International State Ecological Institute named after A.D. Sakharova BSU (MGEI)

The end of the 20th century was characterized by the rapid development of environmental education throughout the world. Education, training and informing the population about environmental problems is one of the main conditions for the transition of different countries to sustainable development and solving the problems of the future survival of mankind.
In this regard, the mission of the A. D. Sakharov International State Ecological University (Minsk, Belarus) is to promote the formation of a specialist who feels responsible for the state of the environment and develops on the basis of deep knowledge, innovative thinking, and environmentally friendly technologies.

On January 20, 1992, the Decree of the Council of Ministers of the Republic of Belarus No. 20 "On the opening of the International Higher College of Radioecology named after A.D. Sakharov" at the Belarusian State University was issued, two days later - a similar order of the Minister of Public Education.

On July 9, 1992, an agreement was signed with Kingston University (UK) on scientific and educational cooperation, which was soon supported by a grant from the British Council.

Thanks to the enthusiasm of students and faculty, the help of the Board of Trustees, numerous international organizations, individual universities and individuals, Sakharov College has significantly strengthened its authority in the republic and abroad. A good professional team has been formed, well-equipped laboratories have appeared. Under these conditions, the Academic Council decided in the 1994/1995 academic year to switch to a stable mode of study. A competitive enrollment was announced among applicants with secondary education for 100 places to study in a full university program.

In 1995, the Ministry of Education and Science transformed the college into an independent International Institute for Radioecology. A. D. Sakharova.

In 1999, by order of the Ministry of Education, the International Institute for Radioecology. A. D. Sakharova (MIR) was transformed into the International Ecological University. A. D. Sakharova (MEU). Subsequently, the university acquired a new abbreviation - MGEU. A. D. Sakharova (A. D. Sakharov International State Ecological University).

Currently, the university includes faculties: the Faculty of Environmental Monitoring, the Faculty of Ecological Medicine, courses of additional education for adults, and distance learning is carried out.

On May 27, 2015, the Decree of the Council of Ministers No. 450 was published, according to which the International State Ecological University. A.D. Sakharova is excluded from the list of state organizations subordinate to the Ministry of Education of Belarus, and is attached to the Belarusian State University complex.

The Faculty of Environmental Monitoring is a platform that trains specialists in the most promising areas not only of the republican, but also of the international level. The faculty trains students in a group of engineering specialties related to ensuring the rational use of natural resources, environmental safety and environmental protection. - What are the characteristics of each specialty?

– Nuclear and radiation safety is a branch of applied nuclear physics and biophysics and includes a set of tools and methods for analyzing the radiation fields of sources of nuclear facilities at the stages of their design, operation and decommissioning, studying the effects of radiation on humans, the environment, biological objects and technogenic products, as well as the development of measures to prevent adverse radiation effects.

Such a specialist ensures radiation protection of personnel and radiation safety at nuclear power plants and in their surveillance areas, nuclear safety in the operation of nuclear facilities, safe use of ionizing radiation sources in industry, agriculture, forestry, healthcare, science and scientific services, education, construction , geology and exploration of subsoil, communications and transport.

Environmental protection is a process of conservation, restoration and reproduction of natural resource potential, which should be the most important component of economic activity in general.

The development of environmental protection activities is a necessary prerequisite for overcoming the crisis situation in ecology. Environmental protection is often understood in a rather narrow sense - as the elimination of damage already caused to nature (capture, purification, etc.). A specialist who has mastered the specialty "Environmental Protection" works in industry, agriculture, transport and communications, housing and communal services, hydrometeorological service, education, research activities. He can get a job as an environmental engineer at enterprises, in regional inspections of the Ministry of Natural Resources, in analytical laboratories of the Ministry of Natural Resources, and also work as an environmental engineer.

Students of the specialty "Energy Efficient Technologies and Energy Management" acquire the knowledge that is necessary in working in the field of the fuel and energy complex, the introduction of new energy-saving equipment, materials and technologies, the energy-efficient use of buildings, structures, engineering networks, energy expertise and energy-saving projects.

The activity of the energy manager is aimed at organizing the efficient use of energy with minimal unavoidable losses.

The knowledge, skills and abilities acquired during their studies allow graduates of this specialty to work in enterprises and organizations that are energy consumers, regardless of their profile, in the positions of energy manager, power engineer.

Medical physics is a field of applied physics that studies instruments, equipment and physical factors of influence on a person used in medicine.

The specialty is open to addressing an acute shortage of healthcare manpower capable of safely operating complex medical equipment, primarily in oncology and medical radiology. This is a new and unique specialty, our students study it only for the third year.

A medical physicist works in the institutions of the Ministry of Health in the field of using physical methods for diagnosing and treating patients using sophisticated technical equipment, incl. for the safe use of sources of ionizing radiation.

