Some unwanted IS-BEs sentenced to Earth were classified as "untouchable" by the "Old Empire". This included anyone judged by the "Old Empire" as too vicious a criminal to change or submit to, as well as other criminals such as sexual perverts, or beings unwilling to do any productive work. The "inviolable" classification of IS-BEs also includes a large number of "political prisoners". Including those IS-BEs who are seen as rebellious "freethinkers" or "revolutionaries" who caused problems for the various planetary governments of the "Old Empire". Of course, everyone who fought against the "Old Empire" is also sent to Earth. The list of "untouchables" includes artists, artists, singers, musicians, writers, actors and any performers. For this reason, Earth has more artists per capita than any other planet in the "Old Empire". "Among the untouchables" are also intellectuals, inventors and geniuses in almost every field. It also includes skilled managers who are no longer needed in a society of obedient, automated citizens. Anyone who is unwilling or unable to submit to senseless economic, political and religious slavery such as the tax payments of workers in the "Old Empire" class system is "untouchable" and sentenced to memory-wipe permanent imprisonment on Earth. The end result is that IS-BEs are unable to escape because they cannot remember who they are, where they are, where they came from. They have been hypnotized to think that they really are someone else, sometime and somewhere living, rather than who they really are. Although military base The "Old Empire" has been destroyed, unfortunately most of the extensive force shield mechanisms, electroshock/amnesia/hypnosis machine IS-BEs continue to function at another hitherto unknown location. The main base or operations control center of the "mind control prison" has not yet been discovered. Therefore, the influence of this base, or several bases, still remains. After the destruction of the "Old Empire" space forces, The Domain discovered that no one is actively preventing other planetary systems from sending their own "untouchable" IS-BEs to Earth all over this galaxy, and from other galaxies nearby. Therefore, the Earth has become the universal dumping ground for this entire contiguous region of space.
This, in part, explains the very unusual mix of races, cultures, languages, moral codes, religious and political influences among living IS-BEs on Earth. The number and variety of heterogeneous societies on Earth is extremely unusual for normal planets. Most "Sun Type 12, Class 7" planets are inhabited by only one humanoid body type or race. In addition, most of Earth's ancient civilizations, and many of Earth's events, were largely influenced by the covert, hypnotic operation of the "Old Empire" base. Until now, no one has figured out exactly where and how operations are run, or who runs it, because it is heavily protected by screens and traps. Furthermore, at this end of the galaxy, there has been no operation to seek, locate, and destroy the vast and ancient network of electronic machines that create the force shields of IS-BEs. Until this is done, we will not be able to prevent or interrupt the electroshock, hypnosis, and remote mind control of the "Old Empire" prison planet. Of course, all members of The Domain Expeditionary Force team are now always aware of this phenomenon when operating in solar system so as to prevent detection and capture by the "Old Empire" traps.
