The methodological commission of the competition works at the Institute of Linguistics of the Russian State University for the Humanities. The main authors of the problems are teachers, graduate students and graduates of the Russian State University for the Humanities and Moscow State University. The Institute of Linguistics is holding a seminar “Genres and Types of Linguistic Problems”, one of the practical goals of which is to compile and discuss problems for this competition. 1. General provisions

1.1. “Russian Bear Cub – Linguistics for Everyone” is an international game-competition in Russian linguistics (hereinafter referred to as the Competition).

1.3. Exclusive rights to all tasks of the competition belong to.

2. Goals and objectives of the Competition.

2.1. The goals and objectives of the Competition are:

Development of interest in the Russian language and science about it;

Promotion of professional development for Russian language teachers;

Promoting the activation of extracurricular and extracurricular work in the Russian language;

Providing students with the opportunity to compete on a scale that extends beyond the region without leaving the region.

3. Competitors.

3.1. Participants in the Competition can be students of grades 2-11 of schools and corresponding courses of secondary vocational educational institutions of the Russian Federation, as well as corresponding classes (courses) of educational institutions of foreign countries who have paid the registration fee. Students who are granted this right by clause 5.2 of these Regulations or by a decision of the Central Organizing Committee participate in the Competition without paying the registration fee.

3.2. Students in the 12th grade of 12-year schools complete assignments for grades 10-11. 1st grade students can participate in the Competition for assignments for grades 2-3.

3.3. Students of secondary educational institutions and students of higher educational institutions of foreign countries who do not speak Russian fluently can take part in the Competition under the “Russian Teddy Bear for Foreigners” option.

4. Organization and holding of the Competition.

4.1. The organizer of the competition, under an agreement with the Authors, is a Limited Liability Company with the participation of ANOO "Vyatka Center for Additional Education" and KOGAOU DO "Center for Additional Education of Gifted Schoolchildren" (KOGAOU DO TsDOOSH).

4.2. Direct management of the Competition is carried out by the Central Organizing Committee, which is being formed. The functions of the Central Organizing Committee include: development and approval of rules for conducting the Competition that are not regulated by these Regulations; development and approval of Competition documentation; interaction with National, Interregional and Regional organizers and Regional representatives (clause 4.4); organizing the preparation of original layouts, printing and distribution of Competition materials (answer forms, assignment forms, instructions for conducting the competition and filling out answer forms, participant certificates); organization of machine processing of answer forms; summing up and awarding the overall winners of the Competition; resolving (together with the Methodological Commission) controversial issues arising in connection with the competition. The functions of the members of the Central Organizing Committee, if necessary, are determined by separate agreements with.

4.3. The scientific management of the Competition is carried out by the Methodological Commission. The Methodological Commission is formed by its Chairman, approved by the Central Organizing Committee. The functions of the Methodological Commission include the development and selection of tasks, drawing up versions of the Competition, writing decisions, compiling and editing the annual final collections of Competition materials and other publications of its materials.

4.4. Regional organizers are responsible for organizing and conducting the Competition in the regions. Regional organizers can be legal entities and individual entrepreneurs acting on the basis of agreements with the ANOO "Vyatka Center for Additional Education" or the Central Children's School. To hold the Competition in the region, the Regional Organizer may create a Regional Organizing Committee. To directly manage the organization and conduct of the Competition in the region, the Central Organizing Committee, in agreement with the Regional Organizer, appoints its Regional Representative. To manage the conduct of the Competition in certain groups of regions of Russia and foreign countries, Interregional and National Organizing Committees can be created, respectively, with the transfer of part of the functions of the Central Organizing Committee to them on the basis of agreements.

4.5. The competition takes place directly in educational institutions, on the same day for all participants, in one round. The duration of the Competition is determined by the Central Organizing Committee no later than 3 months before the date of the Competition and is brought to the attention of interested persons and organizations by sending out information and publishing on the Internet.

4.6. The competition is held for everyone, without preliminary selection; refusal of those wishing to participate in the Competition is not allowed. Participation in the Competition is voluntary; inviting students to participate in the Competition against their will is prohibited.

4.7. The competition is held in five options, intended for students in grades 2-3, 4-5, 6-7, 8-9 and 10-11, respectively, as well as the option “Russian Teddy Bear for Foreigners”. By decision of the Central Organizing Committee and the Methodological Commission, it is possible to increase the number of options by splitting up age groups. The option consists of 30 (in grades 2-3 - 28) tasks, divided into three difficulty groups (3, 4 and 5 points for the correct answer, respectively), for each task there are five answer options. Packages with task texts are opened immediately before they begin. 1 hour and 15 minutes are allotted for completing tasks; this time cannot be increased or decreased. Forms with answers and participant data are submitted and sent for processing in the prescribed manner.

