1. These Regulations determine the procedure for assigning and paying scholarships from the Governor of the Moscow Region to athletes - members of sports teams of the Moscow Region (hereinafter referred to as the scholarship).

2. The scholarship is assigned and paid to athletes who, on the date of achieving a sports result, are members of sports teams of the Moscow region:

1) in sports disciplines of the relevant sport included in the programs Olympic Games, working under an employment contract as an athlete (athlete-instructor) or studying (undergoing sports training) in government institutions of the Moscow region or municipal institutions in the Moscow region and who have become champions and prize-winners of the Russian Championship, winners and prize-winners of the Russian Championship (juniors, junior women, young men , girls), except for team sports;

3. The scholarship is also paid:

1) veteran athletes who reside in the Moscow region, were members of sports teams of the Moscow region and became champions or prize-winners of the Olympic, Paralympic or Deaflympic Games, including in team sports (hereinafter referred to as veteran athletes);

2) coaches who have a place of residence in the Moscow region, have reached the age that gives them the right to establish an old-age labor pension and have trained champions or prize-winners of the Olympic, Paralympic or Deaflympic Games (hereinafter referred to as veteran coaches);

3) athletes - members of sports teams of the Moscow region who became champions or prize-winners of the Olympic or Paralympic Games (champions and prize-winners of the Olympic or Paralympic Games);

4) coaches who, on the date of awarding the scholarship, have a place of residence in the Moscow region or work under employment contracts in government institutions of the Moscow region or municipal institutions in the Moscow region and have been training athletes - members of sports teams of the Moscow region who have become champions or Olympic medalists for at least 4 years or Paralympic (hereinafter referred to as coaches of champions and medalists of the Olympic or Paralympic Games).

4. To the persons specified in paragraph 3 of these Regulations, a scholarship is paid provided that, before the entry into force of these Regulations, they were assigned and paid a scholarship by the Governor of the Moscow Region to the best athletes and coaches in the Moscow Region, in accordance with Resolution of the Governor of the Moscow Region N 40- PG "On the scholarship of the Governor of the Moscow Region for the best athletes and coaches in the Moscow Region."

5. The scholarship is awarded for a period of one year from January 1 of the current calendar year and is paid monthly by transfer Money to the personal accounts of scholarship recipients.

If a candidate simultaneously has the right to be awarded a scholarship on several grounds, the scholarship is awarded only on one basis, which provides for the largest amount of the scholarship.

6. Candidates of athletes specified in paragraph 2 of these Regulations (hereinafter referred to as candidates) for the appointment of a scholarship in the next calendar year are submitted by Moscow regional sports federations in sports from December 15 of the current calendar year to January 15 of the next year to the Ministry of Physical Culture and Sports of the Moscow region (hereinafter referred to as the Ministry).

7. The selection of candidates for scholarships is carried out by the Interdepartmental Commission for Sports Reserve of the Moscow Region (hereinafter referred to as the Commission).

The regulations on the Commission and its composition, as well as the list of documents necessary to consider the issue of awarding a scholarship are approved by the Ministry.

8. The commission draws up a list of candidates for a scholarship and submits it for approval to the Minister of Physical Culture and Sports of the Moscow Region (hereinafter referred to as the Minister) or the person performing his duties.

9. If the number of candidates for a scholarship exceeds the established number of scholarships, the scholarship is awarded to candidates who have achieved the highest results in sports; in case of equality of results, preference is given to basic Olympic, Paralympic and Deaflympic sports developed in the Moscow region for the preparation of a reserve of sports teams of the Russian Federation, the list of which is approved in accordance with the legislation of the Russian Federation.

10. The list of candidates for a scholarship is approved by order of the minister, which is the basis for payment of the scholarship.

11. Payment of the scholarship is terminated in the following cases:

exclusion of an athlete from the list of candidates for the sports team of the Moscow region;

termination of an employment contract in accordance with labor legislation or termination of training in government agency Moscow region or municipal institution in the Moscow region;

sports disqualification of an athlete;

the entry into force of a court verdict in relation to the scholarship recipient, subjecting him to punishment associated with imprisonment;

death of the scholarship recipient, as well as in the event that he is recognized as missing or declared dead in accordance with federal law.

Lists of persons subject to exclusion from the list of scholarship recipients are submitted to the Ministry by the Moscow regional sports federations with attached documents confirming the occurrence of the circumstances specified in paragraph 11 of these Regulations, within 10 days from the day when the Moscow regional sports federation became aware of about their arrival.

12. Payment of the scholarship is terminated starting from the month following the one in which the circumstances specified in paragraph 11 of these Regulations occurred, on the basis of an order of the minister adopted at the proposal of the Commission.

13. To the persons specified in paragraph 3 of these Regulations, the scholarship is paid monthly by transferring funds to their personal accounts:

for veteran athletes and veteran coaches - for life;

champions and medalists of the Olympic or Paralympic Games and coaches of champions and medalists of the Olympic or Paralympic Games - for a period of four years from the date of her appointment.

14. The Ministry is the main manager of the budget funds of the Moscow region allocated for the payment of scholarships.

15. Financing of expenses for the payment of scholarships is carried out monthly within the limits of the funds provided for by the law of the Moscow region on the budget of the Moscow region for the corresponding financial year for these purposes, according to the budget schedule of the budget of the Moscow region, approved in the manner prescribed by law, and the approved limits of budget obligations.

16. Financing of expenses for the payment of scholarships is carried out monthly through the personal account of the Ministry opened in the Federal Treasury Department for the Moscow Region.

17. To pay the scholarship, the Ministry submits the following documents to the Ministry of Economics and Finance of the Moscow Region:

order of the minister on the appointment (termination of payment) of a scholarship and a list of athletes who have been awarded a scholarship, indicating the amount of payment (submitted once);

a register of athletes who have been awarded a scholarship, indicating the amount of payment and the personal accounts of scholarship recipients opened in banks or other credit institutions (hereinafter referred to as the bank), signed by the minister and certified by the seal of the Ministry (submitted monthly);

payment orders for the transfer of funds to personal accounts specified in the register of scholarship recipients;

service agreements concluded with banks regarding the transfer of scholarships to the personal accounts of scholarship recipients;

payment orders (if necessary and in accordance with concluded agreements) to transfer fees for relevant services to banks.

18. The Ministry exercises control over the targeted use of budget funds of the Moscow Region allocated to finance the costs of paying scholarships.

19. Responsibility for the misuse of budget funds of the Moscow Region allocated to finance the costs of paying scholarships is established in accordance with federal legislation and the legislation of the Moscow Region.

20. To assign a scholarship for sports achivments 2013, athletes' candidacies are submitted to the Ministry by Moscow regional sports federations for sports within 30 days from the date of entry into force of these Regulations.

The scholarship is awarded for results shown in 2013 for a period of one year from January 1 of the current calendar year and is paid monthly by transferring funds to the personal accounts of scholarship recipients.
