Tactical urbanism is sweeping the planet! This tool is actively used in large cities when there are doubts about what exactly should appear on some section of the street or when, for one reason or another, only temporary public space can be created there.

Another example comes from the Houston Chronicle. Residents of Houston decided to calm traffic at the intersection, as well as improve the safety of the street for pedestrians. People took colored adhesive tape, spray and stencils and literally improved the space around them in just 10 minutes! The result was immediate: car drivers learned to stop before reaching the renovated intersection, and it became easier for pedestrians to cross the road.

The idea of ​​such projects - low-budget, fast and do-it-yourself - is far from new. The term “tactical urbanism” has been in common use since around 2010, when urban planner Mark Lydon began to notice that more and more ordinary residents are transforming urban space to suit their needs: organizing makeshift bike lanes, pedestrian crossings with improved visibility, public space. All these are ways to take the city away from transport and return it to the inhabitants.

There has never been a normal infrastructure for pedestrians, so it is very fortunate that the residents decided to make some changes.

I have repeatedly talked about Times Square, which was made a pedestrian zone in 2009. This happened after the New York Department of Transportation analyzed the traffic situation and realized that too many accidents happen in Times Square. People were given the opportunity to somehow solve this problem. They barricaded Broadway, set up folding chairs, and there were fewer accidents! As a result, the street was made pedestrian - now New Yorkers cannot even imagine that cars once drove through Times Square.

And here's another example from Dallas: two residents obtained the consent of the authorities, attracted volunteers and, with the help of a thousand dollars raised over the weekend, converted part of the road into a public area.

But back to Houston. This is not the first time that tactical urbanism has been introduced here. A number of non-profit organizations and even a special Department of Transformation of Houston are working to improve the urban environment in the city!

A great contribution to the development of the urban environment was made by a native of Houston, architect and landscape designer Charles Tapley. One of his projects was the transformation of a nondescript city river mouth into a lush and well-maintained mini-embankment, which was even named after him.

They made beautiful landscaping on the swampy and abandoned area, which even reflected on nature! There are now different types of birds and even alligators.

And in 2013, they did it on one of the central streets of Houston. The owners of the cars were indignant: how so, they were deprived of their legal parking space!

It has been held for the fourth year in a row. The idea is simple: every Sunday on one of the streets traffic is blocked for several hours so that people can walk and ride bicycles.

It is important to note here that such an initiative is not just an opportunity to ride a bike. The Cigna Sunday Streets project allowed people to look at the urban environment in a new way, to pay attention to what surrounds them, to reflect on why they are deprived of the right to the streets for most of the year. No wonder the demand for improved walking and cycling infrastructure has skyrocketed!

At first, the project was not very popular, but gradually attracted the attention of both the mayor's office and large private sponsors! This is the essence of tactical urbanism: every short-term action is conceived as something that can lead to long-term change.

Another important point: tactical urbanism is an excellent platform for testing and subsequent implementation of ideas, as was the case, for example, with Times Square. This is a way to reach out to the authorities and give them the opportunity to evaluate the success of long-term changes in a short time. Most importantly, the residents themselves influence what will turn out in the end! And this strengthens trust between them and the city leadership, which further helps their ideas to be heard.

Officials just need to go outside and feel the positive effect of such improvement, and it will not keep you waiting! To do this, you do not need to organize boring conferences, direct lines and other nonsense. Go outside and see with your own eyes! The only way.

I must say right away that in Houston they did not come to such an understanding overnight! Everyone remembers Hurricane Harvey at the end of August? This is a terrible tragedy. But the hurricane has forced Houston residents to think about how their city is designed, how they can improve it to better cope with similar events in the future.

Tactical urbanism mobilizes people for change. It allows ideas to be tested with a long-term perspective and involves authorities in this process. Houston is ripe for this sort of initiative.

The yard has always been a resting place for residents of neighboring houses. During the years of reforms, when the maintenance of houses and adjacent territories fell on the shoulders of the residents themselves, in our microdistrict the number of equipped playgrounds was sharply reduced, there were no places for recreation and communication of people of different ages, including labor veterans.

In the yards, the dominance of personal vehicles, the construction of garages and "shells", often with the destruction of unprotected playgrounds for the smallest.

Children left the yard for this and other reasons, including the replacement of live communication with virtual (computer games, social networks, etc.). As a result, the children's yard community disappeared. Games are not passed down from generation to generation, in which all the children of the yard, from young to old, once participated. The social roles of neighbors and the neighborhood community are not being formed.

Virtual communication and the strong influence of social networks and the media on adolescents have made ignoring neighbors, and sometimes contempt and disrespect for older people, families of financially and socially vulnerable citizens (families of disabled people, large families, etc.) the predominant style of communication. Adults in front of children use foul language, insult each other. Teenagers repeat the same in relation to each other. In 2011, in the courtyard of house No. 4 on Pushkin Street, an incident (fight) occurred with the participation of 5 students of our school and school No. 6, with the participation of the mother of one of the students, using obscene language and actions that provoked teenagers to fight. At 01, the police detained while drinking alcohol drinks about 0 minors in the yards of our microdistrict.

This project is the beginning of a student outreach campaign in our neighborhood for a high culture of communication of all residents of the yard - young and old.

It allows you to solve the problem of returning the educational role of the court in all aspects: aesthetic, moral, physical. Our goal is to draw public attention to this idea.

We are convinced and want everyone to understand:

The yard has the right to be beautiful and bring up a sense of beauty.

The courtyard has the right to be a nursery of the best human forms of communication - mutual respect and patience, mutual assistance and cooperation.

If owned by the municipality, there are still buildings of the Central Department Store (Central Department Store). Then the municipality can establish in it certain conditions for leasing trading places to entrepreneurs (merchants).
Namely, trading places in the department store (TSUM) are leased for a year, to those entrepreneurs whose prices for the goods (products) they sell over the past year were the lowest in the city. If residents or municipal authorities want to plant tall trees on the street, then birch, coniferous trees and other tree species with a small crown width are quite suitable for this, provided that there are no wires above the planting site.

The head of the city may be interested in some part of the population in cleaning up excess land from the lawns in front of their homes.
For example, to reduce the land tax by 20% for those homeowners who maintain the lawns adjacent to their site from all sides (primarily the lawns between the yard and the highway.
For municipal authorities, it is enough to drive a car through the streets of the city (settlement), film all the lawns and numbers of households on a video camera. Then evaluate the lawns initially according to two main criteria: the ground level of the lawn is below the road and sidewalk, tall trees do not grow on the lawn, which with their crowns can damage power lines. After that, on the website of the municipality, lay out for the public which households have reduced the land tax, so that everything is fair (no bribes, no corruption).