4.8. The collection and processing of the results of the Competition participants are carried out in accordance with the legislation regulating the collection and processing of personal data of the countries of which the participants are citizens. The names and surnames of the participants, their schools, classes and answers to the competition tasks are subject to collection and processing. The fact that an educational institution sends forms and/or databases of responses from participants in the Competition for processing means that the educational institution guarantees the availability of the consent of parents (legal representatives) required by the relevant national legislation for the processing of personal data of the authors of the submitted responses necessary for conducting the Competition, and bears all consequences arising from this responsibility.

4.9. After processing the results, each educational institution that took part in the Competition receives a statement that includes all participants, indicating the points received and the place of each student in the overall standings, region, and school. if there are several participants in the parallel who have scored the same number of points, the range of places is indicated in the statement. Anonymized results of participants, sorted by schools and classes, are published on the official website of the Competition. All participants of the Competition are issued Certificates of Participation. The overall winners of the Competition are awarded prizes from the Central Organizing Committee, and the winners of the Competition in the regions are awarded prizes from the Regional Organizers.

4.10. Participants of the Competition are prohibited from performing tasks collectively and/or with any outside help (including comments and answers to questions regarding the terms of the tasks), using books, notes, the Internet and any other external sources of information, as well as any technical means of transmission and processing when completing tasks of the Competition. information, including mobile communications. It is prohibited to publish and discuss competition tasks on the Internet until 8.00 Moscow time on the day following the day of the Competition.

4.11. To ensure the reliability and objectivity of the results of the Competition, the Central, National, Interregional and Regional Organizing Committees monitor compliance with the rules by its participants. Based on the results of this control, in accordance with the Regulations on Disqualifications (Appendix 1 to these Regulations), both individual participants and, in case of gross violations of the rules of the Competition, classes or entire educational institutions can be disqualified with their results reset. Said organizing committees also have the right to place unlikely results of individual participants and schools under suspicion of disqualification. The results in this case are not reset, but those whose results are questioned are not, as a rule, awarded with awards from the Regional, National and Central Organizing Committees, and the results themselves may be excluded from the general and regional rankings by decision of the Central Organizing Committee.

4.12. Disqualified participants who have scored at least 75% of the maximum possible number of points, as well as all participants whose results are questionable, have the right to a replay in accordance with the Replay Regulations (Section 9 of the Disqualification Regulations).

4.13. If there is a suspicion that an educational institution has significantly violated the rules of the Competition, by decision of the Central, National, Interregional or Regional Organizing Committee, the entire educational institution or individual parallel classes of it may be allowed to continue to participate in the Competition only if it is held under independent external control.

4.14. Parents of participants, authorized by parent meetings or committees, have the right to control the conduct of the Competition in the educational institution at all its stages, including the right to be present at the opening of envelopes with tasks and the completion of tasks by participants, and to check the correct processing of answer forms before sending them to the higher organizing committee of the Competition .

5. Financing

5.1. The competition is financed by organizational fees from participants. The amount of the organizational fee in the Russian Federation in 2015 is 60 Russian rubles. National organizing committees of the Competition set the amount of the registration fee in their countries independently.

5.2. The right to free participation in the Competition is granted to orphans, students of boarding schools (except for lyceums, gymnasiums and schools for gifted children), as well as students of schools at hospitals and sanatoriums. The right to free participation is confirmed by a certificate in any form, certified by the seal and signature of the director of the educational institution.

5.3. In certain regions of the Russian Federation, the amount of the registration fee may be changed, in agreement with the Central Organizing Committee, taking into account their specifics. Increasing the registration fee without the written consent of the Central Organizing Committee is prohibited.

5.4. Collection of additional funds within the framework of the Competition in excess of the organizational fee established by the Central Organizing Committee is allowed exclusively on a voluntary basis and only for the needs of holding the Competition in a given educational institution (additional awards, etc.). At the same time, it must be explained to the participants and their parents what the additional collected funds will be used for, as well as the fact that these funds are not included in the organizational fee established by the Central Organizing Committee and refusal to pay them does not deprive the student of the right to participate in the Competition. The use of additionally collected funds to support the activities of higher-level (regional, city, district, etc.) organizers of the Competition is prohibited.

