OJSC "Simferopol Glass Container Plant" is a joint "project" of Aksenov and Gorbatov Valery Mironovich, whose brother - Gorbatov Leonid Mironovich - was the director of this enterprise. In November 2006, information was received that Borodkin and Aksenov, members of the Salem organized crime group, were "cooperating" with an ATC officer from General Paskal's group (special group of the Ministry of Internal Affairs for solving crimes of past years) Alexei Demin and financing work related to solving the crimes of the Salem organized crime group and OPG "Bashmaki". It became known that Borodkin and Aksyonov cooperated with an entrepreneur who is part of the business structure of Valery Gorbatov Stepnov (nickname "Stepa" - a former SBU employee), and Deminov previously maintained a trusting relationship with employees of the Crimean SBU, including with Stepnov.

The result of a trusting relationship was the investment by Borodkin and Aksenov of Stepnov's business project (construction of a market in the area of ​​Geroev Stalingrad Street). After receiving money from members of the organized criminal group, information appeared that Stepnov ordered the murder of Borodkin and Aksenov to an SBU officer. This custom-made event was stopped by an employee of the Ministry of Internal Affairs Alexei Deminov. Stepnov was taken into custody, and Deminov "befriended" Brodkin and Aksenov.

A. Deminov, at the request of Aksenov and Borodkin, "leaked" information "about the attempt on the life of Nenaltovskaya by Karasev," and the press reported that Nenaltovskaya was attacked by people of "Karas" ("Ukrainian Truth", article by Sonya Koshkina).

Since that time, he has been in a state of constant conflict with the leadership of the Crimean autonomy and the city of Simferopol, namely, with the chairman of the Verkhovna Rada of the Autonomous Republic of Crimea Anatoly Gritsenko, deputies of the Verkhovna Rada of the Autonomous Republic of Crimea Alexander Melnik and Igor Lukashev, the mayor of Simferopol Gennady Babenko. Aksenov tried to position himself as a businessman, in every possible way refused ties with Voronkov (according to him, they remain neutral), however, according to available information, the SAC was their joint project, the main goal of which was to restore economic balance and return economic assets to Voronkov. This was partly confirmed by the increased interest of S. Aksenov in the financial component of the group I. Lukashov-A. Melnik-A. Gritsenko.

From a certain period, at the expense of Lev Mirimsky, the pseudo-social activities of Sergei Aksenov were covered almost daily on the website "New Region-Crimea". However, none of the party leaders began to openly cooperate with Aksenov.

Sergei Aksyonov took advantage of the conflict between the group of speaker Anatoly Gritsenko and part of the Party of Regions and the Russian Bloc, which was part of the "For Yanukovych!" (Sergey Tsekov). After private negotiations, it was decided to unite the forces of the Civil Activists of Crimea and the Russian Block in the fight against A. Gritsenko.

On November 25, 2009, a meeting of the Coordinating Council of Russian and Pro-Russian Organizations "For Russian Unity in Crimea!" was held. Sergei Aksenov was present at the meeting, he and Sergei Tsekov were elected co-chairs of the Coordinating Council. The stated goal of this coalition is to create a single powerful national Russian movement in the ARC and Sevastopol. According to a source in the headquarters of the Russian bloc, the election of Sergei Aksyonov as co-chairman (in fact, the second head of the Coordinating Council) was difficult, many of those present at the meeting were against his candidacy. One of the most proven allies of the pro-Russian organization of the Crimea are the Cossack formations. For this reason, the Association of Cossacks of the ARC (Ataman Sergey Yurchenko) entered the Coordinating Council.

On November 29, 2009, a meeting of the Council of Atamans of Crimea was held in Simferopol. The co-chairman of the Coordinating Council "For Russian Unity in Crimea!", a member of the board of the "Civil Activist of Crimea" Sergei Aksenov took part in the meeting. Aksyonov spoke on behalf of the Coordinating Council and called on other Cossack formations to join this association. He promised that "Crimean patriotic forces will in every way contribute to the revival of the institution of the Cossacks on the peninsula as a powerful factor in the revival of spirituality and canonical Orthodoxy."

