List of those awarded the Order of Courage. Who are they - knights of the order? Who gets this award

In Russia, they have always tried to support and encourage citizens who have accomplished feats for the sake of their country. There are many such people, and some of them have been awarded the Order of Courage. What benefits and payments can be received by persons who have received such a high award?

Features of the order

If the order is awarded, but payment does not occur, you should contact the state body, where it is necessary:

  1. submit a report;
  2. write an application for payment.

The written response of the experts who deal with this issue, if necessary, can be used in court. But it is very important to act promptly, since the limitation period for such cases is 3 months from the date of violation.

How to get an allowance?

There is another type of payment that holders of the Order of Courage are entitled to count on - this is a severance pay upon dismissal. Military personnel and employees of internal affairs bodies have the right to it.

Here's an example:
According to, if an internal affairs officer who received the Order of Courage for services to the Motherland served in the authorities for more than 20 years, after dismissal he will be paid a lump sum of 7 salaries + 1 for the award; if less than 20 years old - 2 salary + 1 for the award.

It should be remembered that there are certain reasons for dismissal from the service that do not allow you to receive a lump sum:

  • violation of discipline of a rude nature;
  • written disciplinary action;
  • violation of the conditions prescribed in the contract;
  • loss of trust;
  • violation of federal law;
  • committing a criminal offence.

In such cases, the police officer will not receive a lump-sum allowance.

Other payments

Consider what benefits and payments a person awarded with the Order of Courage can expect on a monthly basis. He can receive the title of "Veteran of Labor" and the corresponding benefits.

According to, the person who received the Order of the Russian Federation is a labor veteran. What conditions must be met for this?

  • Reaching retirement age.
  • Required length of service for the appointment of an old-age pension.
  • In some regions - seniority.

In the regions of the Russian Federation, benefits are of a different nature, often representing certain measures of social support or cash payments.

The next opportunity to get benefits in Russia is to be a combat veteran. Most often, these are military personnel who served in hot spots. An exhaustive list of them is presented in. Here are some examples:

  • Syrian Arab Republic;

Monthly payments

In some cases, the recipient of the Order of Courage is entitled to various benefits, including payments on a monthly basis and reduction in utility bills. This applies to those who were awarded the Order of Courage of the 3rd degree, accomplished another feat and received the title of hero. Russian Federation. In this case, the following benefits are provided:

  • increase in the size of the old-age pension;

  • purchasing tickets out of turn.

A detailed list of benefits can be found in the Federal Law No. 4301 - 1 dated 01/15/1993 (as amended on 07/01/2017).

The named benefits are provided to the heroes of the Russian Federation automatically, therefore, the collection of documents and application to the authorized bodies is not required. However, if we are talking about cash payments every month, then in order to receive them, you will need to contact the Pension Fund, where you will need to write an application. The applicant must have an identity document and a document confirming the receipt of a state award.

Summing up, we note that although receiving the Order of Courage does not directly entail the receipt of benefits or payments, they are nevertheless provided for by Russian law.

In 1994, the President of the Russian Federation signed a decree approving a new award - the Order of Courage. They can be awarded to citizens of Russia who have shown courage and courage in maintaining order, in the fight against natural disasters, in emergency situations. When saving people, when performing official or civic duty. It is issued on the condition that these actions were associated with life risks.

This order can be awarded not only to citizens of the Russian Federation, when rescuing Russian citizens on the territory of the country or abroad, foreigners can also be awarded the order. There may be a posthumous award.

Order of Courage with certificate

How does the order look and wear?

The Order of Courage is made of silver and is a cross with equal and rounded ends. The edge along the edge is embossed, as are the rays and the image of the state emblem in the center. In the center on the reverse side - the inscription in stylized letters "Courage" and the number of the order. With the help of an eye, the order is connected to a block covered with a ribbon.

The Order of Courage is worn on the left side of the chest and is located behind the sign of Nakhimov. When wearing the ribbon of the order on uniform, it is located behind the ribbon of Nakhimov. On civilian clothes, a ribbon in the form of a rosette is worn on the left chest.

Awarded

According to statistics, more than 100 thousand people have already received the Order of Courage. The first awards were presented in November 1994 to Afanasiev and Ostapchuk for saving the Yakhroma motor ship. During the history of the awarding of the order, group awards have also happened several times. For example, all members of the crew of the Kursk, paratroopers who made the legendary forced march from Bosnia to Kosovo and others received the order.

