Nikolai Nikolaevich Tsukanov was born on March 22, 1965 in the village of Lipovo, Gusevsky District, Kaliningrad Region. His parents worked at a garment factory in Gusev. After graduating from college, he worked as an electric welder at the Mikrodvigatel plant in Gusev.

In 1983-1985 he served in the Armed Forces of the USSR in the Central Group of Soviet Forces in Czechoslovakia.

After the service, by the decision of the Gusevsky city committee of the All-Union Leninist Communist Youth Union (VLKSM), he was sent as a leader to the pioneer camp "Eaglet".

Since 1986, he worked as a released deputy secretary of the Komsomol committee of the Romanovo state farm in the Zelenograd district of the Kaliningrad region. Then - as an instructor of the Gusevsky city committee of the All-Union Leninist Young Communist League: he headed the council of young specialists and oversaw agriculture.

In the early 1990s, he went into business. He founded the Lava construction company in Gusev, which was engaged in repair work, and later participated in the organization of a joint Russian-Polish woodworking enterprise.

In 1996 he went to study in Moscow.

Since 2000, he worked as a lawyer in the Moscow Scientific and Technical Center "Techinvestmed" CJSC (specialized in the sale of medical equipment). For some time he was the founder of this company.

In 2003 he returned to the Kaliningrad region. In Gusev, he created and headed the Amatel group of companies (the main direction is clothing production).

He was an assistant to the deputy of the State Duma of the Russian Federation Ekaterina Lakhova, an adviser on economic issues to the governor of the Kaliningrad region Vladimir Yegorov.

In 2005-2010 he was the mayor of Gusev. On April 17, 2005, in the second round, he was elected head of the administration of the municipal formation "Gusevsky municipal district", 57.58% of voters voted for him (he ran as a self-nominated candidate).

In 2009-2010, he served as chairman of the Association "Council of Municipalities of the Kaliningrad Region".

From July 2010 to September 2011 - Secretary of the Political Council of the Kaliningrad regional branch of the United Russia party.

In 2010-2016 - Governor of the Kaliningrad Region. On August 30, 2010, the Kaliningrad Regional Duma approved him as the head of the region on the proposal of the President of the Russian Federation Dmitry Medvedev. He replaced George Boos at the head of the region. On September 28 of the same year, Nikolai Tsukanov officially took office.

On December 4, 2011, he was elected to the State Duma of the VI convocation on the list of the United Russia party (the second number in the regional group No. 42, Kaliningrad region). He refused the parliamentary mandate.

On June 27, 2015, by decree of the President of the Russian Federation Vladimir Putin, Nikolai Tsukanov was dismissed ahead of schedule from the post of governor and appointed acting head of the Kaliningrad region.

On September 13, 2015, he won the election of the governor of the Kaliningrad region, gaining 70.41% of the vote (he was nominated by the United Russia party). The dismissal of Nikolai Tsukanov was predicted almost from the very beginning of his governor's career, but after each failure and corruption scandal, Tsukanov demonstrated incredible political vitality.

In fact, Tsukanov became the governor of the Kaliningrad region by accident. Under the former head of the region, Giorgi Boos, he headed the Gusevsky district, a remote and depressed municipality, but in a short time managed to make it one of the best. How much better? Nikolai Tsukanov is a man-genre. Its genre often contradicts the official-business style of a governor-level politician. Tsukanov regularly got into funny situations, as if by a magnet attracting them to him.

The main director, as a rule, was the governor himself: his language reproduces the most incredible reservations and revelations (as, for example, "Russian Orthodox virgin" instead of "church" on the air of the federal radio station "Echo of Moscow").

Nickname - "rural"

“The media calls me ‘rural’. But I'm proud of it! I was in Lipovo today... Meanwhile, last year alone I met with Prime Minister Dmitry Medvedev eight times, and with President Vladimir Putin three times!” - Tsukanov answered the "regional elites", who called him rural for his Gusev origin.

Having taken the governor's chair, Tsukanov started the traditional conflict "governor - mayor of the regional center." When the head of Kaliningrad, Alexander Yaroshuk, was re-elected for a new term, Tsukanov decided to put his man in opposition to him. In this confrontation, the "urban" managed to repulse the "rural" on all fronts - they won the information war and the party confrontation within United Russia (Yaroshik, not the governor's candidate, received the right to run from the party). From the confrontation itself, Tsukanov not only did not receive any dividends, but, on the contrary, went into the red - the information war brought many revelations of the governor and his team, which led to image and reputational losses.