In late 2009-early 2010, the conflict in the Verkhovna Rada of the Autonomous Republic of Crimea, created with the direct participation of S. Aksenov, had a detrimental effect on the Cossack movements in the region: after the collapse of the coalition "Bloc" For Yanukovych "and the withdrawal of the Russian bloc headed by Sergei Tsekov (after conflict with A. The deputies formally chose from three candidates: together with Aksyonov, Russian President Vladimir Putin proposed the “minister” of ecology, one of the leaders of the regional branch of the Communist Party of the Russian Federation, Sergey Naraev, and the State Duma deputy from A Just Russia, Alexei Terentyev, as the head of the newly-minted Republic of Crimea. However, almost no one doubted that the “parliamentarians” would approve Aksyonov.

Sergei Aksyonov served as chairman of the Council of Ministers of the Autonomous Republic of Crimea from February 27 to March 17 of this year, then, immediately after the annexation of the peninsula (on March 16, a referendum on the annexation of Crimea to Russia was held), he was appointed prime minister. Sergey Aksyonov, who was elected Prime Minister of Crimea on February 27, turned to Vladimir Putin with a request for help “in ensuring peace and tranquility” in Crimea. She collected money throughout the country and did not complete housing. This company fraudulently received very large loans, including from Russian banks: Sberbank, VTB, Prominvest, and so on. Why fraudulently? Because, for example, in a large residential complex built on the southern coast of Crimea, they completely sold all the apartments, and then changed the house number and mortgaged it with a bank loan. Konstantinov has a terrible financial situation, he is bankrupt and owes a lot of money to banks. There are criminal cases. To avoid responsibility, Mr. Konstantinov began to finance the Party of Regions in Crimea for another loan money and thus became the speaker of the Crimean parliament. That is, it was a form of avoiding criminal liability for economic crimes. A couple of months ago, Konstantinov began to actively travel to Moscow. And after one of these trips, he called the head of the legal service of the Verkhovna Rada of Crimea and asked him to make a selection of documents on the act of 1954 on the annexation of Crimea to Ukraine - these are questions that he had never been interested in in his life. The behavior of Konstantinov changed dramatically, he began to behave very aggressively, he felt support behind his back. Therefore, it is obvious that the scenario that is now being implemented was being prepared for several months and, of course, was being prepared in Moscow. That is, this is not a spontaneous reaction of the Crimeans to some events.

Mr. Aksenov in the mid-90s was an ordinary foreman in an organized criminal group, he was known in the Crimea in criminal circles and police under the nickname "Goblin". A person who cannot connect three words. From a certain moment, he also got involved in politics, I would put the starting point in 2009, he headed the Russian Unity structure, again after several trips and consultations in Moscow. This structure is supported financially, apparently, there. That is why this couple was instructed to portray the new government in the Crimea.

- So you assume that this scenario arose long before the Maidan?

- In all scenarios of destabilization of the situation in Ukraine, the Crimean card was provided. Therefore, I would say this: now the dust has been blown off the scenarios of 20 years ago, when President Meshkov was elected in Crimea. Almost 90% of the current actions are the actions of that period. It's just that now the troops of the Russian Federation are being introduced more cheekily, and when there was still an undivided fleet, a rather peaceful situation was connected with this. There have always been scenarios, but the concretization of the scenario occurred with the beginning of the Maidan.

- Many people now compare the situation in Crimea with the war in Abkhazia. Is this analogy correct?

- Not yet, thank God, but the trend is like that. As far as I understand, for those who stand behind the backs of Konstantinov and Aksyonov, this option is quite acceptable.

- Among other things, the economic sins that you spoke about will be written off ...

