kh., which are present in the criminal case under investigation.

As for the incident, the soldiers explained that on January 28, 2015, at about 12.50 minutes, seven servicemen returned from the park from combat training to the company, the rest still remained in the park to hand over equipment and were preparing to hand over their weapons, which were issued without ammunition for the above-mentioned training . Private Gudelev went to the office for a sheet of paper to write a report on the surrender of weapons, from where a shot sounded. Colleagues ran into the office, where there was no one except Gudelev, who was lying with a wound on his head, after which they reported what had happened on command. At the same time, the servicemen who came with Gudelev to the company added that during the movement from the park Gudelev looked usually, depressed, was not closed, he did not talk about any problems, which caused the incident, they cannot explain.

All soldiers are dressed and shod in uniform, uniforms are new. Representatives of the HRC and the PMC were given the opportunity to talk with Gudelev's colleagues in the absence of commanders and other persons. As a result of the survey, no complaints about living conditions were received.

However, when examining two "kubricks" on the first floor of the soldier's hostel No. 7, violations of the sanitary condition of the bathrooms were revealed. Representatives of the command received an explanation that the maintenance of buildings is carried out by Oboronservis.

Also, when visiting the canteen, questions arose about the quality and organization of catering by an outsourcing company.

Questions were verbally voiced to representatives of the military prosecutor's office of the Central Military District and the military prosecutor's office of the Chebarkul garrison. Currently, an official appeal on these issues to this supervisory authority is being prepared to conduct appropriate checks.

Tomorrow, together with the media, the Commissioner for Human Rights will visit the Chebarkul garrison. Departure from Sony Krivoy street, 75 at 10-30.

I ask the media to send Yaroslav Roshchupkin, press secretary of the Central Military District, to the address [email protected] Names of correspondents with indication of mass media.

Subject: The conscript said goodbye to his parents and opened his veins

Tabalov Alexey's information is confirmed. A conscript soldier of the anti-aircraft brigade A ....... Sergey is admitted to the hospital with cuts. These events took place at the site. Monday-Tuesday he intends to meet with Sergei to clarify the circumstances of the suicide attempt. I hope to take part in the audit together with the control authorities.

Aleksey Tabalov, head of the Chelyabinsk project "Conscript's School", checks a message received from Kemerovo from the parents of a soldier who serves in the Chebarkul division. “The conscript called home to say goodbye to his parents and said that he had opened his veins. The information has not been verified. The conscript's parents told about this," Tabalov told a URA.Ru correspondent.

It should be noted that the military often call military unit 89547 in Chebarkul almost exemplary. But there are problems, and significant ones. It suffices to recall only a few episodes Last year. For example, Dmitry Glebov (conscript from Chelyabinsk), Sergei Karabatov (Zlatoust), Sergei Markin (Miass) died of pneumonia. Checks showed a lot of violations, the authorities escaped with disciplinary sanctions. Former commanders of tank companies, senior lieutenants Alexander Prilutsky and Sergey Chernavsky received 3.5 years in prison for brutally beating contract service junior sergeant Yevgeny Efanov, and then keeping him in the basement to hide their crime.

  • May 21st, 2014 05:39 am

May 20, 2014 in accordance with the Action Plan of the joint working group of the Chief Military Prosecutor's Office and the Office of the Commissioner for Human Rights in Russian Federation in the club of military unit 71316 (Chelyabinsk region, Chebarkul-12, military town) a joint reception was organized for servicemen, citizens discharged from military service, and members of their families, as well as conscripts.

The joint reception was conducted by the leading consultant of the apparatus of the HRC in the Russian Federation V.A. PROKHORENKOV; military prosecutor of the 1st department of the 3rd department of supervision of the GVP, Lieutenant Colonel of Justice GERASIMOV VV; Commissioner for Human Rights in the Chelyabinsk Region AM SEVASTYANOV; Senior Assistant to the Military Prosecutor of the Central Military District, Colonel of Justice RG KOZLOV; military prosecutor of the Chebarkul garrison lieutenant colonel of justice SHUVARKIN D.P. and other heads of specialized departments.
()

Representatives also took part in the reception of citizens military units Chebarkul garrison, Chelyabinsk regional military commissariat, branch "Chelyabinsk" OJSC "Slavyanka", branch 354 of the district military clinical hospital, FGKU "Tsentrregionzhile" of the Ministry of Defense of the Russian Federation, FGKU "Volga-Ural Territorial Administration of Property Relations of the Ministry of Defense of the Russian Federation, FKU OFO OF the Ministry of Defense of the Russian Federation for Kurgan, Tyumen Chelyabinsk region, Chebarkul EDT of the branch "Ekaterinburg" of JSC REU. The head of the city of Chebarkul Orlov A.V. was also invited.