The order was awarded to all members of the crew of the AN-124 aircraft, which crashed in Irkutsk in 1997. The cause of the fall is believed to have been a severe overload of the aircraft and the failure of three of the four engines. As a result, 49 residents of the city and 23 people flying in the plane were killed.

This order was posthumously awarded to 98 crew members of the K-129 submarine, who died in 1968, when, according to American intelligence, the R-21 rocket engines fired on board.

More than five hundred sailors who served on the battleship Novorossiysk, as well as 117 people who participated in rescue operations, were awarded this order. This ship was Italian and handed over to the USSR when Italy was pulling out of World War II.

For unknown reasons, more than 800 people died on the ship in 1955 as a result of two explosions. By the way, this was not the first time the ship was blown up. At the beginning of the Great Patriotic War it was hit by a shell, which killed more than 100 sailors.

The youngest holder of the order was the seven-year-old Zhenya Tabakov, who saved his sister from the hands of a rapist. Unfortunately, the boy was awarded posthumously.

The order for the shown courage is handed over repeatedly. Three people are four times knights of this order. Not so long ago, amendments were made to the decree on its award, according to which three times holders of this order can be presented to the title of Hero of the Russian Federation.

Forerunner of the order

The order is similar to the Soviet award - the Order "For Personal Courage", which ceased to exist due to the collapse of the country. The order was awarded in the following cases:

  • the courage that was shown in saving people;
  • courage in the face of great danger;
  • saving people or large material or spiritual values in emergency situations;
  • for selfless actions at the risk of life, committed during the performance of civic duty.

The Order "For Personal Courage" was made of silver, its basis was a convex star with five ends and gilded rays, which were applied to the branches of laurel and oak. In the central part of the star there is a shield with an enamel ribbon and the inscription "USSR" on it. Above the ribbon is the inscription "For personal courage", above which is the state emblem. The upper beam has an eye through which the badge was attached to the block, covered with a red ribbon with three stripes along its edge.

The badge of the order itself is a one-piece construction, on which there are no overhead parts. The pentagonal block was a separate detail, which was attached to the order with a ring.

There are several variants of this order:

  • The first has a slightly concave reverse, a somewhat rounded hallmark, the length of which is half the length of the circle. There is a thin line below the number. The smallest number known to date is 000006 and the largest is 008373.
  • The second version has a strongly concave reverse, as well as an oval recess, somewhat reminiscent of the similar one on the Badge of Honor. The stamp has a smaller rounding and a length of a third of the circumference, since the letters in it are located closer. The series have the following numbers: 006208, 006227, 006249 and 006250. Accordingly, such a copy is much more expensive among collectors, as it is less common.

The order was located on the left side of the chest, after the Order of the Badge of Honor. The history of awards begins in 1989. The first holder of the Order "For Personal Courage" was a teacher from the city of Ordzhonikidze, who voluntarily became a hostage of the bandits along with the children who were in the bus they seized. She remained with them and supported them in every possible way until the very moment of liberation.

Like the Order of Courage, it could also be awarded to foreign citizens. For example, in 1990, five Frenchmen were awarded, who participated in the elimination of the consequences of the earthquake in Armenia. The last gentlemen in 1991 were Pivovarova and Avetyan, who, during a fire in a Barnaul boarding school, saved the elderly who lived there.

In 1992, by presidential decree, the order remained in the country's award system. Then they simply removed the USSR inscription on the enamel ribbon on the shield. The Order "For Personal Courage" was awarded until 1994, when it was replaced by the Order of Courage, at that time it was the only military order in the country.

One of the features of both orders is the fact that none of them, unlike many others, gives the right to benefits, which offends many people, especially not the holders of the order themselves, but their relatives. The price for both orders is relatively small, apparently, it amounts to tens of dollars, of course, depending on many factors, including whether there are documents for it.

This article might not exist. Because the Order of Courage itself does not give any benefits. And we would have nothing to write about if we were limited to information from secondary sources. But we are extremely meticulous, so rather catch an article about something that at first glance does not exist ... about benefits and payments to Russians awarded the Order of Courage.

Who are they - knights of the order?

If you have never come across state awards before, let us explain why and to whom the Order of Courage is awarded.