This applies specifically to these two characters, despite the fact that economic sins are behind Konstantinov, and just corpses behind Aksenov.

- Were the gangster cases you are talking about investigated?

In Crimea, unfortunately, many criminal authorities managed to avoid responsibility, the cases were not further investigated. Numerous changes of power in the Crimea, erasure, cleansing of materials ... Given the will and the operation of the law, and not some other arguments, I think that Aksyonov's place is in prison.

“There is absolutely no reason to talk about legitimacy. First, because there was no quorum. There were less than 50 deputies, and not all of those present voted. This is not difficult to establish, you just need to have a conversation with each of the deputies of the law enforcement agencies, and those who were not there can write a statement. Thus, the number of people who definitely did not or did not vote will be calculated. And secondly, the Crimean constitution, which is also the law of Ukraine, clearly regulates the procedure for appointing a prime minister. This procedure is as follows: a candidate is determined at a meeting of the Verkhovna Rada, then it is agreed with the president of the country, and after receiving a written consent, the speaker submits a candidate for voting. That is, there is a preliminary determination, then coordination with the president, and then a vote. This procedure has never been violated in Crimea in all the years of Crimean autonomy. Now it is ignored. They say they received verbal consent from Yanukovych, who is on the run and is not the country's president.

“Despite all these egregious violations, everything happens without the slightest resistance. Is it possible to expect that some kind of resistance will arise, and from which side should we expect it?

- I think that the Russian side is very much counting on a tough response: in response, shooting will begin, and then they will say that we are forced to protect the civilian population from bandits. That is why the Crimean law enforcement officers and military units of Ukraine located in Crimea are in such an ambiguous position. Because, on the one hand, they cannot but fight back, on the other hand, they understand that this is exactly what they are waiting for. But the initiators of this scenario clearly underestimate the attitude of the population to what is happening. Someone thinks that the occupation will be greeted with flowers, but nothing like that happens.

- Support for Russia in Sevastopol is very serious.

- Of course, all this is present, of course. But the impudent occupation alienated people.

- We can say that the main opponents of the occupation are the Crimean Tatars ...

- This is a very important stabilizing factor, but there is something that, in my opinion, is in the first place: a whole generation of Crimeans who were born in independent Ukraine has already grown up. What is happening is the occupation of their homeland. The question is exactly that. Therefore, I think that today there is reason to expect very serious resistance from the residents of Crimea of ​​different nationalities, resistance to the occupation.

"I would like to pay attention to Aksenova in Crimea," in particular, Vydrin said then. "Let's hope that these people will come out and claim all-Ukrainian fame." This message went unnoticed, although it was promoted by the Novy Region website, which at that time did not miss the opportunity at all advertise Sergei Aksyonov.No wonder: Aksyonov worked closely with the people's deputy Lev Mirimsky, who controlled the publication.

Today Sergei Aksyonov really made the whole of Ukraine talk about him.

On February 27, the Crimean Supreme Council, seized the night before by unknown submachine gunners - who are now commonly called "little green men" - voted for his approval as the autonomy's prime minister. According to official data, 61 of the 64 deputies present voted in favor, in total there are 100 of them in the VSK.

True, how many deputies were actually in the hall is not known: at the entrance to the building, machine gunners freed those from phones and any recording devices. But this obstacle did not become, as well as the lack of coordination of Aksenov's candidacy with the head of state.

Now Aksyonov is actively campaigning for the annexation of Crimea to Russia and, with the aplomb of a full-fledged owner, is broadcasting about the "nationalization" of Ukraine's property on the territory of the Autonomous Republic of Crimea.

In the meantime, the news had already penetrated into the broad masses outside the Crimea that the helmsman, who was entrusted with bringing the ship of the peninsula to the Russian harbor, had achieved this honorary role thanks to criminal activity. In relevant circles, he allegedly bore the dissonant nickname: "Goblin."

