He has the appropriate powers. There must be a desire - he's an honest minister.

The request is completely specific: we need help with one of the RosPil cases.

So, there is such a crook named Vladimir Miklushevsky, now he is the governor of Primorye, and before that he was the rector of the Far Eastern University.

Having become governor, by the way, he immediately became famous for ordering repairs for 90 million rubles in his residence, which did not need repairs (apparently the state husband really needed the boor), but this is so, a lyrical digression.

Well, during his term as rector, in the summer of 2011, Miklushevsky announced a competition for the creation of the "Electronic University" system in the amount of as much as 820 million rubles.
Do you think that numerous IT companies flocked to the jackpot of $27 million and began to compete furiously with each other?
Nothing like this. When opening the envelopes, it turned out that only one company, Vintegra Projects LLC, had submitted an application, and a contract was concluded with them for 647 million rubles.

How did it happen? There are many companies that provide similar services. Let's just say that the "Electronic University" system is not ten computers in the office, but it is not a synchrophasotron either. There are hundreds of similar projects around the world.

It's very simple: in the tender documentation, the Far East University swindlers, headed by Miklushevsky, indicated " the executor of the order had to have experience in performing work for federal universities".
Why? We have only 10 federal universities and there is no information that any of them had an excellent "electronic university" system.

The explanation is usual: we showed the tender documentation to many experts, and they all unanimously stated that the price was overstated several times.

Some details of the deal look quite curious:
Miklushevsky since 2007 worked in the Ministry of Education side by side with the citizen Kalina Isaak Iosifovich (now he is the head of the Moscow Department of Education).
In 2008-2010, Kalina and Miklushevsky were both deputy ministers of education.

And, wow, the son of Isaac Kalina, Roman Kalina represented the interests of the "winner" by proxy:

The activity of I.I. Kalina runs counter to the principles of the federal policy in the field of education, violates the federal law on education, the Moscow law "On the development of education." First of all, this was expressed in the campaign to consolidate schools, which was not only carried out with serious violations of the law, but also became a source of social tension. Protests against the policy of the Department of Education became regular.
The campaign to create "multi-profile multifunctional educational centers" is being conducted on the personal initiative of I.I. Kalina. Neither the Capital Education: 2012-2016 program nor Federal programs development of education, nor the May 2012 presidential decrees provide for the mass unification of existing educational institutions. In the city, everything “merges” in a row, mechanically and thoughtlessly: technical schools with correctional kindergartens, schools for children with deviant behavior with lyceums for gifted students and evening schools.
Moscow lacks a clearly defined normative base for decision-making in the field of education. Many decisions, including those related to the budget, are made without discussion, and are implemented without the adoption of regulations, on the basis of "verbal orders", which can only be called voluntarism.
I.I. Kalina and his deputies constantly state that educational complexes created on their own initiative school groups. It's a lie. In reality, the consolidation of educational institutions is carried out by force, and is often based on blackmail and deception of parents, teachers and directors.
The goals of the school unification campaign have never been clearly spelled out, its effectiveness is not analyzed by the authorities. The commission for evaluating the results of the creation of the complexes was created only two years after the start of the campaign; neither experts nor representatives of the parent, teacher and other public were included in it.
As a result, we see that the "enlargement" campaign is not aimed at improving the quality and accessibility of education, and not even at reducing budget expenditures. Many are sure that the true goals of the campaign are to establish control of officials over financial flows in the field of education and to strengthen the vertical of personal power of I.I. Kalina.
Moscow's budget expenditures on education have increased significantly since 2010, but the pattern of their spending, including on the construction of new educational institutions, remains opaque. Evaluation of the effectiveness of budget expenditures on education has not been carried out and is not being carried out.
Instead of organizing a real inclusive education in Moscow, correctional schools have been practically destroyed, kindergartens are being transformed from educational centers into "incubators", the suffocation of schools for gifted children continues; socially accessible “extension” is being destroyed, which can lead to an increase in neglect and child crime, additional education is financed with delays.
Moscow policy in the field of education should undergo a serious revision, including with the participation of the general public. It is necessary to create a system corresponding to the principle of public and state management of education established by federal law. It is necessary to clearly define the goals and performance criteria for any changes in the field of education in Moscow.
The first step in eliminating the crisis should be the dismissal of I.I. Kalina as an official who is dangerous for the education system in Moscow. From now on, it is necessary to provide for a procedure for public discussion of candidates for such an important position as the head of the Moscow Department of Education.”