During the work of the public reception, 57 citizens were received on the issues of legislation on military duty and military service, housing legislation, criminal and criminal procedural legislation, labor and civil legislation.

Most of the reserve servicemen and members of their families applied on the issue of housing legislation, a total of 41 people.

Main question, which worried citizens - about the transfer of residential premises from the status of service housing to municipal housing for the purpose of its further privatization.

On October 11, 2011, the Decree of the Government of the Russian Federation No. 1779-r was signed, by which the Chebarkul military town was excluded from the housing stock of the Armed Forces of the Russian Federation. However, most of the apartments in which reserve and retired military personnel, their family members, as well as RA employees live, have the status of service apartments.

Changing the status of this housing is within the competence of the Minister of Defense of the Russian Federation, in connection with which the complaints of the citizens who applied were accepted for prosecutorial checks by representatives of the military prosecutor's office of the Central Military District, some of the complaints were received by the leading consultant of the HRC apparatus in the Russian Federation Prokhorenkov V.A. for consideration in the Office of the Commissioner for Human Rights in the Russian Federation; a number of complaints were accepted by the HRO in the Chelyabinsk region Sevastyanov A.M. to carry out an audit in accordance with its competence.

Yes, by this issue citizen Kotenko Vera Ilyinichna, the widow of a reserve officer Kotenko V.D., who lives in the Chebarkul military town, turned to the commissioner.
According to the applicant, her husband served in the army for 24 years, was transferred to the reserve in military rank"major", she worked in the status of civilian personnel of the Armed Forces for 31 years. During the service, the husband was allocated an apartment, and it was not included in the status of service, but later, by order of the Ministry of Defense of the Russian Federation, the apartment received the status of "service".
Husband never waited this status, died, at present the military camp has opened, but the status of “service” housing has not been removed from the apartment, she cannot achieve this and further privatize it or dispose of it, leaving it to the children. At the same time, if there are still cases of privatization of housing by servicemen and reserve servicemen on the part of the Ministry of Defense of the Russian Federation, then after the death of her husband, higher-ranking officials of the FGKU "Tsentrregionzhile" of the Ministry of Defense of the Russian Federation in Yekaterinburg and the Department for the distribution of housing of the Ministry of Defense of the Russian Federation do not want to communicate.
Kotenko asks the commissioner to help in the issue of “de-utilization” of the residential premises and the possibility of privatizing it. The appeal was accepted by the Commissioner for Human Rights in the Chelyabinsk Region with the aim of applying to the Ministry of Defense of the Russian Federation to remove the official status from the applicant's apartment and to go to court to decide on the privatization of her apartment.

One more example to illustrate. Citizen Kozhevnikova Olga Pavlovna, who lives in the Chebarkul military town, turned to the Commissioner.
According to the applicant, she moved into the said apartment with her son on the basis of a warrant issued by the decision of the apartment commission of the sanatorium. This dwelling is in federal ownership, which is currently managed by the Ministry of Defense of the Russian Federation.
In accordance with the Decree of the Head of the municipal formation "Chebarkul city district" dated November 25, 2008 No. 1100, taking into account the order of the Federal Agency for Federal Property Management dated June 30, 2008 No. 749-r "On the gratuitous transfer of property in federal ownership, fixed on the right of operational management of the Chebarkulsky apartment-operational part, into the ownership of the municipal formation "Chebarkulsky urban district", residential premises located in multi-apartment residential buildings No. 26 and 44 were transferred in the prescribed manner to the ownership of the district according to the list.
By whom, on what basis and by what criteria this list was agreed upon, signed and approved, she does not know, but her apartment No. 29 remained in the status of “service”, which deprives her of the Constitutional right to privatize and receive ownership.
The citizen asks for help from the authorized and officials of the military prosecutor's office and the municipality "Chebarkul city district" in removing the status of "service housing" of the applicant's apartment and the possibility of privatizing it.