Himself to the prosecutor's office

Publicly, Nikolai Tsukanov demonstrated a desire to fight against any manifestations of evil - even write statements to law enforcement agencies against himself. The governor could not ignore the fact that the authorities of his native Gusev, together with the government headed by him, are building a new road on a certain Ivashkino farm for 75 million rubles. In fact, no one lives there, except for a certain “high-ranking” citizen who built an elite high-tech house in a pine forest on the banks of the Angrapa River (at that time they didn’t know for sure that the house belonged to the governor’s family, although they guessed). After the publication in the Kaliningradskaya Pravda newspaper, Tsukanov demonstrated public rigidity and uncompromisingness by writing a statement to the prosecutor's office on his own behalf - the governor asked to check the facts presented in the publication and find the owner of the mansion. The prosecutor's office checked. Nikolai Tsukanov, apparently, hoped that the results of the prosecutor's check would forever remain in his desk drawer, but somehow the papers leaked onto the pages of the same Kaliningradskaya Pravda. The result was a scandal, which became for Tsukanov the first image damage and a signal that it is worth taking a closer look at his person.

Another signature feature of Tsukanov is a craving for housing construction. Kaliningrad journalists found at least three mansions belonging to the governor and his family. The construction of one of them, on the seashore in the resort town of Yantarny, turned out not only to be a scandal, but, perhaps, became fateful for the ex-governor.

In fact, the only thing that is not in doubt is the specialty of a gas and electric welder, obtained in his native Gusev technical school. Further, fog sets in in the biography of the new plenipotentiary: the gas-electric welder unexpectedly breaks into Moscow and opens a business selling pacemakers there. In parallel, Tsukanov is trying to get a higher education. First, he studied at a little-known agricultural institute in the regional city of Polessk, and from there he transferred to the Moscow Higher School of Entrepreneurship, where he already received a law degree. When the prosecutor's office of the Kaliningrad region checked the legality of Tsukanov's higher education, they found that when changing educational institutions, the future governor did not master a number of subjects prescribed by the curriculum. The then prosecutor of the Kaliningrad region, Alexei Samsonov, said that he would not have hired Tsukanov because of the poor quality of his education.

But when Kaliningrad journalists tried to find the governor's dissertation in order to understand why Tsukanov's government officials constantly "burn out", they were in for a surprise. It turned out that the dissertation was nowhere to be found - neither in the Lenin Scientific Library in Moscow (where it must be kept by law), nor in the governor's alma mater - Kazan National Technical University named after Tupolev. 15 days after the news about the loss of the dissertation was released, it was found by the supervisor Tsukanov Rustem Gabreev - he provided her text on freshly printed sheets (although her defense took place about 10 years ago), and the electronic file with the scientific work, judging by its properties, was created the next day after the news about the loss of the dissertation was released. In the end, it was not possible to prove that Nikolai Tsukanov received the degree of candidate of psychological sciences, but Tsukanov now has a dissertation.

"300 - 400 relatives"

Nikolai Tsukanov is one of the few Russian governors whose questionable actions have been officially confirmed by the prosecutor's office. In 2013, journalists unearthed that the company of the brother and mother of the governor, Amatel, won a state contract for the supply of three feldsher-obstetric stations, earning 13.2 million rubles on this. The prosecutor's office of the Kaliningrad region confirmed the conflict of interests of Tsukanov, sending the results of the check to his immediate employer - the administration of the President of the Russian Federation. According to the law, Tsukanov should have been fired, but the Kremlin preferred to remain silent, and when the time came for the gubernatorial elections, they approved Tsukanov's candidacy. “I have maybe 300-400 relatives. This is a separate story, of course, for youth. We have Ukrainians who come through Poland, through Lithuania. Up to 30 years old, pumped up, without relatives who come just to look for work. This is a matter of internal security. We work with all structures that are ready to be responsible for this. The region is not easy, and today it is no secret to anyone that the West and their special services are working to arrange their own "Maidan" in Kaliningrad. There was such a task, and now, unfortunately, no one has canceled it.

I got my driver's license in 1992. Although, to be honest, at first I went without a license. And on a truck. I had just resigned from the city committee of the Komsomol and decided to go into business. I went to Moscow for the Building Conversions exhibition.

I am criticized by the media, but if you can no longer send to hell a person who offers money to vote for this or that candidate, take the money and vote honestly. No one will see who you voted for there.

There will not be an ordinary buyer, a normal person, eating blue cheese or jamon. And those who eat these products can afford to fly to France and bring them "under their arms" from there. Or buy in Poland.