The specialist prepares the appropriate equipment, plans and conducts medical exposure of patients as prescribed by the doctor.

A medical physicist must be capable of conducting fundamental and applied research in the field of the effect of physical factors on the human body, ensuring the radiation safety of personnel and ensuring the quality of patient exposure when using sources of ionizing radiation in medicine.

The specialty "Information Systems and Technologies" is one of the most prestigious and in demand in industrialized countries. The training of specialists involved in the development and operation of industrial safety engineering systems is due to the increasing requirements to ensure the protection of the vital interests of technological personnel, as well as the population and society as a whole, from accidents at hazardous industrial facilities.

Graduates have a high level of knowledge and are prepared to solve problems in the operation of systems operating as part of a set of measures to predict accidents in industry, to ensure the safety of technological processes. In addition, such specialists carry out the development and maintenance of engineering security systems.

Students of this specialty study the design of computer networks and systems, their administration and application for the implementation of information technologies, receive advanced training in programming (including Visual C ++, Visual C #, Delphi), Web programming (Java, Perl, PHP, HTML, XML, UML), design and administration of computer networks, develop multimedia technologies and databases (Oracle, MS SQL Server, MySQL Server, etc.), study operating systems and programming for them, and also gain in-depth knowledge in the field of information security and protection methods in information systems based on software and hardware.

Particular attention is paid to the study of technologies for developing Internet applications, designing information support, organizing information and computing processes and systems, systems for collecting, transmitting, processing and storing information.

From the third year in the curriculum of this specialty, disciplines of specialization are introduced, which are determined by the direction. So, for some, these are disciplines related to health care, for others - with ecology.

– What do students learn during theoretical and practical classes?

– Our students study the basics of nuclear and radiation safety at nuclear power plants and when exposed to ionizing radiation on personnel and the public, the basics of medical physics, the use of radiation technologies in medicine, methods of environmental monitoring, radiation monitoring. They learn to calculate the energy efficiency of design solutions, evaluate their environmental safety, various environmental impacts. A specialist with such skills can analyze the data obtained and make appropriate decisions on environmental management, conduct a systemic energy analysis (energy audit) of enterprises, technological processes and devices, and evaluate their functional, economic and energy efficiency.

– Where do students get practical training?

– There are two types of laboratories in each of the six departments. The first type is scientific laboratories where teachers work, the second type is student research laboratories where students can work on their own projects.

Each laboratory has its own specifics of work. For example, consider the laboratory of the Department of Nuclear and Radiation Safety. One of the areas of its work is related to the state program to support the safe development of the construction of a nuclear power plant. Thus, the laboratory works, for example, on the impact of nuclear power plants on the main components of the ecosystem as a result of its work or on the assessment of the release of a particular chemical.

Accordingly, laboratories in other departments deal with issues that are related to their priority, specialized areas. This division allows you to pay sufficient attention to a particular topic, as well as to focus students on specific problems that will be encountered in their future work.

- In which organizations do students do their internships?

- The students of the faculty receive good practical training not only in the laboratories of the university, equipped with modern equipment, but also on the basis of industrial and energy sector enterprises, departments of the Ministry of Natural Resources and Environmental Protection, research centers, the Hydrometeorological Center, design organizations, the High Technology Park, medical institutions.

– Where can graduates of the faculty work?

– Our graduates can find employment in structural units (committees, inspections, laboratories) of the Ministry of Natural Resources and Environmental Protection; to specialized services of industrial enterprises and associations that are part of the Belneftekhim concern (Naftan, Mozyr Oil Refinery, etc.), to the Ministry of Industry (Minsk Automobile Plant, Belarusian Metallurgical Plant, etc.), to the Ministries of Architecture and Construction and other ministries and departments.

– Tell us about the new approaches that are used in the process of teaching students.

- I would like to talk about a very promising direction - network education - a relatively new paradigm of educational activities, which is based on the idea of ​​mass cooperation, the ideology of open educational resources, combined with the network organization of interaction between participants. The peculiarity of such training is the unification of higher educational institutions for the purpose of cooperation and exchange of experience. In practice, this is implemented as follows: students can study not only in one university, but also in others, where there are those disciplines that will help in mastering a particular specialty.

In addition, some enterprises of our republic have branches of our departments, which indicates a practice-oriented approach to training. This also suggests that in the learning process we involve leading practitioners who are employees of various organizations and enterprises. Of course, such specialists are not professional teachers, but on the other hand, they can conduct a lesson that will most closely correspond to working realities. Of course, this ensures the high quality of student learning.

– How is the international cooperation of the faculty developing?

– Our faculty carries out international projects TEMPUS HS and TEMPUS EcoBRU, which are aimed at developing curricula for training specialists of the second stage of higher education and retraining specialists in the field of environmental safety.