Alexey Sevastyanov, Commissioner for Human Rights in the Chelyabinsk Region, comments on the situation:

“A system error has occurred. It was laid down initially when allocating housing to military personnel. Then, due to this systemic error, citizens were evicted from housing, the warrants were declared invalid, and other measures were taken that violated the rights of citizens to housing. There have been many such requests. We are preparing a special opinion together with Ella Pamfilova, Commissioner for Human Rights in the Russian Federation, sending a request to the Ministry of Defense of the Russian Federation and issuing a special order.
A similar practice in the Russian Federation has already been carried out on the example of military unit 90600, which is deployed in the military camp of the Roshchinsky garrison, 30 km from Samara, where those who received official housing received the right to privatization. The housing stock in the Chebarkul military town was not transferred to the municipality, citizens cannot exercise their right to privatization. An immediate response is required, as people have not been able to exercise their rights for 15 years.
The city, which was previously closed, becomes a "hot" spot. In fact, people living in the city are divided into two castes: those who were able to exercise their right to privatization, and those who were deprived of this right. All these contradictions resulted in a sharp discussion, we practically observed the situation of "serfdom". In the 21st century, such things are unacceptable.”

In addition, the conscripts, as well as the mothers of the conscripts, were consulted on the issue of passing the military commission by the employees of the regional military commissariat. It was decided to conduct a thorough medical examination of citizens of military age.

Citizen Natalya Aleksandrovna Kudryakova, the mother of Nikita Aleksandrovich Kudryakov, a citizen of military age, addressed this issue.
The applicant pointed out that her son was diagnosed with numerous diseases: perinatal CNS lesion, hydrocephalic syndrome, movement disorders syndrome, hyperexcitability syndrome, adenotopia, myopia, scoliosis, prolapse of the metral valve and a number of others, and therefore he falls under the category: limitedly suitable for military service and is not subject to conscription into the army.
The presence of the above diseases is confirmed by medical documents. However, the medical conscription commission of the department of the military commissariat of the Chelyabinsk region for the Metallurgical District of Chelyabinsk did not take into account the state of health of N.A. than she and her son strongly disagree. During the reception, the representative of the UWC called the recruiting commission of the Metallurgical District, an agreement was reached on the arrival of the conscript at the military registration and enlistment office on May 26, 2014, where he would not be assigned a psychiatric examination, but an examination for a neurological disease he had.

Employees of the military prosecutor's office and the HRC also held consultations with citizens who applied for investigation of criminal cases, payment of insurance sums, payments to a war veteran, renting the premises of the town and the garrison house of officers, as well as on other issues. All applicants were given qualified answers.

Citizen Yury Leonidovich Chernyaev, who lives in the Chebarkul military town, also applied.
The applicant asks to take action against the branch "Chelyabinsk" OJSC "Slavyanka", which has on the balance sheet the service houses of the town. The house needs a major overhaul, in the basement great amount water, which is why the foundation is washed away and the feeling that the house is “walking”, in connection with this, light bulbs constantly burn out from moisture, and at night you can fall in the entrances and get injured.
A shield burned down in entrance No. 5, the wires sag and can fall on the heads of residents, the ceilings in the entrances are black, whitewashing and painting have not been carried out for a long time. Repeated appeals to the officials of JSC "Slavyanka" were ignored. He asks the relevant authorities to take action.

Commissioner for Human Rights in the Chelyabinsk Region Aleksey Sevastyanov drew attention to another problem - an appeal received to preserve the library fund on the territory of the town.

Citizen Marina Arkadyevna SEDOVA turned to the commissioner for the preservation of the library fund of the military garrison. Residents of the military town bought the garrison library from the RF Ministry of Defense in order to preserve it for the future generation. However, there is no room for its maintenance and safety. He asks officials to allocate premises in the garrison house of officers, which currently requires major repairs, especially since the town has “opened up”, and buildings and structures have been transferred to the disposal of the municipality.

