The court and the investigation established that in December 2010 the men embezzled funds from Rosmorrechflot in the amount of more than 59 million rubles. To do this, fictitious contracts were concluded between organizations subordinate to Rosmorrechflot and commercial enterprises, invoices were drawn up, acts of acceptance of work performed on lifting a number of ships sunk in the waters of ports and near the coast of Sakhalin. Despite the fact that the vessels were not actually raised, these works were paid for. Gorelik disposed of the funds at his own discretion, transferring some of them to the accomplices of the crime.

In the fall of 2015, the same court sentenced three accomplices who had confessed and exposed the organizer of the crime.

In the first ten days of December 2010, while on a business trip in Vladivostok, Gorelik at the Hyundai Hotel met with the captain of the seaport of Korsakov, Yevgeny Chebakov, who was also the head of AMP Sakhalin, and the general director of the FSUE Sakhalin Emergency and Rescue Basin Administration (FSUE " SakhBASU") by Vyacheslav Filippov. Chebakov confirmed that the expected profit of "AMP Sakhalin" in 2010 is about 120 million rubles, and that this money would be good to use to raise ships sunk in the waters of the ports. Filippov, in turn, confirmed the possibility of such work by the forces of SakhBASU, indicated their cost - 1-2 million rubles per vessel. But he said that it was necessary to involve subcontractors with licenses for the processing and sale of scrap metal, that is, the disposal of ships - the Federal State Unitary Enterprise itself could not do this, and without recycling, the rise did not make sense.

And here Gorelik came up with an idea, later qualified as “criminal intent aimed at embezzlement of funds from FGU “AMP Sakhalin” on an especially large scale, by a group of persons by prior agreement, using their official position, by deception.”

Simply put, Gorelik considered 1-2 million rubles per vessel to be an extremely low price, and the scheme using one subcontractor was primitive and even dangerous. As a result, he "convinced" all his interlocutors, attracted some of his subordinates from Rosmorrechflot, and the "thing" went. The companies Radel LLC, Tairas LLC, TransAvtoGroup LLC, LARTEK LLC, Crash LLC, located on the western side of the Ural mountains, and Vostok Stroy LLC (Vladivostok).

However, the shores of Sakhalin in the waters of the ports of Korsakov and Nevelsk have remained the same! Since the ghost companies were intended mainly for the withdrawal of money. Of the 18 vessels, 17 were raised on paper, in fact - 6. At the same time, the cost of the work is significantly overestimated.

"AMP Sakhalin" paid "SakhBASU" for the lifting of ships, "SakhBASU" - a subcontractor company for their disposal, which, in turn, paid fictitious subcontractors for a huge list of services rendered through fictitious contracts, invoices, fake acts of acceptance of work performed on lifting and recycling of ships.

Of course, Gorelik shared with all participants in the process, but, as was documented by the investigation, “the total amount of funds illegally and gratuitously seized with damage to the owner - FGU “AMP Sakhalin” and turned in favor of Gorelik S.P., is at least 59 million rubles. The specified person in September 2013 was involved as an accused in a criminal case.

Gorelik refused to admit his guilt at all stages of the investigation, including the trial. And, nevertheless, the Korsakov City Court sentenced him "to 7 years in prison to be served in a correctional colony of general regime and to a fine of 800 thousand rubles" (report from the press service of the Sakhalin Region Prosecutor's Office). Together with him, one of the entrepreneurs was convicted, who received a 4-year suspended sentence.

Earlier, in October-November 2015, the Korsakov court convicted three more accomplices who had confessed and exposed the organizer.

The verdict against Gorelik entered into final force, behind the cassation and appellate instances. But we will pay attention to one point. The investigation claims that Gorelik withdrew about 60 million rubles from the "island of lost ships". And where are they?

And then an interesting contract was discovered dated October 10, 2011 on the purchase of a residential building in the village of Angelovo, Krasnogorsk district, Moscow region with an area of ​​​​679.9 square meters. m on a plot of 2270 sq. m exactly for 60 million rubles. And the connection is simple: the formal owner of the mansion is the sister of Gorelik's wife, and none other than Sergei Pavlovich personally lived in this house with his family. It is worth adding that the transaction amount of 60 million rubles is a small part, which is shown in Russia during the transaction. Another $5 million were transferred through controlled companies, including those registered offshore.