According to the Decree of the President of the Russian Federation No. 1099 of 09/07/10, the Order of Courage has the status of a state award and is awarded in cases where a person shows exceptional fearlessness and courage in protecting law and order, saving the lives of civilians in the event of an accident or disaster, as well as in selfless performance of duty ( military, state, civil) in conditions of increased risk to one's own life and health.

To receive the Order of Courage, it is not necessary to have citizenship of the Russian Federation. This award is free from national, state and racial distinctions and on this moment is the most massive award in the Russian Federation. Today in Russia the number of those awarded with this distinction has long ago exceeded 100 thousand people. Since 1994, the Order of Courage of the Russian Federation has been the full legal successor of the Soviet Order "For Personal Courage".

But back to the topic of our conversation. What benefits does the Order of Courage give to its recipient

Lump sum payments

Having met the information that citizens who have the Order of Courage are not entitled to any payments or benefits, many interested people stop all searches. And in vain. Because they are entitled to at least two types of payments. Which? Now we'll tell you.

The first is the so-called presidential payment. Subparagraph "d" of paragraph 1 of Decree of the President of the Russian Federation No. 765 of July 25, 2006 enshrines the right of Russians who are in the civil service to receive a lump sum financial payment within 30 days from the date of issuance of the corresponding award document.

The amount of a one-time presidential payment for awarding the Order of Courage is:

  • five full salaries of military personnel, police officers and other bodies of the executive system of the Russian Federation (Federal Tax Service, Federal Customs Service, etc.);
  • five salaries for positions for prosecutors;
  • additional payment for a class rank to employees of the Investigative Committee in the amount of five times;

The process of assigning and receiving payment is regulated by the relevant department. If the order was handed to you in accordance with all the rules, and you did not wait for the payment (or did not even know that you could receive it), you need to submit a report or application to the authorized body for the purpose of payment to you. Next, you need to by all means get a written answer about why the money was not paid to you on time.

This answer is your shield in court. Having received it and armed with evidence of your innocence, you can begin to defend your legal rights. But remember that the statute of limitations for such cases is only 3 months from the moment you learned about the violation. Be prepared to prove why you didn't take care of your rights earlier.

The second type of payment is severance pay upon dismissal of police officers and military personnel (FZ No. 247 of 19.07.11 and FZ No. 306 of 07.11.11). For holders of the Order of Courage, there is a privilege in the payment of such benefits - it increases by one official salary or one salary of a soldier.

Thus, an internal affairs officer or a military officer receives a severance pay in the amount equal to:

  • those who served less than 20 years = 2 full salaries + 1 for the Order of Courage;
  • who served 20 years or more = 7 full salaries +1 for the Order of Courage.

Specific payments and benefits

The Order of Courage can become the basis for receiving a "monthly bonus for performing tasks at risk to life and health in peacetime," which is due to police officers and military personnel. This allowance is one additional salary for a military post.

At the Federal level, the Order of Courage allows you to receive the title of "Veteran of Labor" and all the benefits associated with it. According to Article 7 of the Federal Law No. 5 of 12.01.95. At the same time, a citizen must reach retirement age and have a length of service sufficient to assign him an insurance pension by age. An outstanding work record (more than 35 years) is mandatory only when it is specified in the law of the respective region. Today, labor veterans have privileges in almost all regions of the country: somewhere these are cash payments, and somewhere a full range of social services.

The holder of the Order of Courage of the 3rd degree has a privilege when receiving the title of Hero of the Russian Federation. Having made one more act, the fourth in a row, deserving a reward, full cavalier Order of Courage immediately receives the title of Hero of the country. This title, in turn, is the basis for receiving a variety of benefits, from utility bills to monthly additional payments.

Remember also that persons who have received the Order of Courage for feats committed in "hot spots" are recognized as combat veterans and can receive their privileges precisely on this basis. A complete list of such "hot spots" can be found in the Appendix to Federal Law No. 5.

As for the regional legislation regarding order bearers, it looks very disappointing. Regional budgets are extremely rarely able to "sponsor" additional payments, even to those categories of beneficiaries that are designated by the authorities as mandatory. What can we say about those to whom benefits and payments are provided "at will."

However, to find out about the possible bonuses in your region, you need to contact the department that produced the award. If there are any, you will definitely be informed about them.