“Residents bought the library from the Ministry of Defense,” says Sevastyanov, “and handed it over to the municipality. The Ministry of Culture of the region and the head of the city of Chebarkul should speed up the process. The library is a cultural center, and it should remain the basis for the preservation and enhancement of cultural traditions.”

Mikhailova Valentina Pavlovna, the mother of a serviceman who was injured during military service and called up in 2011, turned to the Commissioner for Human Rights in the Chelyabinsk Region.

When the son was demobilized, in an extract from his medical history it was written: the disease was received during military service. It took 13 months of an exhausting battle in court with representatives of the Ministry of Defense to prove that her son received not a disease, but a military injury.

In the Chebarkul garrison, in which her son served, during military training on the sports ground, a fight broke out between her son and another serviceman, as a result of which he received a head injury. After applying to the military prosecutor's office and investigating this incident, the unit commander was transferred to another unit in Tajikistan for a disciplinary offense.

No one else was punished for the injury caused to the serviceman.

Lawyers were able to defend the rights of the victim: moral damages and compensation for loss of earnings were recovered in court.

As a result of a craniocerebral injury, the guy remained disabled, suffers from memory loss, and is unable to work. For 9 months he could not remember what happened to him. Now he is undergoing rehabilitation in the Chelyabinsk military hospital.

Lawyers of the Chelyabinsk military commissariat act on behalf of the Ministry of Defense by proxy on behalf of the defense, and they will appeal against the decision of the Kurchatovsky district court in the regional court.

According to the victim's lawyer, the behavior of representatives of the Ministry of Defense is boorish and does not hold water.

Lawsuits to restore justice against a soldier are in their third year. In order to demoralize the plaintiff, the military commissariat sent a summons through the police to search for the guy, allegedly due to the fact that the victim is a deserter. These actions were also challenged in court and received moral compensation for the damage caused by the Military Commissariat.

Before serving in the army, the son of V.P. Mikhailova worked in the GUFSIN, dreamed of becoming an officer, and was eager for military service. He had a good income. But today he does not have his own housing and lives with his mother in a lorry.

Valentina Pavlovna, mother of a serviceman: “My son served honestly, got injured. Became disabled. Now he is not able to earn an apartment. He has the right by status as a combat veteran to receive an apartment. The state is obliged to protect the rights of military personnel. I am simply surprised by such a boorish attitude towards their citizens on the part of the Ministry of Defense of the Russian Federation, which is obliged to protect them. The actions of the Ministry of Defense undermine the authority of the army. The attitude towards the army among citizens is already “below the plinth”. Who will go there to volunteer if the Department of Defense behaves like this? Protects the interests of the department, not the citizens? I appeal to the Commander-in-Chief, Vladimir Vladimirovich Putin, with a request to take us under his protection.”

Lawyer Alexei Kovalev comments on the situation:

“According to the materials of the case, the actions of the Ministry of Defense in conducting a trial with endless appeals against court decisions violate the right to a fair trial. It is necessary that insurance payments be started as soon as possible for a citizen, because he needs to live on something and continue rehabilitation. Secondly, it is necessary to solve the housing problem. The rights of a soldier must be fully restored, because we are talking about justice, trust in authority state power and the military department.

I want to point out three things that are worth paying attention to in this case.

Firstly, no one has been held really responsible for concealing objective information about the incident; the opposition of the Russian Defense Ministry continues in relation to the mother and the soldier in defense of his rights. This is not the first time that we have encountered when the facts of injuries and tragic incidents are being suppressed or presented in a different light by the Ministry of Defense.

Secondly, the administrative machine of the Moscow Region is designed in such a way that each of its bodies, by simple manipulation, shifts responsibility onto each other. An indicator of this cynicism is the consideration of this case in court, when lawyers declare that the Moscow Region is an improper defendant, and offer either a military unit or Cossacks as a defendant, because the name of the unit contains the word “Cossack”.

