TRANSPORT INFRASTRUCTURE

The city is part of the Mytishchi-Pushkin-Shchelkovo sustainable settlement system - the largest in the Moscow region and located within an hour's transport accessibility from the center of Moscow.

The main transport links of the urban settlement of Pushkino with Moscow, cities and towns of the Pushkinsky municipal district are carried out along the Moscow-Yaroslavl railway, the Moscow-Arkhangelsk (Kholmogory) federal highway and the Pushkino-Ivanteevka-Shchelkovo, Pushkino-Krasnoarmeysk territorial roads and Yaroslavl highway. Railway transport, as at present, will provide mainly communications with the city of Moscow and inter-district communications. An increase in the volume of passenger traffic is expected along the Yaroslavl direction of the Moscow Railways, which is one of the busiest railway directions of the Moscow transport hub.

For the convenience of the population, a high-speed electric train route has been organized, going from the Yaroslavsky railway station to the Pushkino station. Passenger transportation, urban and suburban, is carried out by buses and fixed-route taxis.

The draft master plan proposes the reconstruction of the territory of the bus station with an increase in the parking area for buses, as well as the creation of places for disembarking passengers (sites) and landing along traffic routes in accordance with the current Norms and Rules for traffic safety and passenger transportation.

In the Western planning area near the Pushkino railway station, a stopping point and a turning circle are planned for bus routes connecting the city center with the Mamontovka, Klyazma and Zavety Ilyich microdistricts in order to unload the bus station in the Central planning area of ​​the city. It is also planned to organize parking lots for taxis and cars. The Kholmogory highway is one of the busiest routes in the Moscow Region with large freight and passenger traffic. The highway bypasses the city center on the section of the river. Klyazma - pos. Forest and designed for transit traffic. The intensity of traffic on the highway "Kholmogory" within the city is 60-50 thousand units per day.

The direct service of the urban settlement of Pushkino comes from the old route of the Yaroslavl highway - a regional highway (category II), which opens at the same level from the Kholmogory highway, passes through the whole city and is a citywide highway. The intensity of traffic within the city ranges from 16954 to 7000 cars per day. To pass a promising traffic flow in the direction under consideration, it is planned to reconstruct the Kholmogory highway with the expansion of the carriageway to six lanes in the section from the turn to Korolev to the Small Concrete Ring. Federal highway "Kholmogory" is considered as a high-speed road, therefore, intersections with it are provided at different levels.

Pedestrian crossings (off-street) are planned to connect the Eastern planning area with the central part of the city.

The main transport problems in the city are the need to create additional cross-links between the Central and Western planning areas, separated by a railway line, to create new exits to external roads to connect the urban settlement of Pushkino as a regional center with the settlements of the Pushkinsky municipal district, the cities of Mytishchi-Pushkinskaya - Shchelkovo sustainable settlement system, streamlining the intra-city street structure in order to create new urban transport links serving the central and peripheral areas of the city, allowing to separate intra-city and transit flows, unload the central part of the city and improve the quality of transport communication for citizens. The existing territorial roads will be a continuation of the city highways, strengthening the cross-links between the planning areas of the city.

The proposed design solution for the planning structure of the street and road network of the urban settlement of Pushkino is due to the following main factors:
- the need to ensure the development of transport links corresponding to the directions of passenger and labor correspondence with the priority task of eliminating the disunity of urban areas separated by the Yaroslavl direction of the Moscow Railway, water barriers and the withdrawal of transport to the federal road network of the region and district;
- exclude the attractiveness of the street network of the central planning area of ​​the city for transit flows of road transport, differentiate the street network with the withdrawal of intra-city freight traffic to streets that minimally affect residential development;
- provide transport links for new urban microdistricts - Mamontovka, Klyazma, Zaveta Ilyich, as well as the Eastern Planning District, located on the east side of the Kholmogory highway.

Transit and freight transport going along the Kholmogory highway is supposed to be left on the highway, which, within the city limits, will have the value of a main road of continuous traffic. Intersections of other directions with the route are solved at different levels.

In the Western planning area, parallel to the railway along the western border of the city, it is proposed to build a highway that provides connections between Pushkino and Moscow, Mytishchi and settlements located on the western side of the railway.

The planned transverse streets will provide links between the meridional highways.

It is planned to widen and pave the carriageways of the existing streets in the preserved individual buildings to make it possible for public transport routes to pass through them.

In connection with the increased level of motorization of the population, the issue of providing car owners with places in garages and parking lots is acute.

The city lacks garages and parking lots for individual vehicles, the provision with garages is 30 percent. from required.

Until 2020, it is necessary to build garages for 18,450 cars in the urban settlement, which is about 10.0 hectares in area. In accordance with the "Scheme of territorial planning of the Moscow region - the main provisions of urban development", approved by the Government of the Moscow region (Decree of July 11, 2007 No. 517/23), it is planned to develop a new off-street type of rail transport (mini-metro or light rail), which will improve the transport service of the largest urban settlement systems of the Moscow region in this case in the direction of Mytishchi-Pushkino-Ivanteevka-Shchelkovo with a possible extension to the cities of Balashikha and Reutov.