Help ORD 02: in fact, judging by the materials of law enforcement officers, some of which are at the disposal of the editors, the current Crimean "premier" had a more logical nickname - "Aksyon". The nickname is quite school. By the way, Aksyonov graduated from school with a silver, but still a medal.

However, back in 1993, he graduated from the Higher Political Military Construction School there - a specific university that trained political officers for construction and railway troops, closed in 1996. Aksenov, however, did not go along the army line, but got a job as an insurance agent in the state of emergency "Irbis" - an intermediary office that worked, in particular, in the furniture trade.

Since then, Aksenov has been successively: deputy director of the Ellada cooperative (1993 - 1998), deputy director of Asterix LLC (1998 - 2001) and, finally, deputy director of Escada LLC. He is a co-founder of the Hvarang-Do Sports Club public organization, the Berg shopping center in Simferopol, another shopping center on the site of the former Okean store, and the Russian Courier in Crimea newspaper, registered in February 2010.

At the same time, according to the available data, sixteen enterprises are registered with members of the Aksenov family, almost all of them are LLCs. Most of them are engaged in the development and / or rental of real estate - including municipal and state: Panel Systems, Hals, Best and K, Escada, Malva-Com, Monolit-Plus , "Stealth-South", "Capital", "Golden Spike Crimea", "Arkhservisbud".

The agricultural and restaurant business is also prominently represented - "Brig Company", "Krymteplitsa", "Sea Surf and Co". There is a car repair business and wholesale of office furniture. In addition, the list includes the state of emergency "Crimean Echo" - an Internet portal and a paper newspaper of the same name.

Much more interesting, however, is the shadow activity of Mr. Aksenov.

According to sources, he started in the organized criminal group "Greeks", created in the Crimea by the Savopulo brothers, later moved to the "Salem" organized crime group that once thundered throughout Ukraine, named, according to legend, after the then popular brand of cigarettes "Salem".

Documents have been preserved that speak of Aksenov's possible involvement, first in the murders of competitors of the "Greeks", and then in the death of his former associates. In 1994, agents reported: "The murder of Count Fenyuk O.I.(correctly "Fenyuka" - edition) ... could have been committed by Zhuk A.A. and Aksenov S.V., members of the organized crime group "Greeks", who are active militants."


Soon the "Greeks" were defeated by competitors. Aksyonov, unlike many, survived. At the same time, for example, the Zhuk mentioned above was killed literally 10 minutes after a telephone conversation with Aksyonov. This aroused some suspicions in the former "colleagues".

In January 1996, on the Simferopol-Moscow highway, a Volvo car was fired from machine guns, in which Aksenov was next to the driver. He was wounded. True, according to operational data, they were targeting his business partners - in particular, Samkhan Mazahir-Ogly Agayev, nicknamed "Sled".

The fact that the key role in the impunity of criminals was played by the corruption of law enforcement officers - our interlocutor does not hide, but also prefers not to emphasize this. However, not only the criminals had connections in the police: the Organized Crime Control Department and other structures also introduced agents into the ranks of organized crime groups. Although, as will be seen below, all structures were teeming with "double agents".

Police agents, in particular, closely followed Sergei Voronkov, nicknamed "Voronok" - in fact, the father of "Salem". Officially, at that time he headed the Union of Entrepreneurs of Crimea. "A person with a lot of blood on his hands"- says our interlocutor from the Organized Crime Control Department. And adds: "Yes, and Aksenov is the same." With Voronkov and the "godfather" of the organized crime group "Salem" Shevyov, Aksenov maintained the closest relationship.

In the future, the documents record Aksenov's participation in the acquisition of weapons and the organization of "conservation" - places for storing these weapons in the interests of organized crime groups, as well as in giving bribes in order to free detained militants and criminal authorities from liability. In particular, allegedly with the participation of Aksyonov, 60 thousand dollars were transferred to the Crimean prosecutor's office in order to hush up the investigation into the sensational murder of the former head of the Crimean department of the State Commission for Securities and the Stock Market, Vladimir Tikhonchuk. However, things did not go further than operational developments.