The question of whether the school changes the world, the world changes the school, is akin to the question about the chicken and the egg. It can only be unequivocally stated that those who ignore the relationship between the changing world and the school will inevitably lose.

This is what the collection of articles by the head of the Department of Education of the city of Moscow, Isaac Kalina, “The School of the Future is Changing the World Today” is dedicated to. It is interesting for two reasons.

First, in the 2010s, the Moscow education system experienced major changes, which, among other things, included the introduction of a system of per capita funding that was uniform for all schools and educational institutions to educational centers. All this was not without controversy. News regularly appeared in the media that the parent community in Moscow demanded that unique schools be left alone, which could suffer when merged with less powerful educational institutions. At the same time, the head of the Moscow Department of Education, Isaac Kalina, did not stop repeating in an interview why everything is being done: to give access to quality education to all the children of Moscow, and not just the lucky ones who got into a hundred outstanding schools.

From this point of view, we have before us a manager's monologue, "cleared" of polemics. The author immediately warns that he will only talk about successful solutions and failures and mistakes can be discussed using the various tools that the Department provides.

Secondly, Moscow schools, having gone through changes, demonstrate their effectiveness. Reports on the results of their work can be seen on the website of the Department. So, here you can find out that in 2016 the share of Moscow students among the winners and prize-winners All-Russian Olympiad schoolchildren was 31.9%, and in 2010 it was only 18.9%. There were 131 more children in Moscow schools who received 100 USE points in at least one subject in 2016 than in the previous year. And in a study conducted according to PISA standards at the initiative of the Moscow authorities, city schools showed results at the level of the top 10 best educational systems world in reading and math literacy and the top 20 in science. By the way, the all-Russian results of PISA usually become a reason for criticism of the system, and not for pride.

And from this point of view, Isaac Kalina describes in his articles the “school of the future”, which has already become a present for Moscow, and for other cities and regions can be a model for future changes.

Here are a few theses of Isaac Kalina, which can be adopted:

  • Education is a citywide project, the school must use the opportunities that the city gives, and the city must become a big School.
  • The education system must be open: this means that everyone must understand how decisions are made, budgets are formed, and so on. In other words, if you don't explain your decisions yourself, social media users will.
  • City rankings can be an effective tool for school development if they are aligned with two principles. Firstly, each student raises the rating of the school with his success, but not a single student can lower it. Secondly, the rating indicators are selected in such a way that the school is interested in a variety of students and in solving various pedagogical problems. In this case, schools will not "sacrifice" children for the sake of a line in the ranking, trying to look for an individual approach to each.
  • The system of per capita funding for schools without a transparent rating does not work.
  • The purpose of various monitoring of the quality of education and verification work should not be external evaluation schools, but the development of a correct self-esteem by the school.
  • The task of the Department of Education is to be an "alarm clock" that reminds schools that "tomorrow" has already arrived, it's time to act. In addition, the Department manages, but does not interfere: the school should have its own freedom and responsibility for the result.
  • A modern student is a student who knows and can. The school should be aware of what skills it rewards students for spending most of their lives in it.

Of course, speaking about the successes of Moscow schoolchildren, it's hard not to think about the huge financial resources of the city, the technical equipment of schools and teachers' salaries. But it is useful to remember that any opportunities are only half the battle, and their effective use depends on specific people.

On September 20, the editors published an article about the alleged resignation of the head of the DOGM, Isaac Kalina. This was not a fake stuffing, which we are now accused of. The chronology of events was as follows. At the time of publication, the editors received information that the capital's educational department will have a new head. The information was confirmed from various sources, including the Moscow Government. Our journalists were also given a list of prospective candidates for the position of the head of the DOGM, among them there was no Kalina's name. And then the editors decided to publish this material.