The line of high-speed passenger rail transport will enter the city from the side of Ivanteevka, will pass in the same corridor from the street. Oktyabrskaya, then it will pass along the railway and end at a promising interchange complex, which will be created at the intersection of the Yaroslavl direction of the railway and the Ostashkovskoye highway.

Regulations on the composition, procedure for preparing and approving local standards for urban planning of the urban settlement of Sofrino, Pushkinsky Municipal District, Moscow Region.

1. General Provisions

1.1. The Regulations on local standards for urban planning design of the urban settlement of Sofrino (hereinafter referred to as the Regulations) were developed in accordance with the Town Planning Code of the Russian Federation, Federal Law No. 131-FZ of 06.10. region dated 31.05.2006 N 469/20 "On urban design standards", by order of the Chief Architecture of the Moscow Region dated 03.23.2009 N 14a "On approval of the Methodological recommendations for the preparation of local standards for urban design, taking into account the spatial features of the structural and functional organization of municipalities of the Moscow region" , Charter of the urban settlement of Sofrino.

1.2. These Regulations define the composition, procedure for the preparation and approval of local standards for urban planning of the urban settlement of Sofrino.

1.3. Local regulations are developed in accordance with the Town Planning Code of the Russian Federation, Federal Law of 06.10.2003 N 131-FZ "On the General Principles of Organization of Local Self-Government in the Russian Federation", Law of the Moscow Region of 07.03.2007 N 36/2007-OZ "On the Master Plan for the Development of the Moscow Region", Law of the Moscow Region dated February 28, 2005 N 68/2005-OZ "On the Status and Borders of the Pushkinsky Municipal District and the Municipalities Newly Established in It", Decree of the Government of the Moscow Region dated January 16, 2012 N 24 /54 "On Approval of Urban Planning Standards in the Moscow Region", taking into account the order of the Chief Architecture of the Moscow Region dated March 23, 2009 N 14a "On Approval of the Methodological Recommendations for the Preparation of Local Urban Planning Standards Taking into Account the Spatial Features of the Structural and Functional Organization of the Territories of Municipal Formations of the Moscow Region", taking into account the laws the Russian Federation on technical regulation, land, forestry, water legislation, legislation on specially protected natural areas, on environmental protection, on the protection of cultural heritage sites (monuments of history and culture) of the peoples of the Russian Federation, other legislation of the Russian Federation and the Moscow Region. When developing local regulations, plans and programs for the integrated socio-economic development of the Pushkinsky municipal district of the Moscow Region and the urban settlement of Sofrino are taken into account.

1.4. Local regulations are a municipal legal act of the local self-government body of the urban settlement of Sofrino, establishing the requirements for the planning organization of the settlement and the building parameters of settlements located within the boundaries of the urban settlement: Sofrino settlement, Sofrino-1 settlement, Balabanovo village, Khlopenevo village , d.

1.5. Local regulations are obligatory for application by local authorities of the urban settlement of Sofrino of the Pushkinsky municipal district, individuals and legal entities in the implementation of urban planning activities on the territory of the urban settlement of Sofrino.

1.6. It is not allowed to approve local regulations containing the values ​​of the minimum design indicators for ensuring favorable conditions for human life activity that are lower than the values ​​of the minimum design indicators for ensuring favorable conditions for human life activity contained in the urban planning standards of the Moscow Region.

1.7. The absence of local regulations is not an obstacle to the approval of territorial planning documents for the urban settlement of Sofrino, rules for land use and development, documentation for planning the territory, construction, reconstruction and overhaul of buildings, structures, structures.

1.8. Financing of the development of local regulations is carried out from the local budget.

1.9. Control over compliance with local regulations is carried out by the administration of the urban settlement of Sofrino.

2. The composition of local standards for urban design

2.1. Local regulations contain minimum design indicators for ensuring favorable conditions for human life, including social and domestic facilities, the availability of such facilities for the population (including the disabled and other people with limited mobility), engineering infrastructure facilities, and landscaping, are determined taking into account standards of the Moscow region and historical, town-planning, natural features of the urban settlement of Sofrino.

2.2. If it is impossible to establish fixed values ​​of the minimum calculated indicators, these indicators can be regulated by describing the relevant requirements and rules.

2.3. Local regulations are prepared for:

1) residential areas;

2) public and business zones;

3) production zones;

4) zones of engineering and transport infrastructures;

5) zones of agricultural use;

6) recreational areas;

7) zones of specially protected territories;

8) special purpose zones;

9) zones of location of military facilities;

10) other types of territorial zones.