The Order is a special honorary distinction. It is awarded by the state to those people who have personal merit in a particular area. From this article we will learn a little more about such an award as the Order of Courage.

Predecessor of the insignia

He is rightfully considered the successor of such an award as the Order "For Personal Courage", since there is much in common in their status. This is the last order that was established before the collapse of the USSR. This sign was intended to reward citizens for their courage and heroism. "For personal courage" was approved by the Supreme Soviet of the USSR in 1988, on December 28. In 1992, the symbolism of the USSR was removed from it. This order, in fact, was the only military award of the Russian Federation until 1994.

When was the Order of Courage established?

In 1994, on March 2, in the Russian Federation, by the Decree of the then President B. Yeltsin, the Order of Courage was approved - a new state award. Along with it, others were established:

  1. "For services to the Fatherland."
  2. "For Military Merit"
  3. "Friendship" and some others.

Who invented and developed the Order of Courage?

When developing the draft sketch, the militia cross of 1812 served as the basis. It was the idea of G. Vilinbakhov, the State King of Arms of the Russian Federation. The artist Ukhnalev proposed another option: an overlaid gilded double-headed eagle, which is much larger than the cross. But this proposal has not been approved. P. Kornakov took part in the creation of the sketch - candidate historical sciences. He also did the sculpting. Subsequently, the Order of Courage began to be made at the Moscow Mint.

Why are they awarded the Order of Courage?

This state award is given to people who have shown courage:

  • saving people at natural disasters, catastrophes, fires, etc.;
  • keeping order;
  • in the fight against the elements and crime.

The Order of Courage is awarded for:

  1. Courage and courage.
  2. Selfless act.
  3. Actions that are committed in the performance of official, military or civil duty in dangerous conditions.

Rewarding can be both individual and group, for example, a company or the entire crew of a ship or submarine. The honorary award may be awarded posthumously. Re-awarding is also possible.

Receiving three Orders of Courage for heroic deeds plus another selfless deed is the basis for conferring the title of Hero of Russia. In our country, there are holders of the Order of Courage, who received four state awards. Basically, they marked military personnel for participating in hostilities in the North Caucasus. There are more than 80,000 holders of the Order of Courage in Russia. Foreign citizens may also be awarded.

Description

What is the badge of the Order of Courage? This is an equal-ended silver cross with rounded ends. The distance between the opposite parts is 40 mm. The edges of the award are bordered with a relief border. In the center, the Order of Courage has an image of the State Emblem of the Russian Federation. Relief rays evenly diverge from it. On the reverse side of the order there is a horizontal inscription - "Courage". The relief inscription is made in stylized letters. The number is right there.

The sign of the order is connected by means of a ring and an eyelet with a block of a pentagonal shape. It is covered with a silk moiré red ribbon, the edges of which are depicted with white stripes. The width of the braid is 2.4 cm, the stripes are 0.2 cm. This is what the Order of Courage looks like. The photo of the award, which is in the article, will help to visually verify this.

How is the Order of Courage worn?

When wearing the ribbon of the order on uniform, a special bar 0.8 cm high is used. The width of the ribbon is 2.4 cm. A miniature image of the order is attached to it in the form of a rosette, the diameter of which is 15 mm silver metal. As expected, those awarded the Order of Courage wear a state award on the left side of the chest. If there are other awards of the Russian Federation, then “For Courage” is usually placed behind the Order “For Merit to the Fatherland”, 4th degree. For possible everyday wear and special occasions, a small copy of the badge of the Order of Courage is provided.

Who was the first recipient of this distinction?

The first Decree by the President of the Russian Federation B. Yeltsin was signed in November 1994. Pilots V. Ostapchuk and V. Afanasiev were included in the first list of the Orders of Courage. They were awarded an honorary state badge for their selfless courage in rescuing people from the Yakhroma motor ship. Then he was in distress while in the Barents Sea.

In the same year, the first mass awarding of the Order of Courage took place. This award was awarded by the Decree of President B. Yeltsin to 17 military personnel for the heroism they showed in clearing the area and disarming explosive objects.

Knights of the Order of Courage

The main number of awards with the Order of Courage falls on merit during military operations on the territory Chechen Republic, North Caucasus, and also in Tajikistan. Many persons are presented for the award, who test military and civilian equipment. In addition, heroes and participants in the events of past years are awarded.