The bottom line is that the Ministry of Defense is appealing the court decision, which the victim in the case has been seeking for a long time. It is doubly sad that no one from the Ministry of Defense bothered to personally communicate with the mother of a soldier who actually suffered due to military service, and only two lawyers make decisions by proxy, which undoubtedly undermines the authority of the authorities and the rule of law.

I appeal to Minister of Defense Shoigu with a request to withdraw the complaint against the decision of the court of first instance and I ask the responsible persons to do everything possible to resolve the conflict, and not fight with citizens.

Thirdly, there are not so many lawyers working in the military industry. According to lawyer Kovalev, there are already threats against him from the Ministry of Defense that lawyers will do everything to counteract his practical activities to protect the rights of citizens. This position is puzzling and is a violation of the right to exercise professional activity.

units, in accordance with reports of the death as a result of the disease of servicemen at the call of D. Glebov and S. Karabatov, conducted a commission visit to military units 89547 and 71316 of the Chebarkul garrison of the Central Military District stationed in the Chelyabinsk region.

1. A survey of the soldiers' barracks was carried out, where the personnel are stationed, including young recruits - recruits who arrived at the unit at the end of 2012. The personnel of the military unit 89547 were in the classroom, there was a daily outfit in the barracks; most of the personnel of the military unit 71316 are on exercises in the Totsk garrison Orenburg region, the rest is in class, in the barracks there was a daily outfit, also the acting brigade commander Bespaly P.V., who explained that the soldiers were placed in the cockpit. Kubrick consists of a small room for 4 people, the barracks has a toilet, washbasin, shower, sports area, leisure room. The ventilation in the cockpit does not work, airing occurs by opening the window. The air temperature in the corridor of the barracks is 19-20 degrees Celsius, in the cockpit 23-25 degrees Celsius, which meets the statutory requirements. Also in the barracks there is a room for drying clothes, heating pipes are hot, the temperature in the dryer is 45-50 degrees Celsius, which also meets the statutory requirements. All cubicles are in perfect order.

The information board for soldiers contains information on where to immediately apply in case of hazing or other emergency situations (military prosecutor's office).

Similar conditions were noted in the personnel barracks of military unit 89547.

2. Inspection and detour of the medical unit 71316 was carried out:
15 servicemen are undergoing treatment and examination, of which 8 people are drafted in spring-summer 2012 and 7 people are drafted in autumn-winter 2012. Of these, 10 people lie with colds; 2 - with surgical diseases; 3 - in rehabilitation after acute bronchitis. 16 servicemen are being treated at the district military hospital in Yekaterinburg, 7 of them with pneumonia, 7 with other colds;
2 people - in psychiatry, and in the Armed Forces of the Russian Federation they are already called up with existing diseases, which indicates the improper performance of the duties of the draft boards.

According to the results of the conversation with the soldiers who are being treated in the medical unit: there are no cases of hazing in the unit, they are fully provided with all types of allowances, pneumonia occurs, but the sick are immediately hospitalized.

The doctor of the medical center employee Yesin A.A. in a conversation, he explained: that the first-aid post of the unit is provided with a mobile X-ray, therefore, when the body temperature rises above 37 degrees, all military personnel undergo X-rays to detect pneumonia, and if it is detected in the park of the unit, a car is in constant readiness that takes sick soldiers to the hospital, while the temperature of the military in the winter is constantly checked. In addition, twice a week on Tuesday and Thursday, soldiers complaining of health conditions are taken to the hospital for consultations with specialist doctors. With regard to the serviceman S. Karabatov, the doctor of the medical center explained that the latter had been diagnosed with pneumonia in a timely manner and he was immediately sent for inpatient treatment to the Chelyabinsk garrison hospital, and then to the district hospital in Yekaterinburg. Head of the Medical Service of the Central Military District Kalmykov A.A. added that Karabatov died not due to late hospitalization, but due to a complicated infection and weak immunity, because. emergency measures were taken in the hospital, up to artificial lung ventilation, for the apparatus of which expensive filters were delivered from Moscow. At the same time, the chief pulmonologist of the Sverdlovsk region and the pulmonologist of the Main Medical Directorate of the Ministry of Defense of the Russian Federation participated in the treatment of Karabatov.