Already in the spring of 1997, Agayev, mentioned above, nicknamed "Sani", was killed in Simferopol, with whom Aksenov almost died a year earlier.

The assets of a longtime friend and business partner have reportedly come under Aksyonov's control. These included restaurants and cafes, shops and retail outlets, as well as currency exchange points in Simferopol's Central Covered Market.

The wife of the deceased Elena Agayeva tried to defend at least part of the "inheritance", but to no avail. These are the laws of the criminal world: let us recall the similar fate of the "legacy" of Donetsk businessman Yevgeny Shcherban, who was shot dead in 1996, and Yulia Tymoshenko was accused of murdering not so long ago.

By 1998, two powerful organized crime groups remained in Crimea: "Salem" and "Bashmaki", from the name of the leader, Bashmachnikov. The balance between them was extremely fragile.

Under these conditions, President Leonid Kuchma involved all possible forces of the Ministry of Internal Affairs, with the participation of the SBU, to curb the gangster power - since it was the criminal authorities who were the real power in the autonomy.

In the future, many died in the "showdown" between the two organized crime groups. According to sources, in a number of cases, conflicts were deliberately provoked by the security forces. Others, like the Voronok mentioned above, received prison terms.

Others went into politics.

Since 2000, Aksyonov has entered into a business alliance with the former chairman of the state farm, Valery Gorbatov. He had already worked as a permanent representative of the President of Ukraine in the Crimea and the head of the Republican State Property Fund, and soon became the head of the Council of Ministers. With his help, according to sources, Aksyonov actively continued to buy real estate and industrial facilities - mainly in Simferopol.

Since 2008, at the peak of the Kremlin’s generous support for various pro-Russian and separatist organizations in Crimea, Aksyonov became a member of the Russian Community of Crimea, a member of the Civil Assets of Crimea, where he soon became one of the leaders. At the same time, he clashes with the all-powerful speaker of the ARC parliament Anatoly Gritsenko and organizes protests - both against the appointees of "orange" Kiev, and against local leaders who, they say, for the sake of Kiev "do not care about the interests of the Crimeans."

At the end of 2009, he and the well-known separatist Sergei Tsekov became co-chairs of the Coordinating Council of Russian and Pro-Russian Organizations "For Russian Unity in Crimea!" It is Aksenov who is responsible for the organization and financing of mass actions, the release of propaganda products, and the like. The so-called Association of Cossacks of the ARC also falls under his wing.

In 2010, Aksenov led the Russian Unity party, which merged several pro-Russian movements. The party quickly received the status of all-Ukrainian. In the elections to the Crimean parliament, she scored only 4.02%, barely stepping over the electoral threshold.

But, one way or another, thanks to this, "Goblin" became a member of the Crimean parliament, where he headed the subcommittee on tax policy.

"Russian Unity" itself was also suspected of criminality: at the end of 2009, Vice-Speaker of the Armed Forces of the Autonomous Republic of Crimea Mikhail Bakharev at a press conference connected the movement with raider seizures of residential buildings and sanatoriums of the peninsula, in particular, the Iskra boarding house, intended for children, sick cerebral palsy. Aksenov sued Bakharev, but lost in the court of appeal.

Obviously, Aksyonov's opponents in Autonomy will have a hard time now. On the other hand, it is difficult to say how long he himself will remain at the top.

One can understand the logic of the Kremlin, which, before the "referendum" in Crimea, made a bet on a person who has at his disposal organizational resources for mass actions and, according to reports of raiding, squads of "titushki" who appeared in politics precisely from this sphere.

The question is different: will the new "rulers" of Crimea be able to provide the Russian leadership with any weighty arguments in their defense if the peninsula nevertheless becomes part of the Russian Federation, and their work is done?