2.4. The list of local standards should be formed taking into account the adopted list of standards of the Moscow Region and the identified features of settlements located on the territory of the urban settlement of Sofrino, based on the following system of calculated indicators for ensuring favorable conditions for human life:

1) indicators of the intensity of use of territories for various purposes, depending on their location, type of development, functional purpose, as well as the stages of achieving the goals and objectives of their development, expressed as a percentage of development;

2) indicators of population density in residential areas with various indicators of housing provision and with various types of development;

3) indicators of the density of public roads of the settlement;

4) indicators of the density of the street network in settlements;

5) indicators of the density of the public passenger transport network in settlements;

6) indicators of the provision of residents with the main types of engineering support (energy, heat, gas supply, water supply, sanitation);

7) indicators of demand in territories for various purposes, including:

territories for accommodating various types of housing and other types of construction;

landscaped and other public areas in relation to various elements of the planning structure and types of development, including the territories of parks, gardens, squares, boulevards;

territories for the development of a network of roads and streets, taking into account the throughput of this network, the level of motorization;

territories for the development of engineering facilities;

territories of healthcare facilities;

territories of social service facilities;

territories of public utility services;

territories of cultural objects; territories of educational objects;

territories of objects of physical culture and sports;

territories of objects for storage and maintenance of individual and other types of transport, territories of other objects;

8) indicators of acceptable pedestrian and transport accessibility of socially significant objects in relation to various planning conditions;

9) indicators under various planning conditions of the minimum and maximum allowable distances between the designed: streets, driveways, passing platforms in relation to various elements of the planning structure of the territory; buildings, structures and structures of various types.

2.5. The composition of local regulations may include other standards for the need for territories for the placement of facilities necessary to resolve issues of local importance.

2.6. Local standards for urban planning are drawn up in the form of a regulatory legal document, including the following sections:

4) a section (or sections) containing (containing) directly information on local regulations;

5) a section that determines the procedure for enacting a standard;

6) attached tables, diagrams and formulas;

7) other sections.

3. Goals and objectives of the preparation of local regulations

3.1. Local regulations are developed in order to:

organizing the management of urban planning activities on the territory of the urban settlement of Sofrino by means of establishing requirements for objects of territorial planning, urban zoning, territory planning, architectural and construction design;

a reasonable determination of the parameters for the development of the territory of an urban settlement during the preparation of the General Plan, with subsequent clarification carried out at the stages of urban zoning and territory planning;

preservation and improvement of the living conditions of the population in the implementation of the decisions contained in the documents of territorial planning, urban zoning, territory planning, architectural and construction design.

3.2. The tasks of applying local regulations are to create conditions for:

transformation of the spatial organization of the urban settlement, providing modern standards for the organization of the territories of settlements of the settlement for residential, industrial, recreational purposes;

planning the territories of an urban settlement for the placement of objects that provide favorable conditions for human life (including social and domestic facilities, engineering and transport infrastructure, landscaping);

ensuring the accessibility of social and household facilities for the population (including the disabled);

preservation of the individual characteristics of the settlements of the urban settlement of Sofrino.

4. The procedure for the preparation and approval of the draft local regulations

4.1. The preparation of local regulations is carried out in relation to the entire territory of the urban settlement of Sofrino, including the settlements included in its composition: the village of Sofrino, the village of Sofrino-1, the village of Balabanovo, the village of Khlopenevo, the village of Bortnevo, the village of Mitropolie, d.

4.2. Preparation of local standards is carried out in accordance with the legislation of the Russian Federation on technical regulation, urban planning, land, forestry, water legislation, legislation on specially protected natural areas, on environmental protection, on the protection of cultural heritage sites (monuments of history and culture) of the peoples of the Russian Federation Federation, other legislation of the Russian Federation, the Moscow Region and municipal legal acts.

4.3. The draft local regulations are developed in compliance with the requirements of the Federal Law of July 21, 2005 N 94-FZ "On placing orders for the supply of goods, performance of work, provision of services for state and municipal needs" .

4.4. The prepared draft of local standards is subject to agreement with the state executive body of the Moscow Region authorized in the field of urban planning, in order not to underestimate the values ​​of the minimum calculated indicators for ensuring favorable conditions for human life, established in the urban planning standards of the Moscow Region.

4.5. Local standards are approved by the Decree of the Head of the urban settlement of Sofrino, taking into account the conclusion of the authorized executive body of the Moscow Region, authorized in the field of urban planning.

4.6. The approved local standards are subject to mandatory publication in the inter-municipal newspaper "Mayak" and posting on the official website of the administration of the urban settlement of Sofrino on the Internet.

4.7. Local regulations are subject to application from the date of their first official publication.

4.8. State authorities of the Moscow Region, local self-government bodies of the municipality, interested individuals and legal entities have the right to apply to the head of the Sofrino urban settlement with a proposal to amend local regulations.

4.9. The head of the Sofrino urban settlement, within thirty days from the date of receipt of proposals for amendments to local regulations, sends to the subject that made these proposals information on the decision taken, which specifies the time frame for the possible preparation of a project on amendments to local regulations, the conditions for financing the work, proposals for joint preparation and co-financing, other issues of organization of work, or submits a reasoned refusal, which can be appealed in accordance with the current legislation of the Russian Federation.