3. Conversation of the commission with servicemen of military unit 71316 in the garrison club.
All soldiers - conscripts are dressed and shod in uniform, uniforms are new. As a result of the survey, no complaints about living conditions were received. Cell phones are not taken from anyone, they have the opportunity to contact their parents. There are no complaints about the food. They are engaged in physical training and study of the General Military Regulations of the Armed Forces of the Russian Federation. According to the soldiers, there were no cases of hazing, the incidence in the unit was not higher than the epidemiological threshold. In a conversation with serviceman D. Kotov, it was found out that S. Karabatov did not complain about his state of health, as soon as he fell ill, he was immediately hospitalized. He asked Karabatov what happened, the latter answered him that he had contracted pneumonia. Then he told him that he had also been ill with pneumonia and recovered and now nothing bothers him, so he told Karabatov that he would also recover. He believes that the latter died due to a weakened immune system.

Deputy Commander of the Central Military District Tsygankov A.M. said that the district command is conducting an audit on each case related to the death or death of a serviceman. In the cases of the death of Glebov and Karabatov, no “fatal” violations on the part of officials of the military units regarding the untimely provision of medical assistance to military personnel were revealed by the audit. The command of the military units of the district was ordered to carefully carry out anti-influenza measures: ventilation of the premises, during meals, soldiers are given onions and garlic, three times a day thermometry, at an air temperature of minus 20, classes on the street are stopped, in case of any ailment, the soldier is sent to the first-aid post, if the temperature rises, he is hospitalized .

According to the senior assistant to the military prosecutor of the Central Military District Chepikov P.V. The military-investigative department for the Yekaterinburg garrison on the fact of the death of privates Glebov and Karabatov, who died in the district hospital in Yekaterinburg, conducts pre-investigation checks to make a procedural decision in accordance with Art. 144 - 145 Code of Criminal Procedure of the Russian Federation. After the end of the checks, the procedural decisions will be checked by the military prosecutor of the garrison for legality and validity. decisions taken. In addition, according to these facts, the military prosecutor's office of the Chebarkul garrison conducted prosecutorial checks on the observance by officials of military units 89547 and 71316 of the requirements of legislation aimed at preserving the life and health of military personnel and the violations identified during the checks were sent to the military prosecutor's office of the Central Military District, after which the military prosecutor of the district introduced a generalized submission to the Commander of the Central Military District, which is currently under consideration.

Apply to the military prosecutor of the Chebarkul garrison to conduct a prosecutorial check of the legality of conscription into the RF Armed Forces of privates in / unit 71316 and in case of violations of the current legislation, send information to the relevant prosecutor supervising the actions of the draft commissions of the corresponding military commissariat of the constituent entity of the Russian Federation to introduce prosecutorial response measures;
- apply to the head of the military investigation department for the Yekaterinburg garrison, during the pre-investigation check, carefully check the timeliness of the provision of medical assistance to conscripted military personnel D. Glebov and S. Karabatov as part of the officers of the units, t.to. officials of the garrison and district hospitals and make a legal procedural decision.

APPEAL

Dear Alexei Mikhailovich!

My brother, Maksim Yuryevich Tyumentsev, has been serving in military unit No. 89547 of the Chebarkul garrison of the Chelyabinsk region since December 2010 in an engineer company. In the summer of 2011, he was at the Azov training ground, where they disposed of shells and prepared for the international exercises Center-2011.

During his service in this unit, my brother managed to experience all the inhuman tortures that are only possible in our time - from the disposal of shells, constantly being in a state of severe stress from the possibility of "flying into the air" at any moment, to beatings, humiliation and outright bullying from commanders and contract sergeants such as KUFILDOV and PATYSEV.

In this military unit, conscript soldiers are like in a concentration camp, where the same Dagestan soldiers act as overseers and inquisitors. All this provision exists with the encouragement of the commanding staff of the unit and the connivance of the military prosecutor's office of the Chebarkul garrison.

Almost all conscript soldiers at the Azov training ground were mocked, except for the “Dagestanis”, they are in a special “honorable” position. My brother was forced to carry a bag full of gravel on him for three weeks, and he carried it everywhere - to the toilet, to the canteen, ate and slept in it, after which he had serious problems with his spine.