The situation changed on 21 September. We do not know how this personnel decision was made, what arguments were used by the leaders of the Moscow Mayor’s Office, and that, in fact, Isaac Kalina was reappointed to the position of the head of the DOGM. In this part, our publication turned out to be unreliable. Everything else is true.

Dissatisfied with the policy of the Moscow Department of Education and, above all, with the forced merger of schools, parents and teachers of Moscow schools took to the streets. There was a rally on Saturday and a picket on Monday. At the same time, there were rumors about the dismissal of the capital's Minister of Education, Isaac Kalina. True, the Department of Education did not confirm them.

Perhaps the most odious fruit of the modernization of education has been the rampant merger of schools. No matter how parents and teachers protested, from the previous 2 thousand schools to the beginning of a new school year only 700 remained. But even then the officials did not calm down: all the comprehensive schools, they set about schools for the gifted, the handicapped, and the troubled deviant teenagers.

All secondary schools for children with special needs were faced with a choice: to join other educational centers, and without financial surcharges, and therefore without special pedagogical support difficult children, or close altogether by transferring former schools students for home schooling.

However, the difference between the two options is small. Without specialist teachers, neither children with handicapped, neither deviants will be able to study in ordinary schools and very soon will be "at home", and calling a spade a spade, on the street. Participation in the "general migration of peoples" of former schools for gifted children puts an end to their education. It is not surprising that, faced with such a prospect, Moscow parents took to the streets.


“Draining schools, the Moscow Department of Education spoke about improving the quality of education. But in fact, their goal was to save money, ”Maxim Larionov, head of the social programs department of the All-Russian Society of the Deaf, a graduate of Moscow boarding school No. 30 for hearing-impaired children, expressed the opinion of the Saturday rally (according to the organizers, 1,500 people took part in it).

Cynical deception is always disgusting. But the height of cynicism is ways to save money on children. Since January, the amounts that schools receive to pay for utilities, said the current head of the parent committee of the same school, Victoria Ermakova, “are cut to such an extent that they cover only a tenth of the needs of educational institutions and directly depend on the number of students. And in the Department of Education they say: “Not enough? Earn 1.5-2 million rubles. per month and cover your own needs.”


The call of education officials to "make money" on the most vulnerable students - children with disabilities - lies beyond good and evil. Especially when you consider that the communal services of all other institutions of the capital are financed based on the area of ​​buildings and does not depend on the number of employees. This also applies to the Department of Education.

However, they "save" not only on disabled people - on talented children too. For the Intellectual school, for example (MK recently wrote about its misadventures), budget funding was reduced by 4 times: from 83 to 21 million rubles. And school number 1189 named after. Kurchatov was completely “leaked” by deceit, the mother of one of the students told MK. Otherwise, apparently, the merger did not work, because future mathematicians and physicists were united there with deviants and mentally retarded children:

- Our school at the Institute. Kurchatova has always been very strong. Until now, we were admitted on a competitive basis, and now we are being merged with complex No. 2077, which includes 3 general education schools, one deviant and one more for mentally retarded children of the worst, type 8. At the same time, the merger was carried out in violation of the law: without the decision of the governing board of the school and an assessment of the consequences of the merger. No one warned the former leadership of the school, parents, and the governing council about the upcoming merger, but simply confronted it with a fact on one beautiful morning. The former director was fired, the teachers are writing resignations, and we are writing to all authorities, and everyone who could physically come went to the rally on Saturday and will go to the picket on Monday. We want to preserve our school, the teaching staff and the programs that the children have been studying until now. If we cannot do without a merger, let us be merged with the Intellectual school, which has the same problems. Or with any other strong school.


Moscow parents demand not only to stop the ill-conceived measures of the city's "modernization" of education. Their other slogan is the resignation of the current director of the Moscow Department of Education, Isaac Kalina. And on Sunday evening, unofficial information about the impending dismissal of the official appeared. However, the department has not officially confirmed it. "MK" will closely monitor developments.