5.5. The size of the prize fund for awarding winners of all levels in the aggregate must be at least 12% of the total amount of organizational contributions of participants in the Competition.

REGULATIONS ON DISQUALIFICATIONS AND REPLAYS

1. Definitely disqualified by the Central Organizing Committee (hereinafter referred to as the CO) with the results being reset if the answers to all tasks coincide for participants studying in the same parallel of the same educational institution, if:

a) among the answers they gave, at least three were incorrect;

b) among the answers they gave, two were incorrect and the answers were the same for at least three participants;

c) among the answers they gave, one was incorrect and the answers were the same for at least four participants.

The coincidence of “x” icons in two answer lines, meaning that more than one answer was given to the task, is equivalent to the coincidence of two incorrect answers. The coincidence of “n” icons in two answer lines, meaning that no answer was given to the task, is interpreted individually.

2. Participants studying in the same parallel section of the same educational institution are left with suspicion of disqualification (without resetting the results) if:

a) among the answers they gave, exactly two were incorrect and the answers coincided for exactly two participants;

b) among the answers they gave, exactly one was incorrect, and the answers were the same for two or three participants;

c) all the answers they give are correct, and there are at least three such participants.

3. Participants may also be disqualified by the Regional Organizing Committee (hereinafter - RO) or higher organizing committees based on established facts of violation of the rules of the competition in educational institutions.

4. The scope of powers of the National Organizing Committees regarding disqualifications, if necessary, is specified in the agreements for holding the Competition.

5. Regional Organizing Committees (ROs) are encouraged to, if possible, investigate on-site suspicions of disqualification as raised by the CO, and their own. If suspicions are confirmed, the RO may, by notifying the CO, independently disqualify the relevant participants. If the CO's suspicions are not confirmed, the RO sends a reasoned petition to the CO to remove them.

6. CO does not award diplomas of winners and prize-winners in the general classification to participants under suspicion of disqualification and does not recommend awarding such participants in national and regional competitions if the suspicion could not be removed as a result of studying the situation on site.

7. The CO can conduct statistical analysis of the results of the Competition for all schools and parallels. Tables with the data of the analysis performed are sent to the RO, which, taking into account these data and other information available to them, identify schools where the objectivity of the results for individual parallels or the school as a whole raises significant doubts. ROs, within their capabilities, take measures to eliminate the causes of violations of the rules, up to banning individual parallel schools and entire schools from participating in the competition without external control.

8. The CO can, in a motivated manner, soften or strengthen the sanctions imposed on participants and schools according to the rules described above.

9. REPLAY REGULATIONS

9.1 Participants who

a) are left under suspicion of disqualification or

b) disqualified and scored at least 75% of the maximum possible number of points (at least 83 points for grades 2-3 and at least 90 points for grades 4-11)

have the right to a replay.

9.2 Replays for individual participants are carried out exclusively upon written applications of the participants themselves or their legal representatives submitted no later than March 15, 2016. By agreement between the RO and schools, mass replays can also be carried out in parallels, where the unrealistically high results of the competition raise doubts; If an invited participant in the competition refuses to participate in such a replay, this participant will be disqualified.

Tasks for replay are transferred to the commission in a sealed envelope, which is opened immediately before the start of the replay, or in the form of an electronic archive with a password, which is communicated to the commission before the start of the replay. Based on the results of the replay, a protocol of the established form is drawn up.

9.4 If the result of the replay is at least 80% of the result shown in the main competition, the disqualification (suspicion of disqualification) is lifted, the participant retains the amount of points he accumulated in the competition, and he is awarded the prizes and diplomas due for this amount of points. Otherwise, the participant is disqualified, even if before the replay he was only a suspect.

9.5 Regional organizing committees, before March 25, submit to the CO by e-mail applications for variants of tasks for replays, attaching a list of those participating in the replay in Excel format in the form: last name, first name, class, school (with game code).

9.6 The organization of replays is the responsibility of the schools and legal representatives of the participants. The RO assists them in finding those conducting replays (but is not obliged to look for them on their own), provides variants of tasks for replays received from the Central Office and also answer forms (if there are no standard forms, you can print out the forms for manual processing), sends replay protocols in the CO.

9.7 The CO, within a week after receiving the protocols, informs the RO about the results of the replays, and the RO brings these results to schools as soon as possible. Based on the results of replays, appropriate changes are made to the reports on the results of the competition.