They beat him in such a way that 8 teeth were knocked out of his brother, he had a severe concussion (so that he saw double) after beating him with handcuffs on the head, his nose was broken. They beat me with sticks in the kidneys and liver. There was only one reason for the beatings - they extorted money that the guys received for the disposal of shells - the amounts are very rather big, since 35 thousand rubles a month were charged for this work.

While the cards were in the custody of the commanders, money mysteriously disappeared from them, since PIN codes were also stored along with the cards.

As a result of unsanitary conditions and field “feeding”, my brother developed periodontal disease. Probably, after such a service, he will not have a single tooth left at all, and at the age of 24, his brother will have to insert new jaws.

Because of bullying and humiliation, which it was no longer possible to endure, Vyacheslav Tikhonov, a colleague of my brother, tried to commit suicide, as a result of which he ended up in a psychiatric clinic in the village. Birgildy.

My brother went to serve at the age of 24, strong, healthy, after graduating from a technical school. Before the army managed to get a family. He has a one year old daughter. 3 months left to serve. He had the intelligence and courage not to commit suicide, but to escape from this concentration camp, called a military unit.

THE THREAT TO HIS LIFE WAS ABSOLUTELY REAL.

After he arbitrarily left this “unit”, his company commander repeatedly called me on a cell phone and threatened “that he would be found dead in a ditch if he did not return to the unit.”

Having learned about the incident, I came from Asha, found my brother and turned for help and justice to the military prosecutor's office of the Chelyabinsk garrison and the military investigation department, where the investigation into these facts is currently underway.

My brother underwent a forensic medical examination in Chelyabinsk on the street. Varnenskaya, 4, the beatings were removed. The civilian doctor-expert was very surprised that my brother, in such a state, was not immediately admitted to the hospital. He was also sent to undergo a military medical examination for suitability for further service in the hospital of Chelyabinsk, Sverdlovsky pr. 28, where they did not notice any concussion, no damage to the spine, no fracture of the nose (fracture of the bones of the skull), or other injuries.

The only thing that was the result of the examination was a referral for inpatient examination and treatment in the same mental asylum, where many of Maxim's colleagues have already visited, i.e. the next torture in a psychiatric hospital.

My brother's wife Balyberdina Valentina Andreevna, with her one-year-old daughter, specially rented an apartment and lived next to her brother's place of work - in the DOS of Chebarkul. After Maxim escaped from the unit, she began to receive threats by phone, colleagues began to come home - unknown to her personalities in military uniform, who searched the rented one-room apartment 3 times a day, and who repeatedly threatened her, “that if her husband does not return to the unit, then she will have to “GIVE DOWN TO THE MOTHERLAND” BY RAPE. THEN THEY WILL TAKE HER DAUGHTER.”

Before being drafted into the army, my brother had health problems - a stomach ulcer, which “cured” during the military draft commission. Since the brother was unable to receive any medical care at the place of service, he was forced to independently get to the city of Miass, where in the City Hospital No. 2 he had an examination of the gastrointestinal tract and was diagnosed with: duodenal ulcer, atrophic gastroduodenal reflux, chronic cholecystitis. He also underwent an X-ray of the cervical spine with a diagnosis of cervical osteochondrosis.

These medical documents are in Maxim's hands. How long will it be possible that instead of training in military specialty in the Chebarkul garrison, soldiers will be as slaves taken prisoner Russian Army? If no one is able to cope with such lawlessness, you, as the Commissioner for Human Rights in the Chelyabinsk Region, can stop the autumn call and apply to the President of the country - the Supreme Commander-in-Chief and Commissioner for Human Rights for the Russian Federation Lukin V.P. immediately put things in order in the army. How long will the army maim, mutilate and kill?

WHO NEED SUCH AN ARMY!!!

I ask you to take under special control the course of the investigation in this case, to bring to justice for everything that happened those who directly beat and humiliated; those who contributed to this, in the person of the command of the unit, and those who are negligent in their immediate duties - overseeing compliance with the law and the rights of military personnel - the military prosecutor of the Chebarkul garrison, and also help send my brother to an independent military medical examination.
